Central Secretariat employees have demanded removal of stagnation in
services and facilitation of timely promotions. A deputation of 'Central
Secretariat Services Forum' called on Dr Jitendra Singh, Minister of
State for Personnel and aired its grievances before him. The delegation
informed the Minister that as per the Central Secretariat Service Rules,
promotion from Under Secretary to Deputy Secretary, for example, requires
only five years of approved service in a total of about 30 years of
service period, but the irony is that several of the employees who have
already put in 20-22 years of service are still awaiting promotion and
many of them attain superannuation as Under Secretaries or even Section
Officers.

During UPA time, bureaucrats felt confident in taking decision and mostly
those were perfect, with some exceptions at highest level, but in present
NDA time, nobody wants to take any decision as no one feels confident-
No decision or avoiding decission will be bad for country and finally
entire democratic process (because Ministers, with some exception, are
also not able to take any fruitful decision. I rate previous UPA regime
as better since it inspired confidence at least. Present regime should
also take up steps to inspire. Wrong decision is always caught and therefore
can be corrected or reversed.

Tribute to MN Buch
It is harder to believe that MN Buch is no more than it would be to
accept that the Bhopal lake has dried up! He has been so much a part
of the vocabulary of administration, the canvas of Bhopal, the fabric
of MP cadre in particular and the civil service in general, that one
fails to understand how he could have gone away without a thunderous
uproar. In fact, one can almost sense a tidal wave of emotion triggered
(as usually happened when one heard his stentorian voice and reprimanding
tone booming from a mile away) at the very mention of his name even
so far away (
Harvard). There was rarely a time when the mention
of MP Cadre would not cause another senior colleague elsewhere in the
country to respond
"Ah, the cadre of MN Buch
.good cadre!"
or "And how is Mahesh Neelkanth Buch
still writing about urban
affairs and running his Center for Human Settlements?" I first
heard of Buch when I had just joined the Civil Service in 1982 from
a colleague of his from the UT cadre who had worked closely with him
during the Emergency in the DDA and narrated what I still hesitate to
believe. Buch's instructions to his staff: "Comply firmly with
my orders. If you are asked to jump out of the window, if at all you
must ask why, do that only when halfway down." I too looked up
to him like most other civil servants of MP cadre with awe. For ten
years we interacted quite a lot. Once, I had a rough brush with him
when as Commissioner of the MP Housing Board we planned to build Platinum
Park in New Market as a high-rise. We were called in by Digvijay Singh
because a very angry Buch sahib had a different opinion about high-rises.
We both presented our arguments before the CM. I saw for myself how
passionately and closely Mr Buch was following every nuance of urban
development concerning Bhopal even so many decades after he had sought
voluntary retirement. Naturally, he was very saddened by the fact that
his dream of a low-density, quaint, old-fashioned capital-city was slowly
being shattered by the changing demographic needs. Yet, he was a pragmatic
administrator. While he strongly advocated saying a harsh no to an illegal
demand, he never preached indifference towards the political leadership.
This is why almost all Chief Ministers of MP respected him and sought
his counsel. Buch sahib brought credit to Bhopal and MP Cadre. This
sentinel of Bhopal's conscience will always remain alive (guarding Bhopal!)
and remain a lasting inspiration for several generations of civil servants.

Epitome of integrity no more
MN Buch, IAS (Rtd) is no more. The illustrious son of an illustrious
father (his father N M Buch, (ICS) was instrumental in the accession
of the princely state of Junagadh into India). Buch was the epitome
of integrity, intellect and compassion. A towering intellect, a proliic
author and the finest human being, he was steeped in the tradition of
selfless service to the country which his family (wife, brother etc
all of whom were IAS officers) continued after his father. His services
to the country and society are legion. May God grant peace to the departed
soul and strength to his wife Nirmala Buch (noted Civil Servant and
social servant herself) and his son Vineet (IIT Kanpur-topper of the
JEE, Cornell, Venture Capitalist, Google) to bear the irreparable loss.
It is a great loss, Sir.

