Dr Tyagi included as Fellow of UK-based Royal Society of Chemistry
Dr Sanjiv Tyagi, Director, Gujarat Environment Management Institute
(GEMI), Gandhinagar, has been conferred upon the fellowship of the UK-based
Royal Society of Chemistry (RSC). As a fellow of the society, Dr Tyagi,
a 1988 batch IFS officer, will now have access to the exclusive knowledge
pool of the society including the archive of books & journals published
time to time by the society. Dr Tyagi, a graduate in Civil Engineering
from IIT Delhi and PhD in environment, is one of the very few officers
to have been admitted to Royal Society. As per tradition, RSC publishes
the name of the new fellows admitted to the society every year in The
Times, London, wherein Dr Tyagi's name has appeared in its edition dated
30th October 2014. Dr Tyagi is the only scholar to have been admitted
as fellow from Gujarat while there are in all 11 from India in the list
of 108. It is worthwhile to mention that RSC was established in 1841
and it is UK's professional body for chemical scientists, supporting
and representing our members and bringing together chemical scientists
from all over the world. The 170 year old not-for-profit organisationhas

How can we have right people at right place?
It is encouraging to see some important issues being highlighted by
you especially pertaining to appointment of upright officers to the
crucial posts. However, practically, government is helpless because
the system is corrupt. The comment of Shri PK Mishra former Secretary,
Coal is pertinent. But even during his tenure, he was helpless. Even
Modi government appears to be helpless. It might think it has checked
scams, but corruption at all levels go abated. Ministry of Statistics
and Programme Implementation mandated to measure GDP is semblance because
the system of Chief Statistician of India has been counterproductive.
The administrative inexperience of CSI allows lower level functionaries
to manipulate the system. ISS officers are demoralised lot because anyone
can be booked under vigilance case on whims of an undersecretary. It
is pathetic that officers amassing thousand crores are clear from vigilance
angle but ISS Officers having no financial dealing are not clear from
vigilance angle. Ironically, there is a proposal to give extension to
the present CSI who has ruined the statistical system. Why the government
is not attempting any review of the system of CSI! It is probably because
he is instrumental in inflating GDP by changing base.

PPS postings abroad
1. There is no clerical service or clerical cadre in Ministry of External
Affairs [MEA]. MEA has induction at three levels - Clerks at Higher
Secondary level, Assistant at Graduate level and IFS also at Graduate
level. The Clerks' posts have been reduced to such a miniscule number
that they form a very small part of the MEA hierarchy.
2. On the other hand, there is a Stenographers' Sub-Cadre in MEA which
starts at Clerical level - the lowest being a Grade D Steno equal to
an Upper Division Clerk [UDC]. And, please note that the entry level
qualification for them is Matriculation [it has been revised to Higher
Secondary only in the past couple of years].
In response to the two matriculate Stenographers' posts [Prabha Dutta
and B. Sundaram] and their wild and patently false assertions:

career evidenced by the fact that their posts in Missions are interchangeable

2. Another way to elaborate the stagnation of their mental capabilities
is that they are posted abroad by the same board - SEB, while MEA has
three different boards for different levels and hierarchy - JEB, SEB
and FSB.

I-T returns
A large number of people who are filing IT returns belong to the retired
category many with no other income than interests from FDs. With both
husband and wife above 60 and with an HUF file and income suitably distributed
they can get an IT relief of Rs 8.5 lakhs. If one looks at the 8Oc relief
this can be stretched to 13 lakhs. It does not make any sense for the
IT department to get and scrutinise their returns. For retirees, it
is wasteful work and in many cases they have to incur expenditure for
utilising an IT consultant. As a first step, government should exempt
persons whose annual income is less than Rs 10 lakhs from filing returns.

Steno cadre redundant now
I had been reading lot of claims and counter claims by Stenographers
and Assistants cadre working Ministry of External Affairs. I am of the
view that in view of electronic era now the stenographers cadre is redundant
now. It should be done away with now. They are more a liability rather
than an asset. Assistants etc can be deployed anywhere and can serve
on multi-purpose role. Also they are more knowledgeable and professionals
that stenographers. Stenographers do whatever boss tells nothing beyond
that. I think GoI thinks on these lines by going into its minute details
and may be something can be done by the 7th Pay Commission.

Super Tax Policy
MV's views on tax policy are appreciable. As per official data the bulk
of the tax (more than 80%) is contributed by top 176 corporates. There
is no rational in having an elephantine tax department with an army
of over 5,000 officers carrying out clerical routine work. Public want
to pay taxes but the fear of harassment by tax officials prevent them
from paying. As Baba Ramdev requested authorities, let a small fraction
on income-generating financial bank transaction replace the present
officer, businessman, accountant oriented tax administration.

and growing disparity among all-India services, this is dire need for
better governance and delivery for the poor in the country who live
in and around the forest. Mere high handedness and arrogance of IAS
(all because close to power) is not going to serve the country the way
our new Prime Minister aspires.

Merger of clerical /steno cadres
There is a strong case for merger of the clerical and stenographic cadres
at HQ organisation of GoI. The last pay commission had recommended it,
but the then government did not accept/implement it. The current pay
commission must look into it and give a positive recommendation which
the government should consider favourably. There is a lot of manpower
wasted in the ministries/depts. No one is superior or inferior to anyone
else. Everybody should be made to do their job for the salary they get
or, in other words, people should be made to earn their wages.

Lodging FIR - a big problem in India.
People are suffering since long as they are unable to furnish FIR on
the loss of any important documents like share scripts, land deed, house/
flat ownership papers etc. as many a times these documents are misplaced
by them or they lose it while travelling, shifting house etc. Even we
have observed instances where it gets stolen while travelling and people
don't know the procedures upfront. Hence GoI should waive this and provide
relief. In case total waiver is not possible i.e. in all the cases,
then this waiver should be provided where any release of documents (such
as Share Script, Land Deed etc.] Authorities require notarised Indemnity
Bond on stamp paper, notarised affidavit on stamp paper etc. besides
FIR.
We trust you being highly qualified person [ understand problem involved
] - will extend your co-operation as requested and also raise it not
only at appropriate forum but also forward to all your contacts as well
as right authority such as SEBI, RBI etc. as the present regime who
also holds same views and in some cases started self-attestation/ declaration
sufficient i.e. providing relief.
Further I believe campaigns like this always start small, but they grow
when people like us get involved -- please take a second right now to
help out by passing it on to all known fellows either through Twitter
or pasting over your FB page.

Information regarding a VSAT tender
Appellant sought detailed work information, i.e., design, supply,
installation, testing and commissioning of 25 remote quick deployable
suitcase type portable VSATs along with Accident site communication
system on ARTs for Disaster Management in respect of a particular
Indian Railways Tender. The PIO informed that portable VSAT equipment
along with accident site communication equipment comes in the
category of critical/security equipment used for strategic purposes
of Disaster Management in Indian Railway. Since the equipments
are also interlinked with material related to Ministry of Defence,
the information cannot be disclosed to third party u/s 8(1)(a).
The CIC directed the respondent to enable the appellant to inspect
the relevant file within 30 days of this order.
Comments
It is surprising to see that the PIO had not invoked section 8(1)(d)
relating to commercial confidence either of the Railways or the
supplier.
