Tax base
There is a plan to widen tax base targeting Tier-II cities but without
any roadmap or scheme how to go about? This is just asking field officers
to target low income group. There is no plan or CBDT is unable to come
out with a innovative plan to widen tax base of those people whose taxable
income is more than one crore or 50 lakhs. IT department always start
the exercise from lowest taxable income group. Though there is pressure
to increase tax base due to fall in collection from direct tax category.
CBDT is not able to make data base of the people whose taxable income
is more than 50 lakhs. It should not be based on returns based. There
should be intelligence gathering for preparation of such data base.
IRS officers are doing routine things like clerks. Now ITR filing is
on line and it can simply be finalised by CPC without involving local
field units unless it is required. Let IRS officers be more utilised
for some creative work to figure out the numbers of people having taxable
income more than 50 lakhs and more than 1 crore whether salaried or
self employed/business professionals. This exercise may be completed
in time bound manner without harassing small tax payers who are soft
target of IT officials.

Class I Officers of the rank of PPS/SPPS/PSO in Ministry of External
Affairs are saving precious foreign exchange of government by performing
multifarious tasks, encompassing the wide range of Administration, Consular,
Protocol, Commercial, Political, Press/Information/Culture etc., apart
from secretarial work. Thus, minimum government and maximum governance
envisioned by Modi government is implemented in letter and spirit. Such
a wide ranging reach in work profile of officers of Stenographers cadre
has made the life of middle level officers of clerical cadre insecure,
as, barring a few, mostly this lot is interested only in enjoying the
spoils of foreign posting without bringing any value to the system.
Further, lately, the divisive activities of clerical cadre of IFS (B),
undercutting the Administration in MEA, has the invited the ire of many
in the system.

Govt expenditure
The Supreme Court has taken a strict view on the government's spending
huge sums of govt. (or tax payers' money) on full page advertisements
in the print media bearing photographs of Chief Ministers, others. This
certainly has to be stopped as such advertisements are a clear and vulgar
attempt on the part of the govt. to "purchase" the press by
giving them full page advertisements doling out huge sums of money.
The publication of photos of ministers and other netas has absolutely
no justification. Why hero worship should be perpetuated at the cost
of the exchequer. The court has made exceptions in the case of the President
of India, the Prime Minister of India and the Chief Justice of India.
Government advertisements are released to give publicity to government
schemes which are supposedly for the good of the masses. As such carrying
photos of the Head of the State and Head of the govt. (i.e. the PM)
is justified but where does the Judiciary come in the picture. The Judiciary's
function is to dispense justice and during the course of this duty many
a times the government decisions and policies are challenged or taken
notice of suo moto also by the Court. The Judiciary, not being a party
to these decisions has to take a non partisan and judicial view of the
case and give its decision. The independence of the Judiciary is sacrosanct
and should not be compromised by publishing the photographs of the Chief
Justice of India. I think that the Court should review its order in
so far as it relates to the photos of the CJI. Instead the photos of
the Chief Minister of the State should be permitted in relation to the
State government sponsored and funded scheme, like Laadli Laxmi Yojna
of the Madhya Pradesh CM. Since that yojna is his brainchild, it would
be in the fitness of things that his photo should be allowed to be published
while giving a press release or ad regarding that scheme.

The attempt of media to treat a post as significant and the other as
insignificant is most uncalled for. Posting in DAR&PG was earlier
treated as insignificant. Look at the strides, which it has made only
because of one of the former lady Secretaries. If one has the initiative
and drive, then any post could be made significant. The need of the
hour is innovations.

Reason behind Delhi impasse
What is the real reason behind the Delhi impasse? Is it that Mr. Kejriwal
wishes to divert attention from issues of development in Delhi? Is it
that Mr. Kejriwal wishes to use the current imbroglio for launching
an agitation for changing the Constitutional scheme prevalent in Delhi?

3-year graded weightage given on induction without which the whole exercise

Information regarding a VSAT tender
Appellant sought detailed work information, i.e., design, supply,
installation, testing and commissioning of 25 remote quick deployable
suitcase type portable VSATs along with Accident site communication
system on ARTs for Disaster Management in respect of a particular
Indian Railways Tender. The PIO informed that portable VSAT equipment
along with accident site communication equipment comes in the
category of critical/security equipment used for strategic purposes
of Disaster Management in Indian Railway. Since the equipments
are also interlinked with material related to Ministry of Defence,
the information cannot be disclosed to third party u/s 8(1)(a).
The CIC directed the respondent to enable the appellant to inspect
the relevant file within 30 days of this order.
Comments
It is surprising to see that the PIO had not invoked section 8(1)(d)
relating to commercial confidence either of the Railways or the
supplier.
