CSE pattern to be revisited

The Public Enterprises Selection Board (PESB) has failed to find a suitable
candidate for the post of Director (Marketing), State Trading Corporation
of India Limited (STC) after interviewing as many as six persons at
its selection meeting held on May 22, 2015. The Board has now decided
to see more candidates for the same.

Mrs Shikha Goel has been promoted from DIG rank to IG rank in Central
Industrial Security Force (CISF). She is a 1994 batch IPS Officer of

IFS officers seek pay parity with IAS officers
Indian Forest Service (IFS) Officers Association has demanded the 7th
Pay Commission pay parity with IAS officers with Joint Secretary level
posts as well as adequate representation in the Government of India.

Collector after completion of their training. Accordingly, Aditya Singh

ArcelorMittal and SAIL sign MoU on automotive
steel joint venture in India
ArcelorMittal, the world's leading steel and mining company, and the
Steel Authority of India Limited ('SAIL'), India's leading steel company,
today, signed a Memorandum of Understanding ('MoU') to set up an automotive
steel manufacturing facility under a Joint Venture ('JV') arrangement
in India. The MoU was signed in London today by Lakshmi Mittal, Chairman
and CEO of ArcelorMittal, and C S Verma, Chairman of SAIL. Rakesh Singh,
Secretary to the Government of India, Ministry of Steel and Aditya Mittal,
ArcelorMittal CFO and CEO ArcelorMittal Europe, were also present. The
MoU is the first step of a process to establish a JV between the two
companies. The proposed JV will construct a state-of-the-art cold rolling
mill and other downstream finishing facilities in India that will offer
technologically advanced steel products to India's rapidly growing automotive
sector. India is forecast to become the world's fourth largest automobile
manufacturing nation by 2020, growing from approximately 3.5 million
units today to over 7 million units1. In response to the level of demand,
and supported by the Indian Government's 'Make In India' programme,
which has been designed to transform India into a global manufacturing
hub, automotive manufacturers have been establishing an increased presence
in the country. Commenting on the announcement, Rakesh Singh, Steel
Secretary to the Government of India, said: "Increasing the availability
of indigenously produced automotive steel would reduce India's reliance
on imports and provide the Indian steel industry and the automotive
industry with a sustainable competitive advantage. India is expected
to grow as a hub for automobile export manufacturing facilities to cater
to the international market. This proposed collaboration between ArcelorMittal
and SAIL is a positive and welcome step towards fulfilling the objectives
of the 'Make in India' campaign launched by Prime Minister, Narendra
Modi." Mittal, Chairman and CEO, ArcelorMittal, said: "We
have been in discussions with SAIL for some time and today's signing
signals our intention to further advance our collaboration. Bringing
together our leading automotive technological capabilities with SAIL's
production scale in India, in a similar manner to ArcelorMittal's partnership
with Hunan Valin on our VAMA joint venture in China, is an exciting
and powerful combination. The automotive sector is a highly strategic
and important market for ArcelorMittal; establishing an automotive focussed
production presence in India, one of the world's fastest growing automotive
markets, is a natural progression in executing our global automotive
strategy." C S Verma, Chairman, SAIL, added: "SAIL is on the
verge of completing a comprehensive modernisation and expansion program
to increase its hot metal capacity from 14 million tons per annum (MTPA)
to 23.5 MTPA, with a quantum jump in production of value added steels.
Minor reshuffle of IPS officers in West Bengal
As many as five officers belonging to Indian Police Service (IPS) have
been transferred and posted at different places in West Bengal. Accordingly,
Devendra Prakash Singh has been appointed as SP, Hooghly while Vineet
Goyal will now be IG, CID and Ajay Nand is Asansol police commissioner.
Besides, Anand Kumar has been appointed as DIG, Burdwan.
Rly Board's foreign tour postponed
The proposed foreign tour of the railway board, including Chairman,to
two countries China & Japan have been postponed.

Rajendra Kumar, Chief Commissioner of Income Tax, has been granted Non-Functional
Upgradation (NFU) in the Higher Administrative Grade (HAG) with effect
from August 2012.

SCI finally steadies ship and registers profit
after three years
The Shipping Corporation of India Ltd (SCI), India's largest shipping
company and a Government of India Public Sector Undertaking, has reported
a quarterly profit of Rs. 101.49 crores for Q4 FY 2014-15 as against
Rs 13.24 crores reported during the same quarter last year. This is
the fifth consecutive quarter of reporting profits. After having reported
losses for last three financial years, SCI has turned around and reported
a net profit of Rs. 200.93 crores for the year ended 31st March 2015,
as against a net loss of Rs. 274.66 crores in the previous year. While
the net income from operations has almost remained flat, the appreciable
decrease in various expenses, impact of judicious cancellation of new
ship building orders and sale of old vessels have also contributed to
the positive results. The overall financial health of the company has
improved with enhanced net-worth and reduced borrowings. All the three
business segments of SCI have reported profits before interest in the
last quarter and also on annual basis. The losses due to unprecedented
downturn in the dry bulk markets have been partially offset by the rally
in the tanker market since early 2015. SCI prides in having a diversified
fleet of 69 vessels of 5.89 mn dwt with an average age below 9 years.
SCI has been able to maintain her tonnage over the year and is aspiring
to cross the 6 million DWT mile stone in near future.

Foreign training to bureaucrats
It is seen that often batches of officers, even those who are due to
retire, are being sent to foreign universities for training. It is waste
of tax payers' money. What purpose is being served by this expenditure
? What is the contribution of such officers after the training or study?

The views on transfer of Stenos to Missions Abroad are very interesting!
Two people have copy pasted the same information without application
of mind ! Can any of them clarify if the entry level for General Cadre
(Clerical Cadre as referred by them) is LDC ... Are they sure that PPS
are selected through Civil Service Exam ? They also get promoted from
Steno ..... and their job profile does not change with the change of
designation or entering the higher scale of pay...! DoPT instructions
on the issue may be glanced through!

BIS is working under Ministry of Consumer Affairs, Food & Public
Distribution. Actually BIS should have been under Ministry of Science
& Technology.This organization was downgraded by appointing IAS
& the first was Nirmal Singh. Second and third post too has been
occupied by IAS, presently Ms Alka Panda is holding for last four years.

Information regarding a VSAT tender
Appellant sought detailed work information, i.e., design, supply,
installation, testing and commissioning of 25 remote quick deployable
suitcase type portable VSATs along with Accident site communication
system on ARTs for Disaster Management in respect of a particular
Indian Railways Tender. The PIO informed that portable VSAT equipment
along with accident site communication equipment comes in the
category of critical/security equipment used for strategic purposes
of Disaster Management in Indian Railway. Since the equipments
are also interlinked with material related to Ministry of Defence,
the information cannot be disclosed to third party u/s 8(1)(a).
The CIC directed the respondent to enable the appellant to inspect
the relevant file within 30 days of this order.
Comments
It is surprising to see that the PIO had not invoked section 8(1)(d)
relating to commercial confidence either of the Railways or the
supplier.
