Debate - Future of AAP after internal bickering ?
Aam Aadmi Party's (AAP's) recent mammoth victory in Delhi was a super-landslide
(the winning party securing 90 percent or more seats). Even the Congress
which had the natural advantage of leading the freedom struggle successfully
and had stalwarts like Mahatma Gandhi, Jawaharlal Nehru and Indira Gandhi
could never achieve it in any general election despite dominating the
political scene in the country post independence.
The
rise of the Aam Aadmi Party indicated that people once again saw politics
as an act of faith and hope but given the bickering among its leaders
in too a short span, the question that now arises is that What is the
future of AAP ?
Replying to the above question put forth by the Whispers In The Corridors
before its readers, the majority surfers felt that such bickering would
hardly impact the future of AAP as long as it fulfills its promises
made to the electorate in the run up to the Delhi state polls.
"The bigger challenge before AAP and Arvind Kejriwal is how they
are going to implement its poll promises finalized through the Delhi
dialogue initiative and the entire Nation is eagerly watching on how
AAP is going to perform from the governance angle', says a surfer E
Krishna Das according to whom, "If they fail then even if the leaders
are united the volunteers will disperse".
The above opinion of Das echoes the views of several

Two chief secretaries are expected to join the Government of India as
Secretary in a couple of months. Guess the names.
Sanjay Kumar Srivastava relieved to join as Secretary, Official Language
The Government of Delhi has relieved Sanjay Kumar Srivastava of cadre
responsibility enabling him to join as Secretary, Department of Official
Language, Ministry of Home Affairs. He is a 1980 batch IAS officer of
AGMUT cadre.
Why Collegiums' recommendation of three states not implemented ?
Entire judiciary is agog with conflicting reports about non-implementation
of SC Collegium recommendation of appointment of new Judges only in
three state High Courts that of Bombay, Himachal Pradesh and Madhya
Pradesh. Barring these three states, appointments of Judges were made
the same day when the notification of NJAC was issued. Is the Prime
Minister aware?

IPS officers can't accept gifts worth more than Rs 5000
The IPS officers will have to take permission from the Government of
India if they want to accept gifts worth more than Rs 5,000. Besides,
they will also have to inform the Government if they accept gifts of
over Rs 25,000 from their relatives or friends.
Madhya Pradesh is indeed the best state in tourism
The rapid strides being made by Madhya Pradesh Tourism in recent months
is indeed amazing. From involving the public in locating new tourist
spots, harnessing the support of top leaders of national travel trade
and the latest - organizing MPT history lecture series to highlight
to the public the tremendous history and heritage of the state, all
these steps are giving phenomenal results. The momentum has gained tremendous
strength after the arrival of Ashwani Lohani on the scene, whose efforts
are being given active political and bureaucratic support.
Women in police
As on January 1, 2014, the actual strength of women police personnel
is 6.11% at all-India level. Ministry of Home Affairs has issued an
advisory on September 4, 2009 to all State/UTs Governments to increase
women police to 33% of the total strength. Directions have been issued
to all Central Armed Police Forces, CAPFs to bring percentage of women
in the forces to 5%.

Process to fill up the post of Controller General, Patents, Design and
Trade Marks, under the Department of IP&P, has been started by the
Government.
Govt rejects six PESB recommendations
Government has not accepted six recommendations of the Public Enterprises
Selection Board (PESB) during the period from April, 2014 to March 2015
due to various reasons including denial/non-receipt of vigilance clearance,
court case, procedural/functional issues, etc. As many as 106 recommendations
of the PESB were accepted by the Government during the same period.

Ms Suchita A Joshi has been appointed as Director, Postal Service (Hq),
Gujarat circle, Ahmedabad. She is a 2002 batch officer of Indian Postal

7th PC may give relief to CPAFs
A proposal for sanction of 20 days as Casual Leave to Officers and 30
days for other ranks of BSF, CRPF, ITBP and Assam Rifles, who are performing
duties in Battalions/Field formations, at par with Army in a calendar
year has been referred to in the 7th Central Pay Commission on October
17, 2014 for consideration. According to sources, Pay Commission is
likely to give some concrete/binding recommendations on this long pending
issue.

Mathur gets additional charge of DRDO (UPDATED)
The Appointments Committee of the Cabinet has approved the extension
of additional charge of the post of Secretary, Department of Defence
Research and Development assigned to Radha Krishna Mathur, IAS (MT:77),
Defence Secretary for a period up to 24.5.2015 or till the appointment
of a regular incumbent or till further orders, whichever is the earliest.

This is with reference to comment regarding IFS Officers. People work
under difficult conditions, in war-torn areas, face coup situations,
turbulent areas. They are no less than soldiers, a Diplomatic Passport
to retired Secretaries is nothing compared to retired railway employees
etc. I feel all those who serve thrice as Ambassador must be given a
Diplomatic Passport for life even if he/she does not reach level of
Secretary.

Failure of international roaming to
work
The appellant had taken international roaming facility from the
BSNL but found that the international service failed to work in
8 different countries. On return, he surrendered his instrument
and requested the BSNL to investigate why the service did not
work and when no reply was received for three months he wrote
to them for refunding the entire amount and also claiming token
compensation of Rs.1500/- for the harassment and inconvenience
caused to him. The Public Information Officer (PIO) informed that
there are rules for refund of principal amount within 60 days
from the date the service is surrendered but no rules have been
prescribed either for payment of interest or for compensation.
He informed that a cheque for Rs.4724/- in favour of the appellant
was issued. The CIC opined that such a callous and whimsical behaviour
on the part of the service provider who deals with the public
at large cannot be treated lightly. The CIC directed the PIO to
provide copy e-mail exchanged regarding the appellant's complaint
of his SIM not working and warned the PIO to exercise due care
for future.
Comments
The RTI Act is being used to address the
grievances related to the quality of services offered by the PSU's.
The PIO should be careful in replying in time and providing the
information as available on records.
