Union govt issues notification, backs LG in admn matters
MHA has this morning issued a notification that
supports action of Lieutenant Governor of Delhi and clarifies that he
doesn't needs to consult Delhi Cabinet in decisions. The notification
says that the LG of the NCR Delhi shall in respect of matters of public
order, Police, Land and Services, exercise the powers to the extent
delegated to him from time to time by the President and discharge the
functions of the Central government.

There is a rumour that an engineer from private sector is being appointed
DG, Bureau of Indian Standards (BIS). Present DG, MJ Joseph has been
appointed CGA in Government of India. The post was earlier held by IAS

SCI finally steadies ship and registers profit
after three years (UPDATED)
The Shipping Corporation of India Ltd (SCI), India's largest shipping
company and a Government of India Public Sector Undertaking, has reported
a quarterly profit of Rs. 101.49 crores for Q4 FY 2014-15 as against
Rs 13.24 crores reported during the same quarter last year. This is
the fifth consecutive quarter of reporting profits. After having reported
losses for last three financial years, SCI has turned around and reported
a net profit of Rs. 200.93 crores for the year ended 31st March 2015,
as against a net loss of Rs. 274.66 crores in the previous year. While
the net income from operations has almost remained flat, the appreciable
decrease in various expenses, impact of judicious cancellation of new
ship building orders and sale of old vessels have also contributed to
the positive results. The overall financial health of the company has
improved with enhanced net-worth and reduced borrowings. All the three
business segments of SCI have reported profits before interest in the
last quarter and also on annual basis. The losses due to unprecedented
downturn in the dry bulk markets have been partially offset by the rally
in the tanker market since early 2015. SCI prides in having a diversified
fleet of 69 vessels of 5.89 mn dwt with an average age below 9 years.
SCI has been able to maintain her tonnage over the year and is aspiring
to cross the 6 million DWT mile stone in near future.

Post of Commissioner, Security BCAS vacant
I would like to bring it to your kind notice that the post of Commissioner
of Security, Bureau of Civil Aviation Security (BCAS), under Ministry
of Civil Aviation, has been lying vacant since October 2012. This is
a key post in GOI. This is an HAG+ level post and presently an officer
who is SAG level officer (drawing GP 10000/-) has been looking after
this post. This is totally unfair. Since this post has been lying vacant
for almost 2 1/2 years, Government should either abolish this post or
appoint full time regular Commissioner BCAS as soon as possible.

OROP promise forgotten
Babus of d/o defence, office of CGDA and d/o expenditure, who are delaying
the one rank one pension orders and are doing all kinds of research
work on files, should be conscripted for five years from military service
and posted in Pakistan or China border. It is unfortunate that civilians
and politicians remember armed forces, only when there is any military
aggression. After that, it is only delaying tactics and insult by civilians.
Even after one year, OROP promise made by Modiji has not been kept.

Plan to widen tax base
There is a plan to widen tax base targeting Tier-II cities but without
any roadmap or scheme how to go about? This is just asking field officers
to target low income group. There is no plan or CBDT is unable to come
out with a innovative plan to widen tax base of those people whose taxable
income is more than Rs one crore or Rs 50 lakhs. IT department always
start the exercise from lowest taxable income group. Though there is
pressure to increase tax base due to fall in collection from direct
tax category. CBDT is not able to make data base of the people whose
taxable income is more than Rs 50 lakhs. It should not be based on returns
based. There should be intelligence gathering for preparation of such
data base. IRS officers are doing routine things like clerks. Now ITR
filing is on line and it can simply be finalised by CPC without involving
local field units unless it is required. Let IRS officers be more utilised
for some creative work to figure out the numbers of people having taxable
income more than Rs 50 lakhs and more than Rs one crore whether salaried
or self employed/business professionals. This exercise may be completed
in time bound manner without harassing small
tax payers who are soft target of IT officials.

In response to the two matriculate Stenographers' posts [Prabha Dutta
and B. Sundaram] and their wild and patently false assertions:
1. There is NO clerical service or clerical cadre in the Ministry of
External Affairs [MEA]. MEA has induction at four levels among its ministerial
staff - clerks at Higher Secondary level, Assistant at graduate level
and IFS also at graduate level. The clerks' posts have been reduced
to such a miniscule number that they form a very small part of the MEA
hierarchy.
2. On the other hand, there is a Stenographers' Sub-Cadre in MEA which
starts at clerical level - the lowest being a Grade D Steno equal to
an Upper division Clerk. And, please note that the entry level qualification
for them is matriculation [it has been revised to Higher Secondary only
in the past couple of years].

This is with regard to functioning of I-T dept. The less said about
this department the better. They never bother about the tax payers,
they are rude arrogant and corrupt. Their board is a dumb rock, their
Members in CBDT are always vying for post retirement jobs. Better abolish
CBDT and let it be run by FM directly.

