Interesting abbreviations in GoI
Abbreviations are integral part in a government set up. Bureaucracy
has developed these abbreviations to avoid taking full name of senior
officials every time. But in Union government, some abbreviations are
very funny. Here MR is for Railway Minister not for Medical Representative,
Home Minister is called HM. Since Finance Minister is FM therefore Foreign
Affairs Minister's Abbreviation is EAM means external affairs minister.
Ministry is also called external affairs not foreign affairs. Except
one, all ministries' abbreviations are in English. Defence Ministry
has a peculiar thing. Its abbreviation is MOD but Minister is called
RM means Raksha Mantri. MOD is the only ministry where ministers' abbreviations
are in Hindi. MOS is RRM. Defence Secretary is called DS. Deputy Secretary
is also called DS. Big confusion.

Nripendra Mishra's appointment paves way
for Rahul Khullar !
Have the rules
relaxed - for the appointment of Nripendra Mishra as PS to Prime Minister
Narendra Modi - paved the way for brighter prospects for Rahul Khullar,
an IAS officer of 1975 batch, retiring as Chairman of TRAI in May 2015.
Over a month, after former TRAI Chairman Mishra was appointed as PS
to Modi, the government brought Telecom Regulatory Authority of India
(Amendment) Bill to replace an ordinance to change a clause in the TRAI
Act which prohibited its Chairman and Members from taking up any other
job in central or state governments after demitting office.
New Defence Secretary
within 10 days?
There are strong indications that government is likely to make announcement
about new Defence Secretary within few days. If sources are to be believed,
name of the new incumbent would be decided within a week. At present
3-4 names are in circulation for the coveted post. The present Defence
Secretay, RK Mathur is scheduled to retire on May 31.
GC Agrawal to be GM, Western Railway?
GC Agrawal is being tipped as the new General Manager of Western Railway.
He is from the Mechanical Services. Presently he is posted in the Railway
Board.
Vice Admiral Verma denied COP post. Is it true?
Is it true that Vice Admiral Bimal Verma who is also the brother of
former Naval Chief Nirmal Verma was denied position of Chief of Personnel
(COP), a PSO post said to be critical to be the Naval Chief in 2019.

An inter-cadre transfer proposal of Ms Riju Bafna from Chhattisgarh
cadre to Madhya Pradesh cadre has again been rejected by the Department
of Personnel and Training (DoPT) as her parent cadre did not agree for
change of cadre. She is a 2014 batch IAS officer of Chhattisgarh cadre.

The buzz is that Tamil Nadu DGP Ashok Kumar is being changed.

SN Bhattacharyya, Director (Operations), HPC, has been selected for
the post of Chairman and Managing Director, Hindustan Paper Corporation
Limited (HPCL) at a Public Enterprises Selection Board (PESB) meeting

Large scale transfers of IAS & IPS in UP on the cards ?
Buzz from Lucknow is that UP govt is going to reshuffle administrative
machinery on a large scale. It is said that more than two dozen IAS
and equal number of IPS officers will be affected. DMs & SPs of
25-30 districts are likely to be changed.
Cadre review of IAS complete in many states
Its official now that except J&K , cadre review of IAS is complete
in other states. J&K govt will submit all requisite documents within
next two weeks. After that it will also be completed.

IPS officers demand pay parity with IAS officers
Officers Associations of Indian Police Service (IPS) aired their grievances
before 7th Pay Commission demanding pay parity with IAS officers with
Joint Secretary level posts as well as adequate representation in the
Government of India. Positions of Joint Director level in Central Bureau
of Investigation (CBI) as they are engaged with economic offences. Besides,
they also alleged that pay parity with IAS and IFS was ignored by successive
Pay Commissions. There is also hardly any Joint Secretary or Secretary
level officers in the bureaucracy from IPS.
Delay in empanelment of AIS officers at JS
level
Association of All India Services officers aired their grievances before
the 7th Pay Commission demanding common yardstick for the empanelment
at Joint Secretary level posts in Government of India. Officers of other
All India Services are deprived of working Joint Secretary, due to delay
in empanelment.
Lt Gen RR Nimbhorkar joins as Colonel of Punjab Regiment
Lieutenant General RR Nimbhorkar has taken over charge as Colonel of
Punjab Regiment, the oldest Regiment of the Indian Army.

CGHS dispensaries
CGHS dispensaries and doctors mostly do not have a helping attitude.
They take shelter behind government circulars. Firstly, the purchase
of sub-standard generic medicines should be stopped. Secondly, if due
to advancing age, senior citizens are recommended to take calcium, multi-vitamins,
pro biotics regularly, they should be given these if there is a prescription
from a doctor. The rules relating to referral hospitals are also very
archaic and should be liberalised. In the evening of his life, the senior
citizen should be allowed to take treatment from the hospital or doctor
in whom he has faith. Similarly, pathological tests should be allowed
to be taken in the best labs and not in third rated ones approved by
CGHS. What is most required is a change of attitude in the doctors.

