Debate - Future of AAP after internal bickering ?


Aam Aadmi Party's (AAP's) recent mammoth victory in Delhi was a super-landslide (the winning party securing 90 percent or more seats). Even the Congress which had the natural advantage of leading the freedom struggle successfully and had stalwarts like Mahatma Gandhi, Jawaharlal Nehru and Indira Gandhi could never achieve it in any general election despite dominating the political scene in the country post independence.

The rise of the Aam Aadmi Party indicated that people once again saw politics as an act of faith and hope but given the bickering among its leaders in too a short span, the question that now arises is that What is the future of AAP ?

Replying to the above question put forth by the Whispers In The Corridors before its readers, the majority surfers felt that such bickering would hardly impact the future of AAP as long as it fulfills its promises made to the electorate in the run up to the Delhi state polls.

"The bigger challenge before AAP and Arvind Kejriwal is how they are going to implement its poll promises finalized through the Delhi dialogue initiative and the entire Nation is eagerly watching on how AAP is going to perform from the governance angle', says a surfer E Krishna Das according to whom, "If they fail then even if the leaders are united the volunteers will disperse".

Uncontrolled registration of new four and two-wheelers


Number of vehicles in the country is increasing in geometric progression and is perhaps faster than the growth in human population in India. In no city the roads can take on so much traffic nor is there adequate parking space for such a large number of cars and two-wheelers. Any road of the city at anytime of the day or till late night is a picture of total confusion and disaster due to traffic jams and most unruly and undisciplined traffic of people overtaking from the left and right and crossing rashly from wrong sides. Thousands of SUVs, cars and two wheelers can be seen parked on roads and pavements and not in the garages or porches of the owners. Even school buses and tourist buses like Volvos, can be seen parked on the main roads. If further disaster is to be controlled some restrictions will have to be imposed on registration of new vehicles as has been done in Singapore and in many European countries. Singapore has fixed a limit of cars which can be registered in the capital and if somebody wants to purchase a new car, first he has to get the old car condemned and removed from the road. Then only second car or new car is registered. In India also strong curbs are required. First could be to ask the applicant for an additional vehicle to certify that he has adequate parking space for the vehicle and that it would not be left parked on the pavement or on the main or any side road. This certificate should also be verified by the registration authority. If any vehicle is found parked on the roadside or outside the premises of the owner, it should be impounded.

To this effect, I have written a letter to the Chief Secretary and also met him to enforce this.

Speed of work in digital India

Cabinet approved release of additional DA/DR to central government employees serving and pensioners on 7.4.2015. The order for DA to serving employees is issued on 10.04.2015 whereas order for DR to pensioners are released on 27.04.2015. This is called digital India that Cabinet decision orders are issued in 20 days whereas Govt. is talking about online working. All is in air. One can imagine what is being talked and what is being done practically is entirely different. So Govt. should first set its own house, than expect from others.

Good luck "Digital India" where government takes 20 days to issue the order based on Cabinet decision. This is pre-cursor of digital India.

Secretary level postings


This time DoP&T has succeeded in bringing out Secretary level postings of select officers done coolly vide 36/01/2015-EO(SM.1) dated 30th April, 2015. Despite its availability on DoP&T site, no other site could report it. At last, the performance seems to have become an important criteria in such postings.

Tax forms- Stop discrimination


Instead of simplifying tax forms and ensuring strict compliance, the present Government is on witch-hunt and ensures that those who pay the maximum tax are harassed and those who do not pay are allowed to go scot free. Most of the shop-keepers and property dealers in Delhi do not pay even a penny as tax but are hard-core supporters of the ruling BJP. Most of them own BMW, Audi and Mercedes Benz and have no garage to park their car. Mr. Jaitley has no guts to touch this large chunk (nearly 90%) and bring them on tax net. Instead, the Government is bent upon harassing NRIs, exporters and expats. Stop this discrimination.

Vigilance units of PSUs under CVC


Fact is that almost all Vigilance Units work under some pressure. Whether it of their CMD or Joint Secretary in charge. Top bosses have their own compulsions which could be justifiable in their own ways. CVOs are deputationist invariably buying their time to stay out of their cadre, generally for personal reasons. Other practice is that in the Performance Appraisal Reports almost all officers are stated as äbove board". With this attitude where is the gaurantee that the officers deputed in the CVC would be above board.

Failure of international roaming to work

The appellant had taken international roaming facility from the BSNL but found that the international service failed to work in 8 different countries. On return, he surrendered his instrument and requested the BSNL to investigate why the service did not work and when no reply was received for three months he wrote to them for refunding the entire amount and also claiming token compensation of Rs.1500/- for the harassment and inconvenience caused to him. The Public Information Officer (PIO) informed that there are rules for refund of principal amount within 60 days from the date the service is surrendered but no rules have been prescribed either for payment of interest or for compensation. He informed that a cheque for Rs.4724/- in favour of the appellant was issued. The CIC opined that such a callous and whimsical behaviour on the part of the service provider who deals with the public at large cannot be treated lightly. The CIC directed the PIO to provide copy e-mail exchanged regarding the appellant's complaint of his SIM not working and warned the PIO to exercise due care for future.

Comments

The RTI Act is being used to address the grievances related to the quality of services offered by the PSU's. The PIO should be careful in replying in time and providing the information as available on records.
