In Bihar who's cornering whom?
Bihar politics is taking an interesting turn. All regional political
players are trying to corner each other. As political pundits put it,
both JDU and RJD field workers are opposing merger. Parties are also
weighing workers mood. They have realized that merger will hit their
identity in the forthcoming Vidhan Sabha elections. Now one thing is
almost certain that the erstwhile Janta Pariwar is not going to merge
in the state. Assembly elections in Bihar are due in October or November
this year.
AAP has bright prospects
The prospects of AAP are bright in Punjab and it would not be a surprise
if it forms the government in the state. In fact, AAP has a bright future
wherever corruption is at its peak.

Asif Ibrahim gets Secretary rank in GoI
The Appointments Committee of the Cabinet (ACC) has approved the appointment
of 1977 batch IPS officer of MP cadre Asif Ibrahim, (Retd.) former Director,
Intelligence Bureau, as 'Special Envoy for Counter Terrorism and Extremism'
in National Security Council Secretariat, in the rank of Secretary to
Government of India for a period of three years or until further orders,
whichever is earlier.

Naresh Kumar has been appointed new Chairman of the NDMC. He is 1987

Karnataka Governor calls upon engineers to
build 'self reliant India'
Governor of Karnataka, Vajubhai Vala, in his key note address stressed
the need to unlock the potential and creativity of young engineers during
the 66th Annual General Meeting of the Aeronautical Society of India(AeSI)
and Seminar on 'Make in India: Aircraft and Engines' the other day.
The Aeronautical Society is a professional body that has over the years
contributed towards development of Aerospace acumen within the country.
An exhibition featuring over 50 companies underscored their efforts
towards 'Make in India' initiative of the government during the two-day
event. In his presidential address, Dr V K Saraswat, President AeSI
suggested that offsets from defence acquisitions to be effectively harnessed
without discriminating between public and private sector. "We should
aim at a self reliant, vibrant manufacturing powerhouse status for our
country. MAKE IN INDIA initiative of our Prime Minister is the vehicle
for achieving this status", said T Suvarna Raju, Chairman and Managing
Director, Hindustan Aeronautics Limited. Eminent personalities delivered
lectures on various aeronautical subjects. The event witnessed presence
of leaders in the Aeronautical fraternity including Dr V K Saraswat,
Member Niti Aayog, T Suvarna Raju, CMD, Hindustan Aeronautics Limited,

ACC approval for promotion- Can it be denied ?
I have certain important questions related to promotions in ACC cases.
I am posting this on Whispers with the hope that avid readers of this
site will clarify the situation. I am a retired Railway Officer. I worked
for two years as Adviser (Railway Stores) in Railway Board from July
2012 to 30.06.2014, against the downgraded post of Additional Member
(Railway Stores), a post in Special Secretary Grade of 75,500-80,000.
Promotion to this post requires ACC approval which in my case was given
by Prime Minister at 6 pm on the day of my retirement as Rly Board deliberately
delayed submission of DPC recommendation to DOP&T giving very little
time to DOP&T, CABSEC and PMO. By the time DOP&T communicated
ACC approval to Rly Board, it was 9 pm of the day of my retirement.
Rly Board officials put up a note through Chairman, Railway Board to
Minister of Railways (MR) though MR had earlier approved DPC recommendation.
Since the MR had already gone to bed, approval could not be obtained
on that day. Next day, Railway Board officials put up file to MR with
the note that the approval of ACC was received at 9 pm, by which time
the officer had already retired from service, since he had already taken
his retirement benefits and so, promotion cannot be given. Since then,
I have been submitting appeals after appeals, but till now, I have not
been given promotion or the Special Secretary grade on non-functional
basis. My questions are:- (a) Can ACC approval received at 9 pm of date
of retirement be treated as of no use? (b) What is my fault if ACC approval
is received so late and that too because of Railway Board's delayed
submission of DPC recommendation (c) Does someone retire at 9 pm merely
because he has been given retirement benefits in retirement function
or one is supposed to retire at 12 o' clock night on the day of retirement.
(d) Why MR approval is required again when ACC has already approved
it ? (e) Why even non functional Special Secretary grade is not given
to me when such non functional grades are given in SAG and HAG even
after retirement. (f) How to get remedy in a case like this without
approaching Courts of Law ?

DoPT's high handedness
Arguments and counter arguments between two cadres viz stenographers
and clerks. This rift has been intentionally created by DoPT. Keeping
in view the general principle envisaging multi-skilling and de-layering
for the entire Government, the 6th Central Pay Commission had recommended
that ".......the Secretariat and Stenographers cadre would stand
merged" and ".......once, merger takes place, a uniform designation
in any case will attach to these posts." The 6th CPC had also recommended
that all future recruitment to CSS/CSSS/non-participating Ministries,
will be made as Executive Assistants. These Executive Assistants will
discharge the functions presently being carried by Assistants as well
as PAs and thus, there will be a single unified cadre. Besides this,
the 6th CPC had also recommended that for the present incumbents of
these cadres, Administrative Ministries concerned may evolve a procedure
for their job enlargement/enrichment, retraining and re-deployment.
The holistic nature of the 6th CPC Report was amply clarified in para
11.10 of its report, which stated "all the recommendations to be
treated as an organic whole and as partial implementation will bring
in several anomalies and inconsistencies." All these recommendations
of the 6th Pay Commission had been accepted by the Cabinet as a package,
notified by Ministry of Finance vide its Resolution No.1/1/2008-IC dated
29th August, 2008.
However, DoPT misled various authorities in GoI including PMO by hiding
these recommendations time and again. DoPT did not even bother to be
honour the Cabinet decision, neither it went back to Cabinet for reconsideration!!!
This has led to several cases in CAT which DoPT is handling/prolonging.
Obviously, if a PSO [equivalent to Director] is made to work of a Steno
D [equivalent to UDC] is clearly a wastage of tax-payers money. Is it
the austerity that GoI is enforcing ? Will the PMO listen or act ? Any
reaction from any corner ?

7th pay commission can resolve the anomalies raised after 6th pay commission.
7th pay commission can recommend government for better salary and other
perks for government employees to root out corruption in the country.
Can we throw some light on 7th pay commission instead of street fighting
issues?

Information regarding a VSAT tender
Appellant sought detailed work information, i.e., design, supply,
installation, testing and commissioning of 25 remote quick deployable
suitcase type portable VSATs along with Accident site communication
system on ARTs for Disaster Management in respect of a particular
Indian Railways Tender. The PIO informed that portable VSAT equipment
along with accident site communication equipment comes in the
category of critical/security equipment used for strategic purposes
of Disaster Management in Indian Railway. Since the equipments
are also interlinked with material related to Ministry of Defence,
the information cannot be disclosed to third party u/s 8(1)(a).
The CIC directed the respondent to enable the appellant to inspect
the relevant file within 30 days of this order.
Comments
It is surprising to see that the PIO had not invoked section 8(1)(d)
relating to commercial confidence either of the Railways or the
supplier.
