Cheap governance


It is cheap governance. They are taking decisions after taking into account the religion of bureaucrats. KBS Sidhu from Punjab was shifted from Urban & Housing development to Trifed and same thing happened in finance. GS Sandhu from Rajasthan was shifted from financial services department to some chairman of chemical weapon authority. Both these officers are best officers of the state. Sandhu is credited with changing the urban face of Rajasthan. Jaipur metro and many other projects were completed under his supervision. It was his vision, which brought the financial inclusion scheme of UPA as Jan Dhan Yojna by incorporating best features into it. He worked 24x7 to for this scheme. When the scheme got recognition among the public, he was shifted. In his place a yoga expert was brought from Gujarat whereas Sandhu, PhD in banking. This is one example of the Modi regime governance, many more are there ....

ACC - A big farce


ACC is a big farce. Promotions from Joint Secretary to Secretary level are done on the basis of summary of ACRs sent to ACC which are manipulated by the corridors of power. ACRs/annual appraisals should be known to the officer which gives them a chance to improve and also a clear picture to the officer concerned. Promotional system from Joint Secretary and above needs revolutionary reforms so that real gems are promoted and not people with political clout.

Like one rank one pay, there should be one batch (group A) one pay irrespective of service they belong to. For instance, 6th pay recommended NFU by adding two-year riders to IAS without any logic and discrimination.

If a person, joins the service on a particular year usually called batch, say 1990, all officers of Group A service should be getting same scale and grade up automatically upgrading the post like IAS. In IAS, if additional Secretary becomes special secretary, the post gets upgraded automatically they why not to others. Only riders should be performance or basic required fitness of APAR.

Also if husband and wife are working, only one HRA should be deducted, as they are not given higher or confirmed houses.
7th pay commission should create one service in the country and create a merit commission instead of UPSC. Do away with all discriminations based on caste, politics etc. Let only merit count. Then we may see a progress and development. Else it will only be an eyewash.

CSSS officers


The main dream of CSSS officers is that they should get free from the entanglement of their bosses and themselves become bosses so that at a later date they could have CSSS staff with them. The moot question is that as to why did they not compete initially and became CSS officers. In the system CSSS officers have to exist. There can be no merger. The Committees/Commissions make a number of recommendations. It is not necessary that the government will accept all of them. Today a step may be considered a great reform but later it will become stale and new reforms can come.

Information regarding complaint of corruption

Appellant sought information with respect to his Complaint about the corruption against Sub Registrar which was denied under section 8 (1)(h) of the RTI Act. The CIC noted the submission of the PIO that enquiry is being conducted in DC's office is not supported by any document. The PIO was not in a position to say as to what is the charge sheet and the stage of enquiry. The CIC observed that the PIO has just made a claim that enquiry is going on and sought exemption u/s 8(1) (h) of the RTI Act without furnishing any supplementary information. The CIC drew an inference that in the absence of any information or record or file saying that enquiry is in existence when there is no enquiry going on, the PIO has simply dodged the response to the appellant. The CIC directed the PIO to furnish point wise information to the Appellant and issued show cause to the PIO why penalty u/s 20(1) should not be imposed upon him for rejecting the RTI application using section 8(1) (h) and not showing any record to say that enquiry is going on.

Comments

The case show the ignorance of the officials in dealing with the applications filed under the RTI Act. For rejecting any application u/s 8 (1)(h), the PIO should explain how the disclosure can impede the process of investigation.
