Rai who used to be PS to Uma Bharti as CM of MP had done a commendable job in Goa when Manohar Parrikar was the CM. On return to Delhi Government the AAp Government recommended his name for the post of Chief Secretary but he declined and the result is visible.

Three secretaries to be named in a day or two !
The power gallery is abuzz that the GoI will name three new secretaries by May 28. K.N. Desiraju, Secretary, Consumer Affairs, Sudhir Kumar, Secretary, Food and Dr, Hrushikesh Panda , Secretary, Tribal Affairs are superannuating this month. Desiraju and Sudhir Kumar are 1978 batch IAS officers and belongs to Uttarakhand & UP cadres respectively while Dr. Panda is Odisha cadre 1979 batch IAS officer. Sources said that since two retiring secretaries belong to Ram Vilas Paswan's Ministry of Food and Consumer Affairs, he may get one Secretary of his choice but PM will finalize the list. Till then wait and watch.

Seven IAS officers yet to revert after foreign assignments ?
Seven IAS officers from different cadres have overstayed deputation period and have not reported back from foreign assignments on expiry of their approved tenure. Now the government has advised Cadre Controlling Authorities to take action against them accordingly. Among them seven are from UP cadre while one each from Bihar, Jharkhand, Maharashtra and UT cadre. They belong to 2000-2008 batches and had joined World Bank, UNO, ADB & OPCW.

After three decades, Raising day on schedule day

They say that for the last many years this programme was being observed in Delhi between October to December. SCOPE for greater Empowerment of women employees in PSEs
SCOPE organized a two-day Seminar on "Empowering Women in Public Sector Enterprises" here today. Atul Chaturvedi, Chairman, Public Enterprises Selection Board (PESB) inaugurated the Seminar. K D Tripathi, IAS, Secretary, Ministry of Petroleum & Natural Gas and Department of Public Enterprises, C S Verma, Chairman SCOPE & Chairman, SAIL, Ms Panudda Boonpala, Director, International Labour Organization (ILO), and Dr UD Choubey, Director General, SCOPE, among others, also addressed the Inaugural Session. Atul Chaturvedi, Chairman, PESB while inaugurating the seminar, urged PSEs to adopt an innovative approach to address issues of women empowerment and gender equality at work place. He called for strong support system and options like short term sabbatical for maintaining work life balance. Chaturvedi said the bigger issue in women empowerment is how to groom and train them for senior and board level positions. PSEs should design proper strategies to cultivate confidence and commitment in their women employees so that their productive contribution increases, he added. K D Tripathi, IAS, Secretary, DPE in his address complimented SCOPE for taking key initiatives towards empowerment of women in PSEs. He asked the corporate sector to become equal opportunity employers. He urged the corporate sector, especially PSEs to collaborate with research organizations and NGOs to identify issues in women empowerment and find solutions to increase their participation in employment. C S Verma, Chairman, SCOPE & Chairman, SAIL said that there is a huge gap between men and women ratio at the top levels across all organizations. Women are increasingly under represented at the senior levels of all corporations and the rate of female participation in labour force, varies from country to country. Women empowerment can bring dramatic impact on competitiveness and growth of economies", said Verma, outlining the importance of women empowerment and this seminar. He also stressed on the requirement of enabling organizational support which needs to be extended to female employees for making them contribute fruitfully. Verma pointed that gender balance delivers better and more sustainable performance. He confirmed commitment of SCOPE to enhance empowerment of women in PSEs.

Healthcare Plans for Sr Citizens
It is surprising and astonishing that government has healthcare plans for sr. citizens which is likely to be announced by PM as a part of social and security initiative. CGHS beneficiaries under pension category ie sr. citizens are crying day and night for direct consultation and diagnostic tests in CGHS empanelled hospitals but so far no action is taken. Health & FW Minister is also not bothered or he is unable to take decision. Is it fact India is being run by one person? When PM can announce so big scheme where huge expenditure is required and being implemented but Health Minister is unable to take a simple step for sr. citizens. Is it not pity? We can not do anything but needs people like AK who can fight with the system which is visible in Delhi. Let us wait good sense will prevail!!!

Recommendations of Cadre Restructuring

As we all are aware that vacancies portion of CSSS review has already been finalised by cadre restructuring authorities in DP&T. My humble submission is that when the report is in public domain and the views from all stake holders have been received in the CS-II Division in Department of Personnel and Training. It is in the interest of all concerned that the CS-II may kindly allocate the additional resultant vacancies to Sr.PPS/PSO/PPS from the consideration zone under consideration and PS. It may be mentioned, in this connection, that the existing posts of PPS has remained unchanged in the Cadre Review. But the PPs posts have been increased and if we give effect to the additional vacancies to PPS, there will be additional vacancies in PS also and we can extend the Zone of Consideration from CSL1817 to the maximum vacancies arisen out of Cadre review for Select List,2013 itself. It will, one the one hand, give promotion to the eligible officers as Private Secretary from Select List, 2013 and, thus, benefit to CSSS officers who are at the verge of their career and provide a solace in terms of promotion to the retiring employees.

AAP fond of creating controversies

Every now and then, the AAP government finds an easy out of nowhere to create controversies to remain in the limelight.
Their spokespersons are most uncouth and one gets irritated whenever they speak so aggressively for no reason.
Now many people (including lawyers) are saying that the Delhi Govt. must have the right to do certain things mistakenly comparing with other full-fledged states. They forget and are getting confused that there is a constitution which defines the powers of the Delhi government. It is highly condemnable for Kejriwal to keep complaining about having no authority in certain areas, although he very well knew the position even before his part decided to fight the elections. His government has to act within the confines of the present position or quit first and then agitate for changing the Constitution if he feels so convinced.

Information regarding a VSAT tender

Appellant sought detailed work information, i.e., design, supply, installation, testing and commissioning of 25 remote quick deployable suitcase type portable VSATs along with Accident site communication system on ARTs for Disaster Management in respect of a particular Indian Railways Tender. The PIO informed that portable VSAT equipment along with accident site communication equipment comes in the category of critical/security equipment used for strategic purposes of Disaster Management in Indian Railway. Since the equipments are also interlinked with material related to Ministry of Defence, the information cannot be disclosed to third party u/s 8(1)(a). The CIC directed the respondent to enable the appellant to inspect the relevant file within 30 days of this order.

Comments

It is surprising to see that the PIO had not invoked section 8(1)(d) relating to commercial confidence either of the Railways or the supplier.
