Three countries have interest in Make in India

Two more battalions sanctioned for NDRF
NDRF headed by UP cadre 1983 batch IPS officer O P Singh has suddenly
shot into prominence after J & K floods and Nepal earthquake. And
the result is that GoI has sanctioned two more battalions for NDRF.
These battalions will come from SSB. With this the total strength of
NDRF will rise to 12 battalions.

As many as six senior IAS officers have been shifted and given fresh
assignments in Punjab. Accordingly, Nirmaljeet Singh Kalsi has been
given additional charge , Additional Chief Secretary, PWD (B&R)
while Anirudh Tewari will now be Principal Secretary, Non-Conventional
Energy, Investment Promotion and Industries and Commerce and Anurag
Agarwal is Principal Secretary, Power and Transport. Similarly, R Venkat
Ratnam has been appointed as Principal Secretary, Parliamentary Affairs;
Kumar Anugreh Prasad Sinha as Secretary, Science Technology & Environment,
General Administration (Cabinet Affairs and Coordination) and Veerendra

As public servants, politicians and bureaucrats are bound by their duty
to work for the larger good of the people with neither any self-serving
motive nor any discrimination directed to any section of the public.
They have to exercise utmost restraint in taking any action that demeans
the pledge they took prior to taking up office. In the course of carrying
out this noble task of public serving, coordination of efforts is indeed
a must between a politician and a bureaucrat but one should not forget
that the target beneficiary is the public and certainly not any one
of the two . How one uses the other should be led by the bigger and
only motive of serving the masses better.

Politics - Field Marshal Civil Servants
Why so much hue and cry on this issue. Using title or keeping diplomatic
passport after retirement does not involve any financial burden on the
government exchequer. In service and after retirement expenditure by
Air India in granting free passes to staff for their visits throughout
the world to employees and their (even independent) family members is
the reason for heavy losses to the airlines. Very few mentions in this
column about Air India.

No beggars, dogs, litter in Malaysia
Recently I had been to Malaysia. We visited three cities i.e. Putrejaya,
Joharbahru and Kuala Lumpur. There were no beggars, no stray dogs, no
litter, no pan, bidi shops, no Bhelpuri shops on the streets. They were
all so neat and clean. Why can't we have cities like that?

CGHS beneficiaries
Minister is sleeping over the subject about allowing CGHS beneficiaries
pensioners to go for direct consultation in CGHS empanelled hospitals.
NDA government is going to complete one year but some of the issues
remain unresolved. Ministry is also not at all bothered to consider
the request from pensioners. It remains complete responsibility of government
to provide medical facility to their employees and becomes more for
retired people who suffer more due to age related problems. They are
unable to go from one place to another place. It is troublesome and
difficult. Mostly old people are alone and needs help during medical
emergency. No doubt one can visit any hospital during emergency but
on regular visit he cannot visit. Even for tests and investigations
the pensioners have to go to dispensaries first then to empanelled centres.
Minister of Health & Family Welfare should consider the request
of pensioners for direct consultation to empanelled hospitals. In Delhi
it is not permitted whereas in satellite towns of Delhi it is permitted.
This is discriminatory approach and all to treated equally.

PPS postings
GoI is posting PPS (equal to Under Secretary), Sr. PPS (equal to Deputy
Secretary) and PSO (equal to Directors) in its embassies overseas and
spending crores of rupees on their salary and foreign allowances. Currently
their strength is 171 and most of them are posted abroad. In addition
to salary, they also get representational grants for reasons not known
to public. They are given diplomatic ranks whereas they are doing the
same work that a Grad D Steno i.e. typing, dictation and attending telephones.
UPA government had even started appointing them Ambassadors!!!! Is it
the austerity that GoI is effecting or wastage of tax-payers money in
the garb of austerity?

News item appreciable
I appreciate whispers in the corridors for a news item as to who would
be speaking about government functioning. Yesterday, The Hindu carried
a news item that MP from Balia spoke in the BJP Parliamentary Board
Meeting that not even a single road had been laid under PM Gramin Sadak
Yojana and also hinted at the lacklustre performance of the government.
He is a former student leader and had the courage to speak up, which
was well received by fellow MPs. Now, while effecting reshuffle it needs
to be ensured that only people with proven skills are appointed. This
will at least help the present government to implement its schemes in
toto.

Failure of international roaming to
work
The appellant had taken international roaming facility from the
BSNL but found that the international service failed to work in
8 different countries. On return, he surrendered his instrument
and requested the BSNL to investigate why the service did not
work and when no reply was received for three months he wrote
to them for refunding the entire amount and also claiming token
compensation of Rs.1500/- for the harassment and inconvenience
caused to him. The Public Information Officer (PIO) informed that
there are rules for refund of principal amount within 60 days
from the date the service is surrendered but no rules have been
prescribed either for payment of interest or for compensation.
He informed that a cheque for Rs.4724/- in favour of the appellant
was issued. The CIC opined that such a callous and whimsical behaviour
on the part of the service provider who deals with the public
at large cannot be treated lightly. The CIC directed the PIO to
provide copy e-mail exchanged regarding the appellant's complaint
of his SIM not working and warned the PIO to exercise due care
for future.
Comments
The RTI Act is being used to address the
grievances related to the quality of services offered by the PSU's.
The PIO should be careful in replying in time and providing the
information as available on records.
