All JS level vacancies in GoI filled up
Kudos to Establishment office in the Department of Personnel that all
Joint Secretary level vacancies that existed up to May 2015 have been
filled up in the Government of India. This has happened for the first
time in the history of Indian bureaucracy.
All services taken care of in JS postings in
GoI
Bureaucracy under the present regime appears to be undergoing a sea
change as all services have been given due weightage in Joint Secretary
level postings. This is also evident from the JS level appointments
made on Thursday. Earlier only the IAS used to get preference.
Posting of 1997 batch officials within a month of empanelment
For the first time in the history of Indian bureaucracy, officials have
got posting within a month of empanelment. All Delhi-based IAS officials
of 1997 batch who were empanelled a month ago have been given postings
and the credit for the same goes to NDA government as no recommendations
were accepted, no pulls and pressures were allowed to influence the
decision and there was clear transparency.

Neglect of IFS-B continues
In 2010, Madhuri Gupta (IFS-B), second secretary in the Indian Embassy
was discovered to be spying for Pakistan for a long time. Her subsequent
arrest was handled in such a ham-handed manner that according to Wikileaks
it blew the cover of a RAW officer RK Sharma, working supposedly as
Press Counselor. In the world of espionage, this is a celebrated case
as this diplomat voluntarily passed on classified information to ISI
for no personal or financial gain but to "teach a lesson to arrogant
IFS-A officers". She had been denied study leave, given bad postings
and discriminated against for belonging to an 'inferior' service. The
change in Government had given hopes to IFS-B officers; but the Minister
and MoS do not seem to even acknowledge the existence of this group
which does the spade work while IFS-A officers socialize.

CPWD's Vigilance Division launches vigilance news letter
The Vigilance Division of CPWD under the Ministry of Urban Development
has launched a vigilance news letter to serve as an effective medium
to connect the different stakeholders with the objective to develop
and implement impartial, rational and transparent working processes
in the organisation. The inaugural issue of this News Letter aptly named
'Satarkta Nirman Prakash' is released today on April 29, 2015 by the
DG, CPWD Diwakar Garg in a simple but graceful function held at the
Nirman Bhavan, New Delhi.He praised the efforts of the Vigilance Division
for starting many public outreach programs. The Chief Vigilance Officer
of CPWD M R Krishna, IPS explained in detail the various innovative
activities undertaken by the Vigilance Divison and also emphasised the
importance of active participation of all senior officers in the vigilance
activities to make participative vigilance really effective. All Special
DGs, Additional DGs and Chief Engineers attended this inaugural function.

There should be no debate, as it is well known that bureaucrats use
politicians. Logic is simple. Politicians have limited tenure, high
uncertainties resulting in insecurity and accountability to voters and
press, whereas bureaucrats have job security, immunity from prosecution
and zero accountability.

Save Nature
In September 1976, the Ministry of Mines, Government of India and the
Geological Survey of India had organised an international seminar on
Himalayan Geology. It was attended by experts from India and various
other countries including Russia. The deliberations were mainly focussed
on the tectonic plate movement and earthquake in Himalayan region. It
is time that the papers presented may be relooked and it is also time
for a similar international seminar in India.

BJP govt on path of self-destruction
The BJP government is on the path of self-destruction. It is doing everything
to harass government servants. It is not surprising that it lost Delhi
and is going to lose badly in Bihar. The decline in vote share in Bengal
should also force BJP to rethink.

Sukanya Samridhi Yojna
The Prime Minister of India launched Sukanya Samridhi Yojna for the
welfare of the girl child onJanuary 22 this year. The yojna apparently
looked too good. As per announcement the parents could open an account
under this scheme in any of the designated banks including State Bank
of India and Post Offices. Situation as it stands up till now is, that
SBI has not received any directives from the govt. about the scheme.
Post office has become the worst place to do any business. Mostly it
is located in a small room. One person handles accounts of all types
including pensions. There is only one such post office in whole of Dwarka
city, New Delhi. For even an entry recorded in the pass book one has
to reach the clerk two hours before. Even after reaching him he keeps
the passbook and asks one to come next day. Next day also similar line
up is there. Moreover, it does not have online deposit facility. Who
has so much time and patience to deal with post office? Will the PMO
or the Finance Ministry ensure that banks are given directives to start
opening accounts under this scheme? This is the way Govt. Of India functions
in the new regime too. No change is perceptible at least as yet anywhere.

CBI short of officers
For the past several years CBI has been running short of officers. It
is really unfortunate. On the contrary, there are offices where a large
number of employees are merely taking salaries without any productivity.
Even the Expenditure Reforms Commission during the NDA's previous Regime
suggested winding up a few govt. offices after careful analysis. Like
all reports, this has also been gathering dust. The PM who is considered
as a great visionary, should reform the central government administrative
system.

Hard decision required
This has been the situation in CBI for years. There is clear lack of
willpower to strengthen its cadre, despite Court's rap on its knuckle.
Government needs to make one time hard decision considering the rampant
corruption requiring clean up in the Country.

Low pay scales in ITI ?
When the pay scales of ITI are so low when compared to other PSUs, because
they have not been revised for years, how does the PESB expects more
candidates to be interested in the job. I think they are not in know
of the ground reality. I know this very well because I was a senior
man of BEML and I am a Bangalorean.

Failure of international roaming to
work
The appellant had taken international roaming facility from the
BSNL but found that the international service failed to work in
8 different countries. On return, he surrendered his instrument
and requested the BSNL to investigate why the service did not
work and when no reply was received for three months he wrote
to them for refunding the entire amount and also claiming token
compensation of Rs.1500/- for the harassment and inconvenience
caused to him. The Public Information Officer (PIO) informed that
there are rules for refund of principal amount within 60 days
from the date the service is surrendered but no rules have been
prescribed either for payment of interest or for compensation.
He informed that a cheque for Rs.4724/- in favour of the appellant
was issued. The CIC opined that such a callous and whimsical behaviour
on the part of the service provider who deals with the public
at large cannot be treated lightly. The CIC directed the PIO to
provide copy e-mail exchanged regarding the appellant's complaint
of his SIM not working and warned the PIO to exercise due care
for future.
Comments
The RTI Act is being used to address the
grievances related to the quality of services offered by the PSU's.
The PIO should be careful in replying in time and providing the
information as available on records.
