If official sources are to be believed, about 8-10 officers are still

HAL-BAeS sign MoU for more collaboration (UPDATED)
HAL signed an MoU with BAe Systems UK recently for Hawk Mk132 Upgrade,
development of combat Hawk for Indian and export markets and maintenance
solutions for supporting Jaguar and Hawk fleet. Speaking on the occasion,
T Suvarna Raju, CMD, HAL expressed confidence on success of the proposed
collaboration between HAL and BAeS. "It is important that both
the teams finalise the scope of Hawk Mk132 Upgrades and other work packages
under the MoU agreement at the earliest", he said. M N Shrinath,
General Manager (Aircraft) signed the MoU on behalf of HAL, while Steve
Timms, Managing Director (Defence Information, Training and Services)
signed on behalf of BAeS. Chris Boardman, Managing Director (Military
Air & Information) headed the BAeS delegation. About Hawk Mk. 132:
The Hawk Mk. 132 is an Advanced Jet Trainer (AJT) with tandem dual seats
meant to provide basic, advanced flying and weapons training. The cockpit
provides excellent field of view and the aircraft is equipped with Inertial
Navigation/Global Positioning System, Head-Up Display and Hands-On Throttle
and Stick controls. The aircraft has the capabilities to be used as
a ground attack aircraft or for air defence. The Hawk AJT has excellent
flying characteristics with good stability, can be flown at night and
can perform wide range of aerobatic manoeuvres.

Orders for an increase in 6 percent Dearness Allowance (DA) to the employees

Proper workforce must for cleanliness campaign
Apropos the article by Ms. Arti Khosla that Swacch Bharat is on papers
and in few government offices is true. But the main reason behind this
is lack of proper workforce and proper remuneration. Government has
outsourced the job of cleaning and manpower engaged for the purpose
which is very less compared to the volume of work involved. We have
introduced contractor system in all branches of government departments
dealing with the issue, which has worsened the system. There is enormous
shortage of manpower and those engaged are not given better facilities.
So how will Swacch Bharat campaign work is a matter to ponder over.

Apropos comments of Shri S Yadav on "Posting of PPS", it is
submitted that for all under secretary level posts in Government of
India viz. CSS, AFHQCS etc, section officer with eight years of service
as section officer is essential. There is no cadre in GoI, where an
SO can become US after 5 years.

A raid by I-T department unearthed black money of Rs. 350 crore from
House of Joshi (IAS)couple. Even I-T conducts regular surveys in business
and residential premises of businessmen and industrialist then why not
similar surveys can be done in houses and offices of senior bureaucrats
and ministers? Where there is a will there is a way.

In response to the two Stenographers' posts [Prabha Dutta and B. Sundaram]
and their wild and patently false assertions:
1. The GoI Manual of Office Procedure [http://darpg.gov.in/darpgwebsite_cms/Document/file/CSMOP.pdf]
also clubs all the Stenos together in terms of their duties:
QUOTE
(g) Personal Staff Members of Officers (PSMs) - Staff Officer, Senior
Principal Private Secretary / Principal Private Secretary) / Private
Secretary / Personal Assistant / Stenographer-He will keep the officer
free from routine nature of work by mailing correspondence, filing papers,
making appointments, arranging meeting and collecting information so
as to give the officer more time to devote himself to the work in which
he has specialized. The Personal Assistant will maintain the confidentiality
and secrecy of confidential and secret papers entrusted to him. He will
exercise his skill in human relations and be cordial with the persons
who come in contact with his boss officially or who are helpful to his
boss or who have dealings with the boss as professional persons. Some
of the more specific functions are enumerated below:
(i) Taking dictation in shorthand and its transcription in the best
possible manner.
(ii) Fixing up appointments and if necessary cancelling them;
(iii) Screening the telephone calls and the visitors in a tactful manner;
(iv) Keeping an accurate list of engagements, meetings, etc. and reminding
the officer sufficiently in advance for keeping them up;
(v) Maintaining, in proper order, the papers required to be retained
by the officer;
(vi) Keeping a note of the movement of all incoming & outgoing papers,
files, etc.
(vii) Destroying by burning the stenographic record of the confidential
and secret letters after they have been typed and issued;
(viii) Carrying out corrections to the Officer's reference books and
making fair copies of draft demi-official letters to be signed by the
officer. During the office hours they can take the assistance of the
source where the draft has been typed.
(ix) Generally assisting the officer in such a manner as he may direct.

