Modinomics in foreign visits

Previous PMs used to travel with about 150 persons on board. Modi takes only 40. Does it save a few crores of rupees? In Hanover, India's embassy in Germany took hotel rooms at 400 Euros per day for senior officers accompanying the PM. From India, the same could have been booked for a fraction of the cost through internet. Officers were given mobile recharge vouchers of 80 Euros each, only a small amount was actually used. 150 taxis were called from all over the country at exorbitant rates, out of which 40 were never used. The expenditure on the VVIP himself and the SPG accompanying him should not be a subject of audit. The rest needs to be looked at by C&AG and CVC. VVIP visits should not be a financial bonanza for the embassies.

Govt. performance

NDA Government is going to complete one year shortly. The failures and success stories will float around. In reality check, Govt. is failing in Parliament and also in public. Bills like GST, real estate, land acquisition etc are in doll drum. Govt. is taking unpopular steps like revising ITR forms asking all bank accounts as they are culprits others who donot fill ITR forms are "Sahukar" and safe. What a pity. Govt. has already lost in Delhi, Kolkata and many by-elections and will lose further due to anti-public steps to show they are working for public. Govt. should take out new ITR forms from IT web-site and load it again when it is finalised.

Bad behaviour objectionable

We criticize that the heads of various institutions are not being appointed by the Government and the government is slowly trying to destroy age old institutions. Even Shourie had also talked about this in his interview. But will anybody realize, how the strong headed people of these institutions are behaving. There is one Commissioner in the CIC, who instead of telling the officials to provide the information does not bother to listen to them and makes statements like why and how you are not doing so and so. His job is simply to issue an Order telling the public authorities to provide the information. If somebody in the Government is not providing information to the applicant, he is free to order fine and also if he feels arrest. But one should be courteous in his behaviour. He has also got the bad habit of telling officials for getting out of the room. He should realize that he is not god. In order to be a good speaker you have to be a good listner also. People remember only those who are good in their behaviour.

This Govt came to power announcing they will govern. But it appears they are interfering with the appointment decisions of an independent body -PESB. Govt has to be transparent and come out and share why they rejected the recommendations . Will they?

Thin attendance of bureaucrats in five star hotels!

You can only see the retired Government servants in the CSOI during lunch time, these days. Earlier there used to be a queue for entering the dinning hall in CSOI. But now, you see hardly one or two persons. But why is it so? I heard someone in the CSOI that the list of members present during office hours is sent to the PMO. One can not believe this statement though.

Failure of international roaming to work

The appellant had taken international roaming facility from the BSNL but found that the international service failed to work in 8 different countries. On return, he surrendered his instrument and requested the BSNL to investigate why the service did not work and when no reply was received for three months he wrote to them for refunding the entire amount and also claiming token compensation of Rs.1500/- for the harassment and inconvenience caused to him. The Public Information Officer (PIO) informed that there are rules for refund of principal amount within 60 days from the date the service is surrendered but no rules have been prescribed either for payment of interest or for compensation. He informed that a cheque for Rs.4724/- in favour of the appellant was issued. The CIC opined that such a callous and whimsical behaviour on the part of the service provider who deals with the public at large cannot be treated lightly. The CIC directed the PIO to provide copy e-mail exchanged regarding the appellant's complaint of his SIM not working and warned the PIO to exercise due care for future.

Comments

The RTI Act is being used to address the grievances related to the quality of services offered by the PSU's. The PIO should be careful in replying in time and providing the information as available on records.
