What is the meaning of Man- Namo meeting?
Sudden meeting between Manmohan Singh and Narendra Modi has increased
the political temperature of the capital. Congress clarification about
the meeting has no takers. BJP is not giving any reaction as it has
preferred to keep quiet. If political observes are to be believed, ex-TRAI
Chief's book and former Coal Secretary's statement in the court has
increased the problem of ex- PM and his party. It has enough grounds
for a CBI probe which if started high command could also face the heat.
Since it was a one to one meeting between the present & ex PM, therefore
guess work is going on.

Seven 1978 batch IAS officers working as CS
As many as seven 1978 batch IAS officers are working as chief secretaries
of seven states. P Mitra is working as Chief Secretary of Himachal Pradesh
while Mohammad Iqbal Khandey is CS, Jammu & Kashmir and Kaushik
Mukherjee is Chief Secretary of Karnataka. Besides, PBO Warjari is working
as Chief Secretary of Meghalaya; Gokul Chandra Pati of Orissa, CS Rajan
of Rajasthan and Alok Ranjan is Chief Secretary of Uttar Pradesh.
Retired bureaucrats won't get five-year benefit?
NDA government is not going to appoint any bureaucrat just after retirement.
Sources said that the government is strictly following two years cooling
off norms for retired officers. Government does not want to give full
year post retirement benefit to retired bureaucrats. That is the reason
why those retired officers appointed during last one year, will get
only 2-3 years post retirement job.

Who is holding OROP orders?
Ex-servicemen in large numbers are waiting eagerly for the One Rank
One Pension (OROP) orders. But why orders are not being issued? According
to sources, now blame game has started between the Ministry of Defence
and Ministry of Finance. In the first week of May the Defence Minister
had announced that OROP orders will be issued soon. Now the question
is who is holding the orders ?

State Bank of India launches Online Customer
Acquisition Solution (UPDATED)
State Bank of India launched Online Customer Acquisition Solution (OCAS),
an online platform to apply for Home Loans, Car Loans, Education Loans
and Personal Loans. The application launched by Mrs Arundhati Bhattacharya,
Chairman, SBI will help the customers gauge their eligibility and get
a quote personalized to their requirement. The customer will instantly
get an e-approval on filling the online form. Thereafter, the Bank officials
will contact the customer and complete all the loan formalities. Customers
can even upload all necessary documents online. This will help in empowering
the customer and also reduce the processing time of their loan. A similar
application will shortly also be launched on the mobile platform as
well. India is witnessing one of the highest growth rates of internet
users and to cater to this segment SBI has customized this platform
for an enhanced customer experience. For further information, please

Similarity between Nehru and Modi !
I find a lot of similarity between Nehru and Modi. Nehru was for mega
industries, dam quality research and technical institutes with technical
and capital support from abroad. And so is Modi. Nehru always kept foreign
ministry with him and Modi is de facto foreign minister. But Nehru failed
in realizing his vision. The most important reason was not giving importance
to the quality of primary and secondary education. In fact he did not
pay any importance to the basic education. He envisioned a grand building
of development but failed to see the great foundation which is underground,
required to support such a great system. History tells us in the whole
world no country has ever achieved sustainable development without resorting
to quality education especially the basic education which is an essential
condition but not sufficient condition. Same is the case with the present
government. Nehru was in hurry and so is Modi. Only few statesmen understand
the value of going deep that too into invisible act before creating
the manifested one.

Will it come to Modi's knowledge ?
N Prakash will be very much disappointed if he still holds any hope
of getting any benefit from this government as stated by him in "
Healthcare plans for Senior Citizens". Opinion of senior citizens
opinion least matters for them as you are not a vote bank. Federation
of Retired Steel Employees have been representing to the present PM,
Minister of Steel etc for the last one year about the plight of those
retired from PSUs before 2007. They do not get pension & are living
only on interest income from low retirement benefits they got 8 years
back. They are requesting for Rs.5000 pm as monthly support which is
like oxygen for patient in CPU. This can easily be given by profit earning
CPUs by creation of corpus out of profit which will not be perinial
as these retirees are in 70s& 80s & they will wither out shortly.
No budgetory support is required. Forget about payment, none of the
more than 10 representations have either been acknowledged by PMO/ office
of MoS or called for discussion. If not possible, it could have said
so. Preventive yearly health checkup is a must for senior citizens but
they cannot do it with their interest income. Unless Hon Mod I nods
his head, MoS will not act. Will this be brought to Modi's knowledge
by some one ?

Kejriwal beware
Top bureaucracy of India is like Mafia. You come in their way of making
money and influencing power, and they will ensure that you are not able
to perform. They will all gang up against you.
That is why you see seasoned politicians try to keep top bureaucrats
in good humour. In India it is easy to win election but it is difficult
to deliver on promises thanks to our bureaucracy. It is high time honest
bureaucrats, though in minority, should overtly or covertly start supporting
Kejriwal, so that this country can see some real change in governance.

Merger of CSSS with CSS
I agree with the views expressed by Shri Dev Dutt partly. His views
that CSSS officers have become redundant, especially in the computer
era is not agreeable as Stenography is an added technical qualifications
and is by and large used by the higher officers who tend to give dictations
and are very good in giving dictations. Apart from the stenography,
there are certain other jobs which can be easily done by CSSS officers
such as serving as bridge between the officers and the subordinate staff.
However, I fully share the views of Shri Dev Dutt proposing merger of
these two important cadres, but with parity in every respects. First
of all the Stenographers Grade 'D' had to suffer a lot in terms of ad-hoc
service rendered by them in comparison to UDCs who have been given regular
promotions on time. Place the Stenographers/P.A. suitably in the consolidated
list of P.A./Assistants /P.S./S.O. so as to avoid any anomaly and injustice
in the hands of Cadre authorities/DP&T and then these two cadres
be merged with each others. In this connection, all the issues be resolved
with all stake holders urgently and amicably and most importantly to
the satisfaction of CSSS officers who had been put to suffer more than
11 years for want of regular promotion as P.A.

Mr. Dev Dutt and Harish Kumar, it is sad that people like you are castigating
other cadres. I have seen assistants and clerks, but with huge respect
for them, they get panicky before senior officers whereas a poor steno
bears all the pressure, and executes orders with perfections. By the
way, clerks and assistants do what, don't they carry out orders, or
evolve formula to launch satellites on files.....Grow up.

Surprisingly we don't see a single woman on the dais. Did Scope not
find even one woman who could be present on the dais. Really bad. What

Information regarding a VSAT tender
Appellant sought detailed work information, i.e., design, supply,
installation, testing and commissioning of 25 remote quick deployable
suitcase type portable VSATs along with Accident site communication
system on ARTs for Disaster Management in respect of a particular
Indian Railways Tender. The PIO informed that portable VSAT equipment
along with accident site communication equipment comes in the
category of critical/security equipment used for strategic purposes
of Disaster Management in Indian Railway. Since the equipments
are also interlinked with material related to Ministry of Defence,
the information cannot be disclosed to third party u/s 8(1)(a).
The CIC directed the respondent to enable the appellant to inspect
the relevant file within 30 days of this order.
Comments
It is surprising to see that the PIO had not invoked section 8(1)(d)
relating to commercial confidence either of the Railways or the
supplier.
