Retired employees are suffering too much. Visiting Govt. hospitals and then dispensaries is very difficult. Health Minister must see and issue suitable instructions so that pensioners can go direct to CGHS-approved hospitals.

Filling up of deputation posts in AERA- An eyewash

I am one of the incumbents for Class-I post being filled up by Airports Economic Regulatory Authority [AERA] on deputation basis in their office. But I have come to know that these posts are meant for Airport Authority of India [AAI] officials. And advertisement of these posts is merely an eyewash. Actually, the persons of AAI, who are working here on loan basis, are to be accommodated through deputation, which is totally wrong policy of AERA and against Service Rules of Govt. of India. These persons have long approach in Ministry of Civil Aviation. One such instance has already come up in the year 2009 when an AAI official of the rank of Manager was directly appointed to the post of Sr. Principal Private Secretary (of the rank of Deputy Secretary) by ignoring and setting aside the recruitment rules of Govt. of India. Even Audit party had made a strong objection to this appointment and raised a query, but the matter was hushed up and not replied as of now. This time also, same story is likely to be repeated. Let me tell you all that if this kind of approach is again adhered by AERA, RTI applications will start pouring in, which they would like to avoid. I hope AERA would keep this view in mind while selecting the incumbents for different posts on deputation basis.

Govt. accommodation


I fully agree with the views expressed by SSR. There is a lot of misuse in Govt. accommodation in Delhi.
Especially Type I, II & III. New Govt. should take the issue seriously..Strict punishment should be given to those who sub-let government houses. Thorough checks should be carried with enforcement staff and DOE staff. Identity of the residents should be video graphed. Photos should be taken on record from each allottee (old).

Sleeping Health & FW Minister

Health & FW Minister is still sleeping. Government is introducing certain free medical diagnostic tests for all citizens whereas Minister is unable to sanction direct consultation and diagnostic tests in empanelled hospitals/centres for CGHS pensioners. What a irony of fate of CGHS beneficiaries? In true sense empanelled hospitals should not require any reference from dispensaries for consultation or diagnostic tests but ministry of H &FW is obstructing things in smooth working of CGHS facility.

Govt accommodations


Subletting of government accommodations by allottees has become a deadly menace. It has become very endemic. At least 50% of government accommodations have been fully or partially rented out resulting in non allotment to those in need of it. Present government is doing nothing, absolutely nothing. Government colonies have become a den of criminal activities, business hubs of private people. The same needs to be curbed on the lines when Jagmohanji was the urban development minister. But who will have the guts to do so ?

Apart from the Directorate Estates flats being converted into a palatial bungalow/s/flats, one more malady has also be looked into. In a number of Directorate of Estates colonies a number of Tax Stands have mushroomed. They are using the water and electricity supply of the colonies free of cost. How these are prospering one does not know?. May be with the connivance of the allottees, administration and the police these types of diseases also need to be eradicated.

CM's objection ignored


LG has forced some one as officiating Chief Secretary of Delhi despite objection of the chief minister. Can it or does it happen in other UTs also or only in Delhi? The question is that a CM does not like a chief secretary for whatever reason what would happen to the governance of that UT when CS and CM are on different wave lengths? What is the constitutional provision? After all there is an elected govt. in the office. It is not the Governors rule there that governor calls shot in every matter.

(i) The differences between CM and LG Delhi are healthy for future of Delhi. The rise of BJP in Delhi was largely due to its full statehood and pro people image during 1980 to 1998. It started losing turf in delhi 1999 onwards as it started to retract on its promise of full statehood as Congress came to power in Delhi while NDA was in centre. The governance in Delhi is left to mercy of babus in DDA/ LDO/NDMC/MHA/DElhi Police with elected representatives having no say in crucial areas. A person of the stature of Mrs Dixit despite of proximity to UPA 1 and 2 had a tough time delivering in Delhi. BJP is playing same games as it did in 1998 to 2002 and getting away from the people's faith and belief which was established with great effort by Shri Modi ji. With population touching 20 million in Delhi, it's impossible for MHA and MoUD to work closely with people and they can only depend on officials which do not have any linkage with the masses. Its time to start moving for a full statehood in Delhi, explore some models before its too late for everyone to connect with the mandate of Delhi.

Information regarding a VSAT tender

Appellant sought detailed work information, i.e., design, supply, installation, testing and commissioning of 25 remote quick deployable suitcase type portable VSATs along with Accident site communication system on ARTs for Disaster Management in respect of a particular Indian Railways Tender. The PIO informed that portable VSAT equipment along with accident site communication equipment comes in the category of critical/security equipment used for strategic purposes of Disaster Management in Indian Railway. Since the equipments are also interlinked with material related to Ministry of Defence, the information cannot be disclosed to third party u/s 8(1)(a). The CIC directed the respondent to enable the appellant to inspect the relevant file within 30 days of this order.

Comments

It is surprising to see that the PIO had not invoked section 8(1)(d) relating to commercial confidence either of the Railways or the supplier.