PPS postings
1. The Stenographers are Personal Staff Members of Officers. So, if
there is no Officer, there is no Personal Staff. You can call any officer
when he / she is on leave, the Personal Staff will also on a fully-paid,
but unofficial, leave.
2. Conversely, all other levels of GOI, viz. right from a Secretary
[highest rank] to a Lower Division Clerk [LDC - lowest in the hierarchy]
have their tasks well defined in separate paragraphs in the Manual of
Office Procedure. And as they learn and grow, their duties change with
increasing responsibilities at each stage.
3. The Stenographers, apparently do not learn anything, their duties
remain the same all through, though their emoluments and entitlements
increase. Now talk about austerity !!!!.
4. Now, let's come to the assertions of the author , one by one:
5. ""Class I Officers of the rank of PPS / SPPS / PSO in Ministry
of External Affairs are saving precious foreign exchange""
- They are, in fact, squandering foreign Exchange by claiming Representational
Grant for no Representational work performed by them.

by performing multifarious tasks, encompassing the wide
range of Administration, Consular, Protocol, Commercial, Political,
Press / Information / Culture etc., apart from Secretarial work just
to ensure
" Ha ha, a UDC level Steno replaces a PSO and all
such "multifarious tasks get stopped being done?? Does the Mission
close down? On the converse, a PSO is replaced by a PA and suddenly
the multifarious task start getting done as if the Mission was in a
slumber till then?

Let good sense prevail
Arvind Kejriwal seems to be heading towards the end of a tunnel. He
can ill afford taking on the LG when Delhi is not a full-fledged state.
His political party is not widely based. He is an offshoot of a circumstance.
He cannot mobilise people on the issue of fighting against LG. If good
sense prevails on him he should call truce with LG and urge upon him
not to interfere for the better development of Delhi. After all LG is
an IAS officer of 1973 batch and is as such far ahead of him in the
matter of intellectual height and experience of administration. Better
if he learns from him.

Kejri and his scheming mind
Apropos your comment of Kejriwal becoming a dictator. Kejriwal piggybacked
on Hazare's non-political campaign against corruption, ditched him and
used it to form a political party, used Bhushan's legal crusade against
the corrupt and then ditched him. In the whole pattern one can see intrigue
and a scheming mind. He sought cheap popularity by breaking laws connecting
the disconnected electric connections. And now to take away people's
attention from his promises is engaging in an unwanted fight with the
Lt. Governor. The BJP's foolish act of bringing in a most unpopular
Kiran Bedi helped him to get an overwhelming majority which has surprised
him even. Dictators are made of sterner stuff and who can sway public
opinion by their awe inspiring speeches and leadership. This 'muffler
man' lacks any of these qualities. We can be rest assured that he can
never become a dictator.

Information regarding a VSAT tender
Appellant sought detailed work information, i.e., design, supply,
installation, testing and commissioning of 25 remote quick deployable
suitcase type portable VSATs along with Accident site communication
system on ARTs for Disaster Management in respect of a particular
Indian Railways Tender. The PIO informed that portable VSAT equipment
along with accident site communication equipment comes in the
category of critical/security equipment used for strategic purposes
of Disaster Management in Indian Railway. Since the equipments
are also interlinked with material related to Ministry of Defence,
the information cannot be disclosed to third party u/s 8(1)(a).
The CIC directed the respondent to enable the appellant to inspect
the relevant file within 30 days of this order.
Comments
It is surprising to see that the PIO had not invoked section 8(1)(d)
relating to commercial confidence either of the Railways or the
supplier.