Lack of vision on Income Tax
This refers to comments by N Prakash.
1. In principle, IT return is a return showing income related details.
Therefore any information such as expenditure on foreign travel etc.
cannot be asked.
2. For checking black money, asking foreign travel details has no relevance.
More travel does not mean black money and vice versa.
3. Details of bank accounts are not required because the dept. already
gets regular exhaustive returns from banks where all relevant details
can be located and coordinated by proper software programs which they
already have.
4. No point in fixing arbitrary limit of Rs 50 lakhs etc. when data
is not required in the first place.
Main problem is that the present CBDT head is not having required vision
and competence.

BK Sinha - The Govt servant is in employment upto 2400 hrs (upto midnight)on
the last day of his retirement, refer FR 24. His retirement starts only
from the next calendar day. It is for convenience only the retirement
activities are completed by administration on the last working day and
lump sum retirement benefits handed over the same so that he is not
made to run around for his dues. If supposing last two calender days
are holidays, the person is handed over the dues on the last working
day, but the cheques can not be deposited for realisation before first
day of the next month. So, Sinha you approach CAT to get justice since
I do not think you will get any favourable action from your administration.
You look into the notification issued by your office, which will be
saying that you retired on attaining the age of superannuation on the
1st day of next month.

7th pay commission
I agree that 7th Pay Commission must remove anomalies once for all.
Following are the glaring examples of anomalies (1) An Assistant gets
GP 4600, SO gets only Rs 4800 - Assistant grade pay was upgraded from
Rs 4200 to Rs 4600 later, SO was left. SO should have got grade pay
of Rs 5400 and US both functional and non-functional should have got
Rs 6600. Another big anomaly was revising pay at Director level, everyone
in GoI got benefit of Basic pay+DP x 1.86 but director got benefit pay+DP
x 2.87. I would humbly suggest (as already written to the 7th PC also).
India's accounting procedures be simplified. Pay consists of following
elements (i) Pay (ii) DA (iii)HRA (iv) CCA (v) Transport. All these
elements should be clubbed and salary be paid. All those staying in
Government accommodation may pay HRA element as normal licence fee and
2.5 times enhanced licence fee if they have to pay market rent. The
preparation of salaries in GOI and States be outsourced too. The pay
scales be devised in such a way that these are uniform throughout India
including States. The pay gap should be reduced to an extent that the
difference is1:11. ! for the lowest rung 11 for the highest rung. Recruitment
process should also be at 2 levels i.e. one at Executive Assistant level
and the other at Class I level.

Maggie and its aftermath
The detection of harmful substances in Maggie which has been a popular
fast food amongst yongsters for more than a decade is too shocking and
exposes the weaknesses in our Food Safety Control Administration and
indifference towards basic health issues of the population. When hundreds
of packaged food products are selling in every shop in the country should
not have the Govt. of India and the State Govts, set up adequate number
of Laboratories and posted competent and sufficient staff to take samples
from time to time and speedily get them tested. Every day there are
reports of adulterated milk , paneer, mava but what happens. Samples
are taken and then due to insufficiency of labs, nothing happens or
barely 5% are fined. There is adulteration in everything. Pesticides
in fruits and vegetables. Sewage water and nullah water is being used
for cultivating and irrigating these crops. What a country? On every
pavement and in every street, hawkers and thelas have mushroomed making
idli, sambar, Chowmein, tea and what not. Just look at their utensils,
the dirty plastic jerricanes in which water is being stored for cooking
and washing purposes. I have seen at a number of such joints, tea mugs
and glasses being washed in a pan full of dirty water. The cooks preparing
the hot delicacies are unshaven, sport long hair and keep sweating and
often have a bidi or a cigarette in their lips. Many joints are over
nullahs or by the side of dirty drains. The staff concerned has no time
to check or stop such unhealthy business.

Information regarding a VSAT tender
Appellant sought detailed work information, i.e., design, supply,
installation, testing and commissioning of 25 remote quick deployable
suitcase type portable VSATs along with Accident site communication
system on ARTs for Disaster Management in respect of a particular
Indian Railways Tender. The PIO informed that portable VSAT equipment
along with accident site communication equipment comes in the
category of critical/security equipment used for strategic purposes
of Disaster Management in Indian Railway. Since the equipments
are also interlinked with material related to Ministry of Defence,
the information cannot be disclosed to third party u/s 8(1)(a).
The CIC directed the respondent to enable the appellant to inspect
the relevant file within 30 days of this order.
Comments
It is surprising to see that the PIO had not invoked section 8(1)(d)
relating to commercial confidence either of the Railways or the
supplier.
