In Delhi's Khan Market ex-union ministers and ex-bureaucrats are frequently seen. One babu remarked "They are all fused bulbs".

Field Marshal Civil Servants

Whispers report that IFS officers are entitled to diplomatic passports for life and even after retirement. And they insist on being addressed as Ambassadors have elicited numerous comments on the social media, ranging from sombre to hilarious. On a serious note, it has been observed that retired non-IFS Secretaries to Government of India or equivalent are not entitled to diplomatic passports even if they head an inter-governmental organisation abroad which may affect their work and status vis-a-vis other countries. It has also been pointed out that Constitution of India permits only military and academic honorific titles (like Dr.) and a retired IFS officer being addressed as Ambassador is ludicrous. It has been proposed that All India Services should copy IFS. Retired IPS officers should call themselves Generals because DIG, IG, ADG, Spl DG and DG are all Inspector/Director Generals. IAS may not take it kindly. So retired IAS officers should also be called Generals because they have been Generalists. Finally, Indian Forest Service Officers spend the maximum time in the field. Retired Indian Forest Service officers should be called Field Marshals!

CRPF sends relief material to Nepal

CRPF has sent relief material to quake-hit in Nepal as a part of its Civic Action Programme. Sandhya Mishra, President, CRPF Welfare Associations flagged off the truck carrying the items from a camp of CRPF in New Delhi on 6/5/2015. Relief material includes 500 blankets, 300 kg milk powder and 200 kg eatables. Another consignment of relief material consisting of food packets, drinking water and tarpaulin was also sent by Bihar Sector of CRPF on 6/5/2015 and one free medical camp was set up at Raxaul, Bihar for treatment of quake-hit personnel of Nepal.

Modi beware of bogus complaints


Modi should guard himself. Some of the Secretaries in Government of India are creating bogus complaints to prevent efficient, honest officers to join the center. It is important that Cabinet Secretary starts putting his foot down to entertain such bogus complaints that has no locus standi but an excuse to delay empanellment. It is happening to all level posts. Is the message from Cabinet Secretary to officers to bend to pressures of wrong elements or on their just a complaint that prima facie is false and will be proven so is used as an excuse to delay empanellment. Beware officers otherwise message is to become just file pushers and thus decision paralysis.

Power hungry CEOs


Why CEO's of Maharatna PSU's are desperate to get extension? These CEOs have got position due to their political links with UPA and now to cover up their deeds, they want to continue. They want to establish political links with NDA and PM. They invite PM for inauguration ceromonies. It fact, many of these units have not yet completed. This is how they to go to any extent to get extension. They are power hungry CEO's. PM may kindly open eyes and ears and beware of these CEO's.

Subject: Utilisation of the facilities of Central Public Sector Enterprises (CPSEs)-

Regarding instructions


The undersigned is directed to refer to this Department's OM of even number dated February 22, 2010 (copy enclosed) wherein Ministries/Departments were instructed to discontinue the utilization of the infrastructure of any Central Public Sector Enterprises (CPSEs) by the officers/staff in the Government Departments. The Ministries/Departments are directed to issue instructions to all concerned for not utilizing the infrastructure of any CPSEs by the officers/staff in the Government Departments and that any such use shall attract suitable action against them. If, for any exceptional circumstances, any officer, for a bonafide purpose related with official duties connected with the CPSE entrusted to him, is required to utilize the facility from a CPSE, the Secretary in the Ministry/Department will authorize such usage for specific period after careful assessment of the situation. The above guidelines shall also to be applicable to use of facilities from autonomous organizations under the Government.


2. These instructions may be strictly complied with by all the Ministries/Departments.

IFS must retain separate entityI disagree with the views expressed by DC Aggarwal, DGP regarding diplomatic assignments. Diplomatic Service has a separate entity. Only exception is appointment of HOMs who are expert in a particular area. Going by international practices and for security reasons too IFS must retain its separate entity.

Failure of international roaming to work

The appellant had taken international roaming facility from the BSNL but found that the international service failed to work in 8 different countries. On return, he surrendered his instrument and requested the BSNL to investigate why the service did not work and when no reply was received for three months he wrote to them for refunding the entire amount and also claiming token compensation of Rs.1500/- for the harassment and inconvenience caused to him. The Public Information Officer (PIO) informed that there are rules for refund of principal amount within 60 days from the date the service is surrendered but no rules have been prescribed either for payment of interest or for compensation. He informed that a cheque for Rs.4724/- in favour of the appellant was issued. The CIC opined that such a callous and whimsical behaviour on the part of the service provider who deals with the public at large cannot be treated lightly. The CIC directed the PIO to provide copy e-mail exchanged regarding the appellant's complaint of his SIM not working and warned the PIO to exercise due care for future.

Comments

The RTI Act is being used to address the grievances related to the quality of services offered by the PSU's. The PIO should be careful in replying in time and providing the information as available on records.