Whispers (Mehrotra) is wrong !
You (Mehrotra) are wrong in assessing and being judgemental that IAS
is supreme and
labelling the victory of Jung against Kejriwal, 1992 IRS. Firstly, neither
Jung nor Kejriwal are members of any service today. Secondly, Kejriwal
has proven his political acumen not just once but twice by securing
28/70 and 67/70 seats respectively. For a politician, the battleground
is elections and not anywhere else. Modi proved all his critics wrong
by recording a historical mandate despite all out efforts by UPA. The
metal and technology, politicians are made up of is far more superior
than the material with which civil servants including IAS are made up
of. That is why many people even after retirement would do anything
to remain a lieutenant of the powers that are there. In the current
fiasco, Kejriwal has nothing to lose, he has fully exposed Jung especially
his previous employment with Reliance and the veracity of his actions.
Clearly, Kejriwal is an astute follower of Modi and has picked up every
lesson from the vast experience of Modi and implemented the same in
driving home a clear agenda, full statehood for Delhi.

Full statehood to Delhi
Delhi being the capital, it should not be given full statehood as demanded
by political persons. If Delhi was a full state with Kejriwal as CM,
then god alone can save the people of Delhi. He would take away powers
from Police, state govt. officials and allow traders, auto and taxi
drivers etc. to fleece people. In the interest of the country, Central
Government should not grant full statehood to Delhi. To avoid multiplicity
of agencies in Delhi MCD can be abolished and its functions be transferred
to Delhi government.

As far as appointment of CS in Delhi is concerned, the LG has no role
in his/her appointment. Kejriwal is the elected CM of Delhi, therefore
governance should be left to him. BJP should not play politics in this.

DGHS should think out of box
Daily in this forum we see a large number of columns on CGHS functioning
especially from retired employees. It seems from DGHS to Minister level,
no one exists in this country, otherwise there would have been some
improvement or assurance. I particularly mention the case of Lodhi Road
Dispensary in Block 6, 60% of the staff, including the CMO, do not turn
up till 8 am. One can't get medicines as dispenser is not available.
This is the state of affairs in the heart of Delhi just 4 kms away from
Nirman Bhavan. Why can't DGHS think out of box and have an electronic
complaint book available in each dispensary to know the state of affairs?
Why can't these dispensers attend without this number simply by putting
the card no on computer? Govt should save on the person dispensing the
number and utilise their services elsewhere. Senior citizens have to
stand in queues to get a number. You can simply improve the system by
installing number dispensing machines as Lal Path lab has. DGHS, you
are responsible for streamlining the system why should your Minister
be abused daily because of your incompetence? Pl have some mercy on
patients and if DGHS is incompetent than Minister should take some corrective
measures to remove the incompetent DGHS and streamline the system.

Hollow version
S Yadav's version is devoid of truth and hence hollow. Whether it is
lack of any posts of level of PPS and above, Representational Grant
or Induction into IFS, he has hidden more than what he has revealed.
On induction into IFS, firstly inductees into IAS/IPS are direct Class
II level Officers only unlike in MEA where even USs who have joined
service as LDC are inducted into IFS. Secondly, excessive induction
of clerks into IFS is taking place as the share that hitherto belonged
to Stenographers Cadre from 1972 to 2008 is being unjustly usurped by
the clerical cadre of IFS (B). So the statutory rule is presently followed
only in letter and not in its intended/true spirit. With unreasonably
fast paced, time scale promotions, no wonder today many clerks are dreaming
of adorning the high office of H.E. at least once in their career !
Further, Representational Grant (RG) is an expenditure incurred by a
Representational Grade Officer that is of representational nature and
reimbursed after enough scrutiny by the competent authority in a Mission/Post
abroad. Just as an LDC turned Under Secretary is no longer a clerk,
a Steno turned PPS is no longer a steno but a Class I Officer. So the
question of grant of RG to steno is an oxymoron. As for contentions
on the utility, answer lies in the simple truth that while a steno can
do the job of a clerk, other way round is not true.

Information regarding a VSAT tender
Appellant sought detailed work information, i.e., design, supply,
installation, testing and commissioning of 25 remote quick deployable
suitcase type portable VSATs along with Accident site communication
system on ARTs for Disaster Management in respect of a particular
Indian Railways Tender. The PIO informed that portable VSAT equipment
along with accident site communication equipment comes in the
category of critical/security equipment used for strategic purposes
of Disaster Management in Indian Railway. Since the equipments
are also interlinked with material related to Ministry of Defence,
the information cannot be disclosed to third party u/s 8(1)(a).
The CIC directed the respondent to enable the appellant to inspect
the relevant file within 30 days of this order.
Comments
It is surprising to see that the PIO had not invoked section 8(1)(d)
relating to commercial confidence either of the Railways or the
supplier.
