Debate - Future of AAP after internal bickering ?


Aam Aadmi Party's (AAP's) recent mammoth victory in Delhi was a super-landslide (the winning party securing 90 percent or more seats). Even the Congress which had the natural advantage of leading the freedom struggle successfully and had stalwarts like Mahatma Gandhi, Jawaharlal Nehru and Indira Gandhi could never achieve it in any general election despite dominating the political scene in the country post independence.

The rise of the Aam Aadmi Party indicated that people once again saw politics as an act of faith and hope but given the bickering among its leaders in too a short span, the question that now arises is that What is the future of AAP ?

Replying to the above question put forth by the Whispers In The Corridors before its readers, the majority surfers felt that such bickering would hardly impact the future of AAP as long as it fulfills its promises made to the electorate in the run up to the Delhi state polls.

"The bigger challenge before AAP and Arvind Kejriwal is how they are going to implement its poll promises finalized through the Delhi dialogue initiative and the entire Nation is eagerly watching on how AAP is going to perform from the governance angle', says a surfer E Krishna Das according to whom, "If they fail then even if the leaders are united the volunteers will disperse".

Which is the most secretive Ministry in GoI?

No, it is not Defence. It is External Affairs! Civil list of almost all central services can be accessed on the web; not that of IFS. All allowances and perquisites given to government officers (including those of armed forces) are known and come under public scrutiny. Foreign allowances plus all kinds of antiquated, often ridiculous allowances to which IFS officers are entitled are secret. Who are entitled to diplomatic passports remains a secret. Is this a violation of RTI? Only in some cases. In others, DoPT has given MEA exemption from disclosure under RTI. Potential whistleblowers are hounded out. Is lack of transparency proportional to corruption? Only C&AGI and CVC can tell.

Bureaucrats who add value to the profile of their political bosses, burn midnight oil to improve their image in public are these days often left in the lurch. Present day politicians after making hay forget the officials behind their success.

Government officers (non-IFS) who retire at the level of Secretary to Government of India are not entitled to diplomatic passports even if they hold important positions in internationals organizations. Retired IFS officers are entitled to diplomatic passports for life! What a strange system of governance we have.

Extension to CEOs, PSU Directors


Will government stop the practice of giving extension to CEO's & Directors of Maharatna, Navratna and Miniratna PSUs.
Govt should put a stop of this practice as there are several honest, sincere and qualified candidates are available and they are not related to any political, bureaucrats or any influential or to a corporate lobby. Many of the heads of PSU's are belonging to certain region and certain community. It should be noted by PMO that total purging of PSU's TOP is the need of hour and bring the honest, qualified, even they are in the cadre of DGM/GM with minimum 3 years of balance service. Then only make in India programme is possible.

Whisper appears to be a motivated one

This has reference to your whispers that "After AAP, it is now BSP's turn?" As far as AAP is concerned, there is no split. Only a few individuals have been removed from the party for their anti-party activity. Also Yogendra Yadav has stated time and again even after his removal that nation requires Arvind Kejriwal and similarly Kejriwal has categorically stated that his fight is against rotten system and corruption and not against Yogendra Yadav or Prashant Bhushan. Therefore the whisper appears to be a motivated one but without any basis. As far as BSP is concerned that, caste-based party which thrive on their exploitation will not last.

"Is merit irrelevant for Civil Services ?"

Civil Services are becoming increasingly ineffectual. When we talk of time-scale promotions, reservation in promotions in organised services, we want to say : Merit equals Stupidity.

State civil services- Feeder cadre

The feeder cadre of All India Services is the state civil services. That is the reason why the promotees inducted into IAS/IPS/IFS are also equally competent. Whereas in the case of central civil services, the feeder cadre are recruited as Group C clerks who are later elevated to Class 1 central services. This mode of selection compromises the quality and competence of the promoted personnel. Therefore the Centre should seriously think of framing group B Civil Services Examination to be recruited through UPSC. The posts should include Section Officers of AFHQ Gr.B and Railway Board Group B, CSS Gr.B Section Officers, ITOs, Superintendents of Excise/Customs Appraisers, IFS-Group B, DSPs of CBI, DANICS/DANIPS, Pondicherry Civil/Police Services. These Group B recruited officers may be trained in national academies for a year and posted to field. Recruitment Rules may be framed for their induction into respective organised Group A Service by laying down min 15 years of qualifying Service. During these 15 years, the Group B recruits may be given one non functional/non cadre promotion after completion of 8 years. It is very important to introduce/reintroduce direct recruitment to Group B posts of large/significant Organised Group A Services so as to achieve desired levels of quality/competence even among the promotee Group A officers. It is for all the Organised Group A Services to think seriously about this.

Cars choking roads

Agarwal saheb is quite right that choking of roads must stop. His endeavour is also appreciable. At least this would put a brake on owning too many cars as a status symbol. Businessmen are playing havoc. But then there is another problem also. A family owns five cars, one for the old man and four for two sons and two daughters-in-law. This practice should also be discouraged. Office-goers should be encouraged to go to office in pool system. Housewives are not the wage earners and as such not a tax payer and hence they should also be discouraged from buying a car. It should be made mandatory for car selling shops to take pan card nos of buyers and the Income tax office must be informed when a car is purchased so that source of income of the buyer is checked. Some effective steps need to be taken to control flow of vehicles on road otherwise the day is not far off when it would be more than difficult to travel by road. Many serious patients would die on roads before reaching hospitals.

Stopping registration of vehicles in Delhi won't work

Stopping of registration of new vehicles only in the city of Delhi will not work. As per the Staff Car rules, ministers are entitled to use of 750 litre petrol for every quarter of a year. That means he is entitled for only one Staff Car facility. The minister and his/her office consume petrol much more than that. They, their personal staff and family members hire extra car facility by the department or the PSUs/Attached/Subordinate Offices. Many a personal staff take vehicle facility and at the same time claim transport allowance. Same is the case with higher-rank bureaucrats. They and their family members consume petrol and on government account lavishly in the city of Delhi. The Prevention of Corruption Act should be amended to provide for drastic punishment in case of misuse of vehicles on Government Account. Further, there are a number of Government colonies in the city of Delhi wherein illegal taxi stands have come. These stands illegally use the already scarce electricity and water, with the connivance of Police and Administration. Their removal from the city could also bear fruits.

Failure of international roaming to work

The appellant had taken international roaming facility from the BSNL but found that the international service failed to work in 8 different countries. On return, he surrendered his instrument and requested the BSNL to investigate why the service did not work and when no reply was received for three months he wrote to them for refunding the entire amount and also claiming token compensation of Rs.1500/- for the harassment and inconvenience caused to him. The Public Information Officer (PIO) informed that there are rules for refund of principal amount within 60 days from the date the service is surrendered but no rules have been prescribed either for payment of interest or for compensation. He informed that a cheque for Rs.4724/- in favour of the appellant was issued. The CIC opined that such a callous and whimsical behaviour on the part of the service provider who deals with the public at large cannot be treated lightly. The CIC directed the PIO to provide copy e-mail exchanged regarding the appellant's complaint of his SIM not working and warned the PIO to exercise due care for future.

Comments

The RTI Act is being used to address the grievances related to the quality of services offered by the PSU's. The PIO should be careful in replying in time and providing the information as available on records.
