Despite being ignored by Kejariwal, Srivastava gets bad treatment
Sanjay Srivastava who was to be rewarded by the Modi Government was
given an insignificant post of Secretary Official Languages. Successful
Chief Secretary in Goa Srivastava had joined the Government of India
as Additional Secretary in an important Ministry. Arvind Kejriwal soon
after becoming Chief Minister asked for his services as Chief Secretary.
A reluctant Srivastava remained CS for 45 days during first tenure of
Kejriwal. When Kejriwal resigned, Srivastava was shunted to an insignificant
post in the Delhi Government. It was expected that Kejriwal would make
him Chief Secretary after returning to power. But to everybody's surprise,
K K Sharma, who is three years junior to Srivastava was made the Chief
Secretary. Reason is simple- Srivastava had refused to toe the line
of Kejriwal during his first tenure.
Mrs Sunaina Tomar is also Member Secretary, Central Silk Board
Mrs Sunaina Tomar, Joint Secretary, Textiles, has been assigned an additional
charge of Member Secretary, Central Silk Board. She is a 1989 batch
IAS officer of Gujarat cadre.

HAL completes noise measurement flight trials
(UPDATED)
As part of a process to acquire certification from the European Space
Agency (ESA) for Advance Light Helicopter-Dhruv, HAL carried out noise
measurement flight trials at Mysuru airport recently in compliance with
the International Civil Aviation Organisation (ICAO). "The EASA
representatives witnessed the entire flight test and preliminary analysis
of the recorded noise data, weather parameters and the aircraft parameters
shows that the noise levels are within the acceptable limits specified
by ICAO for ALH", said T Suvarna Raju, CMD, HAL. The trials involved
advance acoustic programming and compensation of atmospheric variables
against measured noise levels. A Spanish company Anotec Consulting was
contracted to provide hardware, software and technical support for the
programme. The objective of this process is to measure the external
aircraft noise levels in three flight conditions: take-off, approach
and flyover. The noise measurement test programme starts with the identification
of low acoustic profile test site and meeting the geometrical size of
runway and cross runway distances. Earlier, a survey was conducted by
HAL in coordination with EASA and the Spanish firm for assessment of
test sites at Kolar, Hosur and Mysuru. The EASA finally approved Mysuru
airfield as the test site suitable for noise measurement which met the
ICAO requirements. During noise measurement flight testing, eight flights
constituting of 96 noise runs were carried out as part of practice and
certification runs. Validity of the runs was considered based on satisfactory
weather and flight parameters during the run.

Empanellments
The 1992 batch of the Indian Economic Service is getting empanelled
as Joint Secretaries to Government of India, 1990 batch of Indian Forest
Service is not yet empanelled. The IRS is far behind, 1988 batch is
getting empanelled. Is this a move by the IAS to discourage brother
officers in the IRS recruited through the same examination (with 50%
IRS officers having higher ranks than 50% officers in the IAS, post
1995 batch)? Remember, neither the Indian Economic Service nor the Indian
Forest Service are recruited through the Civil Services Examination.

Preconception on transfer orders
We are some of the senior level officers of Airport Authority of
India (AAI). We want to bring to notice of the Chairman, AAI through
this website that transfer orders issued in respect of the various officers
by the competent authority, are not being complied with properly. There
are many junior level officers of our office who are posted in main
ministry and its subordinate offices since their joining in AAI. They
have not been transferred even a single time so far. Is it because they
are posted with senior level officers in the Ministry? Why this preconception?
Why pick-and-choose policy is being adopted by AAI. After all, we all
are of the same office. Hope Chairman, AAI will think over this and
do the justice once and for all.

How successful Swachcha Bharat Campaign ?
Literacy has nothing to do with cleanliness Mr. Kalyan. We Indians
by habit do not believe in keeping public places clean. We throw litter
on the roads, parks and wherever we like. It is too much to expect people
to walk up to the dustbins to dispose their waste. You should see a
park (I watch it every day and argue with people in Lodi Garden) specially
on a holiday. People are picnicking and the lawns get littered with
empty water bottles, icecream wrappers, chips packets etc. There has
been hardly any impact of Swachh Bharat Abhiyan started by our Prime
Minister on October 2 last year except in some Government offices. It
can succeed only if some deterrent measures like fine or even jail are
used. Actually in India we need a special safai force.

Pensioners' woes
As pensioners we are facing lot of problems. First report to dispensary
and after one hour your turn comes to meet the doctor. If you want to
consult the penal doctor get the recommendation of the CM after consultation
again report the dispensary for approval for treatment. By that time,
dispenser snort is closed. It is very horrible. The Health Minister
should take note of the problem of pensioners.

Plan to widen tax base
There is a plan to widen tax base targeting Tier-II cities but without
any roadmap or scheme how to go about? This is just asking field officers
to target low income group. There is no plan or CBDT is unable to come
out with a innovative plan to widen tax base of those people whose taxable
income is more than 1 crore or 50 lakhs. IT department always start
the exercise from lowest taxable income group. Though there is pressure
to increase tax base due to fall in collection from direct tax category.
CBDT is not able to make data base of the people whose taxable income
is more than 50 lakhs. It should not be based on returns based. There
should be intelligence gathering for preparation of such data base.
IRS officers are doing routine things like clerks. Now ITR filing is
on line and it can simply be finalised by CPC without involving local
field units unless it is required. Let IRS officers be more utilised
for some creative work to figure out the numbers of people having taxable
income more than 50 lakhs and more than 1 crore whether salaried or
self employed/business professionals. This exercise may be completed
in time bound manner without harassing small
tax payers who are soft target of IT officials.

