Thank you Prime Minister, Biometric attendance is dead


Sir, With the blessings of successive governments, I used to work for 4 hours in the office and am used to getting full pay. That way I get ample time to attend to my side business. I was really scared when this biometric attendance was made compulsory. Now my bosses in Income Tax Department have told me that there is no more pressure to install biometric system, therefore it will not be installed in other buildings. This is a great relief.
I am not concerned about the plight of common citizen, unless I work less and delay their refund etc. they will not grease my palm. I have a vested right to work less and make extra bucks. After all, everybody is making extra money be it a cop or administrative service man. See Mr. Maini, who was taking money in US dollars and not in Indian rupee. You see it is no use taking money in Indian currency as value of rupee decreasing.

Another thing for which I am thankful is postponing the requirement of declaring all my movable assets. Does not DoPT realise that this rule will make it difficult for me to invest my under the table earnings. Thankfully Govt has postponed the retrograde notification which would only have demotivated majority like me.

Modi's charisma and speaking skills alone brought NDA to power ?


PM, Modi should understand that it is not his charisma and speaking skills alone that brought NDA to power, it is the negative impact of the lacklustre leadership of the then PM, Manmohan Singh who had no qualms in functioning as a servant of the unconstitutional Congress head. He had no control over his ministerial colleagues.Corruption reached sky rocketing levels. Modi exploited to its hilt. But Modi appears to have forgotten his steps. What happened to CWG scam,Tetra scam, oil for votes scam, HDW scam, helicopter scam, black money returns etc. All appears to be in limbo. His FM, himself a defeated candidate in the last elections is humming the same tune of UPA and harping on double taxation treaty instead of going full hog against the black money hoarders abroad..If one considers Jaya's trial it may take two or three decades to complete. People expected Modi to constitute a high power truth commission with prosecuting and punishing powers with powers of appeal only to SC, to facilitate a time bound trial. Investigation should be conducted against all politicians including ministers and bureaucrats for disproportionate assets. It is a few weeks back accusations were made against a Kerala UPA Minister, who has a rags to rich story behind him, allegedly selling budget every year. The Congress CM, his Excise Minister and Muslim League Education Minister have all been accused of siphoning thousands of crores.

In response to today's whispers about overseas posting of PPS -


Class I Officers of the rank of PPS/SPPS/PSO in Ministry of External Affairs are saving precious foreign exchange of Government by performing multifarious tasks, encompassing the wide range of Administration, Consular, Protocol, Commercial, Political, Press/Information/Culture etc., apart from Secretarial work just to ensure that Minimum Government and Maximum Governance envisioned by Modi Government is implemented in letter and spirit. Such a wide ranging reach in work profile of Officers of Stenographers Cadre has made the life of middle level officers of Clerical Cadre insecure, as, barring a few, mostly this lot is interested only in enjoying the spoils of foreign posting without bringing any value-addition to the system. Further, lately, the divisive activities of clerical cadre of IFS (B), undercutting the Administration in MEA, has invited the ire of many in the system. Nowhere in the Government of India or elsewhere the induction into civil services [IAS/IFS] is ante-dated by 3-years as is done in the case of IFS[B] whose entry level is LDC !

Cabinet rank to outstanding sportpersons


The action of the MP Government to honour outstanding sportsmen of national level is laudable. It is certainly desirable and worthwhile giving them awards and cash benefits. But the decision to give them the status of a Cabinet Minister can be called into question. Nobody who has not been sworn in as a Minister should be extended the facilities and privileges of a Minister like flying the National Flag and flaunting the red beacon light on the hood of the car. It is creating unnecessary VIP classes. Why does a sportsperson need a State owned car with these VIP decorations. As it is the VIP culture in our country is an eye sore and a pain in the neck. In a democracy the less number of VIPs we have the better and that too such VIPs should use these official indicators of their status only during emergencies and not during the normal run of life. These only serve to create barriers between this class and the aam aadmi. Defence service and Police officers of senior ranks who are entitled to star plates and service flags during their active service surrender these on their superannuation.

Failure of international roaming to work

The appellant had taken international roaming facility from the BSNL but found that the international service failed to work in 8 different countries. On return, he surrendered his instrument and requested the BSNL to investigate why the service did not work and when no reply was received for three months he wrote to them for refunding the entire amount and also claiming token compensation of Rs.1500/- for the harassment and inconvenience caused to him. The Public Information Officer (PIO) informed that there are rules for refund of principal amount within 60 days from the date the service is surrendered but no rules have been prescribed either for payment of interest or for compensation. He informed that a cheque for Rs.4724/- in favour of the appellant was issued. The CIC opined that such a callous and whimsical behaviour on the part of the service provider who deals with the public at large cannot be treated lightly. The CIC directed the PIO to provide copy e-mail exchanged regarding the appellant's complaint of his SIM not working and warned the PIO to exercise due care for future.

Comments

The RTI Act is being used to address the grievances related to the quality of services offered by the PSU's. The PIO should be careful in replying in time and providing the information as available on records.
