Tax policy

The performance of Income Tax and CBDT in the last one year can be easily termed as most disappointing. Not only have they not done any simplification to make the life of the common tax payer easier, they have also not come up with any innovative ideas on tax policy for the better.The Board needs people at the top with vision and not headmaster types.

Chastising two collectors by Govt. of Chattisgarh

Print media has published a news today that the Government of Chattisgarh has taken umbrage to the two Collectors, who, while receiving the Prime Minister of India were wearing costly shirts and sunglasses. The government has called for their explanation and perhaps proposes to punish or chastise them. This action of the government has no basis and is not supported by the All India Services Conduct Rules or by any dress code. Is it improper to wear a costly shirt or use sunglasses in the hot blazing sun at the time of receiving any dignitary. Sunglasses are a protection for the eyes against UV rays of the sun, and they are not used for fashion or show off. Our esteemed Prime Minister himself wore a very expensive suit while receiving the US President, Barrack Obama. The decision of the Government of Chattisgarh needs to be condemned by all service associations of all States and also by the All India IAS Officers Association. The intelligentia should also come out in the open and condemn this. The whims of any Chief Minister should not be allowed to browbeat efficient officers who have a good dressing sense. On the contrary good dressing sense should have been appreciated.

Education and Crime

According to Prison Statistics of India 2012, out of 254,857 undertrial inmates, 76,626 were illiterates, 1,10,385 were educated up to Class X, 49,871 having education of above Class X & below graduation, 12,459 were graduates and 3,471 were post graduates.This clearly reflects the role of education in keeping the people away from crime. If we can improve the quality of education and its spread, the crime rate and violence from the society can be drastically reduced.

Govt. performance

NDA Government is going to complete one year shortly. The failures and success stories will float around. In reality check Government is failing in Parliament and also in public. Bills like GST, real estate, land acquisition etc are in doldrums. Government is taking unpopular steps like revising ITR forms asking all bank accounts as they are culprit others who don't fill ITR forms are "Sahukar" and safe. What a pity! Government has already lost in Delhi, Kolkata and many by-elections and will lose further due to anti-public steps to show they are working for public. It should take out new ITR forms from IT web-site and load it again when it is finalised.

Bad behaviour

We criticize that the heads of various institutions are not being appointed by the Government and it is slowly trying destroy age old institutions. Even Arun Shourie had also talked about this in his interview. But will anybody realize, how the strong headed people of these institutions are behaving. There is one Commissioner in the CIC, who instead of telling the officials to provide the information does not bother to listen to them and makes statements like why and how you are not doing so and so. His job is simply to issue an order telling the public authorities to provide the information. If somebody in the Government is not providing information to the applicant, he is free to order fine and also if he feels arrest. But one should be courteous in his behaviour. He has also got the bad habit of telling officials for getting out of the room. He should realize that he is not god. Perhaps he is trying to vent his feelings of not having a happy family life. In order to be a good speaker you have to be a good listner also. People remeber only those who are good in their behaviour.

Thin attendance of bureaucrats in five star hotels!

You can only see the retired Government servants in the CSOI during lunch time, these days. Earlier there used to be a queue for entering the dining hall in CSOI. But now, you see hardly one or two persons. Why is it so? I heard someone in the CSOI that the list of members present during office hours is sent to the PMO. One can not believe this statement though.

Foreign Posting of PPS

In response to whispers about overseas posting of PPS -

Class I Officers of the rank of PPS/SPPS/PSO in Ministry of External Affairs are saving precious foreign exchange of Government by performing multifarious tasks, encompassing the wide range of Administration, Consular, Protocol, Commercial, Political, Press/Information/Culture etc., apart from Secretarial work just to ensure that Minimum Government and Maximum Governance envisioned by Modi Government is implemented in letter and spirit. Such a wide ranging reach in work profile of Officers of Stenographers Cadre has made the life of middle level officers of Clerical Cadre insecure, as, barring a few, mostly this lot is interested only in enjoying the spoils of foreign posting without bringing any value-addition to the system. Further, lately, the divisive activities of clerical cadre of IFS (B), undercutting the Administration in MEA, has invited the ire of many in the system. Nowhere in the Government of India or elsewhere the induction into civil services [IAS/IFS] is ante-dated by 3-years as is done in the case of IFS[B] whose entry level is LDC!

Voluntary retirement benefits

It is to be brought to the kind attention of the present Pay Commission that pensioners who had taken voluntary retirement after attaining 20 years of service are not paid pension @ half of the salary last drawn by them when they took voluntary retirement while central government servants who had retired after last pay commission are enjoying this benefit. The said government servants were not given any golden shake benefits also.

Information regarding a VSAT tender

Appellant sought detailed work information, i.e., design, supply, installation, testing and commissioning of 25 remote quick deployable suitcase type portable VSATs along with Accident site communication system on ARTs for Disaster Management in respect of a particular Indian Railways Tender. The PIO informed that portable VSAT equipment along with accident site communication equipment comes in the category of critical/security equipment used for strategic purposes of Disaster Management in Indian Railway. Since the equipments are also interlinked with material related to Ministry of Defence, the information cannot be disclosed to third party u/s 8(1)(a). The CIC directed the respondent to enable the appellant to inspect the relevant file within 30 days of this order.

Comments

It is surprising to see that the PIO had not invoked section 8(1)(d) relating to commercial confidence either of the Railways or the supplier.