Class I Officers of the rank of PPS/SPPS/PSO in Ministry of External
Affairs are saving precious foreign exchange of Government by performing
multifarious tasks, encompassing the wide range of Administration, Consular,
Protocol, Commercial, Political, Press/Information/Culture etc., apart
from Secretarial work. Thus, Minimum Government and Maximum Governance
envisioned by Modi Government is implemented in letter and spirit. Such
a wide ranging reach in work profile of Officers of Stenographers Cadre
has made the life of middle level officers of Clerical Cadre insecure,
as, barring a few, mostly this lot is interested only in enjoying the
spoils of foreign posting without bringing any value to the system.
Further, lately, the divisive activities of clerical cadre of IFS (B),
undercutting the Administration in MEA, has the invited the ire of many
in the system.

of lacklustre officers without career track records to vital ministries.

Simplification of ITR forms
ITR forms are likely to be simplified as promised by Finance Minister.
The details which government is looking like foreign travels and all
bank details can be obtained from people having business income more
than 25 lakhs as their account is auditable as per 44AB. The same limit
can be taken for others also ex- salaried and other categories so no
new invention is needed in this respect. These details are not needed
from people having taxable income less than 25 lakhs. Let CBDT to work
in more scientific way to widen tax base. There should be quality not
quantity claiming than more than 4 crores are filing returns but not
much tax get collected. There will more expenditure than collection
and wastage of time and man power. There will be un-necessary harassment
of small tax payers by income tax department as these will not be tax
friendly.

System requires efficient top brass
The Indian bureaucracy is running short of committed, honest and
transparent officers. The system requires efficient top brass with ability
to get the job done, leave alone innovative and aggressive. Similarly,
its all about effective programme delivery through commitment and integrity.
When the CEO is a go- getter, the subordinates would eventually follow
suit.

Posting of PPS
Ministry of External Affairs is ignoring all established norms.
There is no sanctioned posts of PPS, Sr. PPS and PSO in Missions. Only
Steno D, PA and PS can be posted abroad. Still there are 171 stenographers
of above ranks, majority of whom are posted on Indian Missions. This
is clearly wastage of government money. They are doing the work which
can be done by a stenographer [UDC rank]. On the top of that they are
also given representational grant which is given to IFS[A] and IFS[B]
officers to discharge their diplomatic functions effectively. Why Representation
Grant is required for a steno? This is not only irregular, but attract
audit objections. IFS[B] is being given step-motherly treatment by IFS[A]
also. There is statutory rule that IFS[B] officers will be given 3-years
ante-dated batch and the rule is in practice since the inception of
IFS Rules and also in other services viz. IAS, IPS, IRS everywhere promotes
are inducted in their services. It is not understood why a handful of
MEA officers are objecting to this rule. Similarly in all over the Government
of India qualifying service for the post of US is six years but MEA
is taking eight years service as qualifying service. There are hundreds
of vacancies available at US rank but MEA is waiting for eight years'
service for promotion to US. This is actually maximum government and
minimum governance.

Joshi couple case denotes prevailing casualty of system
Two IAS officers, Tinoo Joshi and Arvind Joshi, were dismissed from
service only a few months before their retirement in 2014, four years
after an income-tax search on their house led to the detection of disproportionate
assets worth Rs 350 crore and recovery of Rs Three crores in cash. This
month, one of them--- Tinoo Joshi --- surrendered before a court in
Bhopal after evading arrest for over four months. The husband is reportedly
absconding. Both figure in a disproportionate assets case.
One of them had served as a Joint Secretary in Ministry of Defence while
the other served as the Secretary General of Federation of Indian Export
Organisation (FIEO). In the late 1980s and early 1990s, the Joshi couple
held some important posts in the Centre. While Tinoo Joshi served in
PMO, Arvind Joshi served in Ministry of Railways and in the Ministry
of Coal.
The case throws up a number of important issues relating to the state
of affairs in bureaucracy. The couple surely could not have accumulated
overnight the amount of wealth as it reportedly did. That it took the
Income Tax Department and not the Administrative Department and not
even the state Vigilance or the CBI to keep the couple under scanner
speaks of the prevailing casualty of the system over the activities
of the officers. Central postings, even in key assignments, seem to
have been made without desirable check on the antecedents of the officials.
One of them even had a stint in the Ministry of Defence and the other
in the PMO.
It cannot be said that the case of the couple was an exception or theirs
was the rarest of rare cases. There is a widespread feeling that with
wealth, officials are moving up in status and respect and the ones with
integrity are acquiring a bechaaradisposition. Increasing public perception
is that the bechaaras are edged out in selection for crucial assignments.

Information regarding a VSAT tender
Appellant sought detailed work information, i.e., design, supply,
installation, testing and commissioning of 25 remote quick deployable
suitcase type portable VSATs along with Accident site communication
system on ARTs for Disaster Management in respect of a particular
Indian Railways Tender. The PIO informed that portable VSAT equipment
along with accident site communication equipment comes in the
category of critical/security equipment used for strategic purposes
of Disaster Management in Indian Railway. Since the equipments
are also interlinked with material related to Ministry of Defence,
the information cannot be disclosed to third party u/s 8(1)(a).
The CIC directed the respondent to enable the appellant to inspect
the relevant file within 30 days of this order.
Comments
It is surprising to see that the PIO had not invoked section 8(1)(d)
relating to commercial confidence either of the Railways or the
supplier.