Plan to widen tax base
There is a plan to widen tax base targeting Tier-II cities but without
any roadmap or scheme how to go about? This is just asking field officers
to target low income group. There is no plan or CBDT is unable to come
out with a innovative plan to widen tax base of those people whose taxable
income is more than 1 crore or 50 lakhs. IT department always start
the exercise from lowest taxable income group. Though there is pressure
to increase tax base due to fall in collection from direct tax category.
CBDT is not able to make data base of the people whose taxable income
is more than 50 lakhs. It should not be based on returns based. There
should be intelligence gathering for preparation of such data base.
IRS officers are doing routine things like clerks. Now ITR filing is
on line and it can simply be finalised by CPC without involving local
field units unless it is required. Let IRS officers be more utilised
for some creative work to figure out the numbers of people having taxable
income more than 50 lakhs and more than 1 crore whether salaried or
self employed/business professionals. This exercise may be completed
in time bound manner without harassing small
tax payers who are soft target of IT officials.

PPS posting
Class I Officers of the rank of PPS/SPPS/PSO in Ministry of External
Affairs are saving precious foreign exchange of Government by performing
multifarious tasks, encompassing the wide range of Administration, Consular,
Protocol, Commercial, Political, Press/Information/Culture etc., apart
from Secretarial work. Thus, Minimum Government and Maximum Governance
envisioned by Modi Government is implemented in letter and spirit. Such
a wide ranging reach in work profile of Officers of Stenographers Cadre
has made the life of middle level officers of Clerical Cadre insecure,
as, barring a few, mostly this lot is interested only in enjoying the
spoils of foreign posting without bringing any value to the system.
Further, lately, the divisive activities of clerical cadre of IFS (B),
undercutting the Administration in MEA, has the invited the ire of many
in the system.

Response to Posting of PPS
Ms Prabha Dutta has a great sense of humour: "Clerical Cadre
the entry level is LDC...and stenos are selected through Civil Service
Exam? All know stenos can join after class X as they require only hand
skills where as administrative officers need at least a degree to enter
service. Stenos are an irrational lot- first they want three direct
postings and on promotions want to merge with the so called clerical
staff! When they join don't they know that typing and shorthand is going
to be their bread and butter so why run away from it! Irony is that
in missions abroad where a steno can do the job we have Sr PPSs to do
it at least doubling the expenditure in terms of allowances, accommodations,
RG etc. so they are saving precious foreign currency- joke of the year
if not century))

Posting of PPS
Ministry of External Affairs is ignoring all established norms.
There are no sanctioned posts of PPS, Sr. PPS and PSO in Missions. Only
Steno D, PA and PS can be posted abroad. Still there are 171 stenographers
of above ranks, majority of whom are posted in Indian Missions. This
is clearly a wastage of government money. They are doing the work which
can be done by a stenographer [UDC rank]. They are also given Representational
Grant which is given to IFS[A] and IFS[B] officers to discharge their
diplomatic functions effectively. Why Representation Grant is required
for a steno??? This is not only irregular but attract audit objections.
IFS[B] is being given step-motherly treatment by IFS[A] also. There
is statutory rule that IFS[B] officers will be given 3-years ante-dated
batch and the rule is in practice since the inception of IFS Rules and
also in other services viz. IAS, IPS, IRS everywhere promotes are inducted
in their services. It is not understood why a handful of MEA officers
are objecting to this rule. Similarly in all over the Government of
India qualifying service for the post of US is six years but MEA is
taking eight years service as qualifying service. There are hundreds
of vacancies available at US rank but MEA is waiting for 8 years' service
for promotion to US. This is actually maximum government and minimum
governance.

Those 5,764 families who came from West Pakistan in 1947 but their
children who were born in J&K itself should not be considered refugees.
They should be treated as citizens of India as well as of J&K state
subjects as some are of 40 years of age.

There is no Supreme Court stay on filling the vacancy of Addl Director,
where the matter is sub judice. It will be inappropriate to keep the
vacancy unfilled. Recall, Archana Ramasundaram's appointment in CBI
during UPA-II era of corruption, that led to an unseemly confrontation
between CVC and the PMO. Her attempt at joining the CBI without getting
relieved by the TN govt,led to her suspension.Her proximity to former
ruling dispensation was well known. This is to keep the records straight.

Welcome idea
It is heartening to know from the readers' views that one officer
SB has shown interest in working for the betterment of country with
honesty, integrity and commitment.
Unfortunately, the PM does not have any email contact. One alternative
could be to send details to Nripendra Mishra, his Principal Secretary
by courier marked strictly confidential. One could as well address to
PM personally but may be his mail will be received and opened by lower
level officers. In the initial letter, private email address only may
be given and only broad details of present job, years of experience,
and may be the cadre. Please also tell why you are interested in approaching
the PM personally to serve the country better. Sorry can't give more
practical ideas.

Information regarding a VSAT tender
Appellant sought detailed work information, i.e., design, supply,
installation, testing and commissioning of 25 remote quick deployable
suitcase type portable VSATs along with Accident site communication
system on ARTs for Disaster Management in respect of a particular
Indian Railways Tender. The PIO informed that portable VSAT equipment
along with accident site communication equipment comes in the
category of critical/security equipment used for strategic purposes
of Disaster Management in Indian Railway. Since the equipments
are also interlinked with material related to Ministry of Defence,
the information cannot be disclosed to third party u/s 8(1)(a).
The CIC directed the respondent to enable the appellant to inspect
the relevant file within 30 days of this order.
Comments
It is surprising to see that the PIO had not invoked section 8(1)(d)
relating to commercial confidence either of the Railways or the
supplier.
