HAL Chief calls for Indigenisation of Advance Materials for Success of Aerospace Industry (UPDATED)
"The indigenisation of the advance materials is a key to the aerospace manufacturing in India. When it comes to aerospace raw material be it aluminium, titanium, plastics or composites there is wide capability gap in the country and therefore industries especially in private sector must come forward to boost aerospace manufacturing in the country", said T Suvarna Raju, CMD, HAL. He was speaking at the inaugural session of the ongoing three day (May 13-15) 'International Conference on Advanced Materials and Manufacturing Processes for Strategic Sectors' being organized at Thiruvananthapuram by the Indian Institute of Metals, a premier body representing the family of metallurgists. "One can achieve this dream by taking strategic materials research in mission mode in niche areas such as electronic materials, advanced high temperature alloys for propulsion systems and composite material", he added. Raju also called for synergy between efforts of various governments and non-government establishments in defence, space and atomic energy to ensure that resources are not wasted through duplications. He stressed on two pronged strategy to fulfil "Make in India" concept in this sector: through strengthening of R&D ecosystem for strategic materials and processes; and by augmenting manufacturing facilities. He also touched upon importance of industry academia association and significance of constantly emerging new materials. M C Dathan, Director of Vikram Sarabhai Space Centre (VSSC), Narayana Rao, CMD, MIDHANI, Baldev Raj, Director, National Institute of Advanced Studies (NISA), Bangalore and others also addressed the gathering. Thiruvananthapuram conference includes invited talks by experts in their respective areas covering the broad spectrum of aerospace materials and manufacturing. The participants include R&D professionals, academicians and industry personnel. The inaugural session also recalled the services of Dr. Koshy M. Good chance for bureaucrats

It is often heard that bureaucracy and other paraphernalia (known as Lutyens establishment) are so entrenched in Delhi at the centre that it may be hampering policy formation and execution of actions that the Prime Minister wants to take for country to move full steam ahead.

This may be a good opportunity for honest bureaucrats from various cadres who really want to do some useful work without getting into politics, favoritism and corruption to make their services available to the Prime Minister by confidentially approaching .Will any bureaucrats take the plunge in the interest of revamping the Central set-up which is corroded over the years.

Government accommodation

DoE is not taking action against those who have rented out or sublet government quarters. In many government flats, owners made pucca houses - type one becomes type 4, type two become type -5; Is DoE doing something about it ? The quarters are being given on rent and generating revenue of Rs 20,000 per month and electricity / water / sewage subsidised ? So many quarters are kept by the allottees after retirement.

Wastage of public money


Previously, the medicine, Nerv-Up capsule was being supplied by CGHS dispensaries. This medicine has been made inadmissible and in its place, Methycobal 500 mcg is being issued for the last 4 months. The composition of NervOD is: Methylcobalamin 1500 mcg, Alpha-lipoic Acid 100 mg, Folic Acid 1.5 mg and Pyriodoxine while that of Methycobal 500 mcg is as its name suggests. The MRP of former is Rs.117/- for 10 capsules and the latter is Rs.74/- for 10 tablets. CGHS doctors are prescribing 3 times of Methycobal 500 mcg in lieu of NervOD. Prescribing the Methycobal 500 even three times costs Rs.222/- in lieu of Rs.117.00 while the composition of Nerv Up is better, which costs less. In view of above, there is no logic of discontinuing NervOD when it costs less and has higher composition than the substituted medicine, Methycobal 500. Will Secretary (Health)/DG, CGHS look into this issue to save the exchequer? There may be other instances like this

A step forward


Government is considering revision of new ITR forms to old. It is a welcome step. It will also avoid unnecessary harassment by IT officials. There is no point in asking details of more than one account in IT returns from all taxpayers if at all it is needed then it should be for those people whose taxable income is more than some threshold level may be 25/50 lakhs, depends upon Govt. decision. As far as details of foreign travel is concerned, Govt. can collect easily get the information from Immigration Department which requires little effort to get the information and may link up with people concerned. The steps taken should be based on some analysis. We should have all this information without any scientific reason. Let us analyse who contributes towards generation of black money and how it should be curbed. The people whose taxable income is less than Rs 20-25 lakhs will not contribute to any black money generation. There are bigger games going on. As being reported in media, Cricket is one such game where lot of money is involved. Let the government to find out whether proper taxes are being paid or not? Where are the loopholes? Let the things work scientifically not just on some flimsy grounds.

Failure of international roaming to work

The appellant had taken international roaming facility from the BSNL but found that the international service failed to work in 8 different countries. On return, he surrendered his instrument and requested the BSNL to investigate why the service did not work and when no reply was received for three months he wrote to them for refunding the entire amount and also claiming token compensation of Rs.1500/- for the harassment and inconvenience caused to him. The Public Information Officer (PIO) informed that there are rules for refund of principal amount within 60 days from the date the service is surrendered but no rules have been prescribed either for payment of interest or for compensation. He informed that a cheque for Rs.4724/- in favour of the appellant was issued. The CIC opined that such a callous and whimsical behaviour on the part of the service provider who deals with the public at large cannot be treated lightly. The CIC directed the PIO to provide copy e-mail exchanged regarding the appellant's complaint of his SIM not working and warned the PIO to exercise due care for future.

Comments

The RTI Act is being used to address the grievances related to the quality of services offered by the PSU's. The PIO should be careful in replying in time and providing the information as available on records.
