The Special Judge for CBI cases, Mumbai (Maharashtra) has convicted Ashok Kumar Purwar (an IRS-IT officer of 1971 batch), then Commissioner of Income Tax, Mumbai and his wife Mrs Chhaya Purwar in a disproportionate assets case. Ashok Kumar Purwar was sentenced to undergo three years simple imprisonment with fine of Rs 1 lakh while his wife Mrs Chhaya Purwar will undergo two years simple imprisonment with fine of Rs. 50,000.

Parting gift of Julka


The Indian Information Service cadre review is finally set to be placed in the cabinet. This would be the parting gift of Bimal Julka, Secretary I&B to the IIS fraternity. He has tried his best to get the cadre review completed and would be a satisfied officer to achieve this near impossible task. The CRC approval was over in July 2014.

There should be only one scale for all posts of DG's rank in the CPOs and in the States. The anomaly of having two scales should be dispensed with by the 7th Pay Commission

NCB unfortunate


NCB has been such an unfortunate organisation under Home Affairs that most of the time it is under additional charge with the Ministry and most of the slots are always vacant. The reason behind this - RRs which mandates that posts should be filled in through advertisement and in consultation with UPSC. Generally the process takes 9-12 months to fill up the slot. Presently there is no DG, only one IG and some other field officers. This has been going on for years. How do you control the menace. Why can RRs not be changed, it can be but UPSC will not leave power in the hands of junior and Ministry officials suits everybody. This needs to be corrected, otherwise this institution should be entrusted to someone else and merged. When you can fill up CAPF posts actively why not NCB. RRS should be changed immediately. Though present Govt. during the last one have not been able to fill up a large part of higher level posts and it may also not be a priority with it. But sense of good governance should be remedial action should be taken immediately without further delay to save the institutions going to the docks.

PPS postings

GoI is posting PPS [equal to Under Sectretary], Sr. PPS [equal to Deputy Secretary] and PSO [equal to Directors] in its embassies overseas and spending crores of rupees on their salary and foreign allowances. Currently their strength is 171 and majority of them are posted abroad. In addition to salary, they also get Representational Grants for reasons not known to public. They are given diplomatic ranks whereas they are doing the same work that a Grade D Steno i.e. typing, dictation and attending telephones. UPA government had even started appointing them Ambassadors!!!! Is it the austerity that GoI is effecting or wastage of tax-payers money in the garb of austerity?

Failure of international roaming to work

The appellant had taken international roaming facility from the BSNL but found that the international service failed to work in 8 different countries. On return, he surrendered his instrument and requested the BSNL to investigate why the service did not work and when no reply was received for three months he wrote to them for refunding the entire amount and also claiming token compensation of Rs.1500/- for the harassment and inconvenience caused to him. The Public Information Officer (PIO) informed that there are rules for refund of principal amount within 60 days from the date the service is surrendered but no rules have been prescribed either for payment of interest or for compensation. He informed that a cheque for Rs.4724/- in favour of the appellant was issued. The CIC opined that such a callous and whimsical behaviour on the part of the service provider who deals with the public at large cannot be treated lightly. The CIC directed the PIO to provide copy e-mail exchanged regarding the appellant's complaint of his SIM not working and warned the PIO to exercise due care for future.

Comments

The RTI Act is being used to address the grievances related to the quality of services offered by the PSU's. The PIO should be careful in replying in time and providing the information as available on records.
