They were Wahdud Khan (Secretary - Steel), Lavraj Kumar (Secretary - Petroleum), D V Kapoor (Secretary - Power), Mohammad Fazal (Secretary - Industrial Development), Mantosh Sondhi (Secretary - Heavy Industries ) and P K Basu (Secretary - Mines) .

Will Adhia return to Gujarat as Chief Secretary ?
There are strong rumours that in case Gujarat Chief Secretary G R Aloria doesn't gets extension, Dr Hasmukh Adhia may return to the state to succeed him. Both are 1981 batch IAS officers of Gujarat cadre. Presently Dr Adhia is Secretary Revenue in the Government of India. Sources close to Adhia however, said that this is unlikely since he is a powerful contender for the post of Cabinet Secretary in the near future.

HAL conferred with 'SCOPE Excellence Award'
HAL has been conferred with 'SCOPE Excellence Award' for outstanding contribution to the Public Sector Management. Pranab Mukherjee, President of India, presented the prestigious award to T Suvarna Raju, CMD, HAL on Public Sector Day celebrations held at Delhi yesterday. On receiving the award, Raju said, "Bestowal of SCOPE Excellence Award validates the work we are doing at HAL with passion. The award further motivates us to excel and deliver on our promises". 'Focus on execution', is one single factor, which has yielded excellent returns both in terms of boosting the profitability and also strengthening the brand image of HAL, CMD added. The coveted award was presented to HAL under institutional category for the year 2011-12. Significantly, HAL's turnover has surged to Rs 16524 crores for the financial year 2015-16 with PBT standing at Rs 3210 crores for the year. HAL made a contribution of Rs 4284 crores to the government as buyback of 25 percent of the share capital and free reserves apart from paying a dividend of Rs 510 crores for the FY 2015-16. Anant G. Geete, Minister for Heavy Industries & Public Enterprises, G M Siddeshwara, Minister of State for Heavy Industries and Public Enterprises, A Luikham, Secretary DPE, R G Rajan, Chairman SCOPE and CMD RCFL were present on the occasion.

NPCI presents Unified Payments Interface (UPI) system (UPDATED)
National Payments Corporation of India (NPCI), the umbrella organisation for all retail payments system in the country launched next generation online payments solution - Unified Payments Interface (UPI) which will leverage trends such as increasing smartphone adoption and deeper penetration of mobile data. UPI will empower users to perform instant push and pull transactions seamlessly which will transform the way people make payments today. Dr. Raghuram Rajan, Governor, Reserve Bank of India (RBI) launched UPI along with Nandan Nilekani, Advisor to NPCI, Balachandran, Chairman, A P Hota, MD & CEO and Dilip Asbe, COO, NPCI in Mumbai. "Today a few banks have gone live with UPI out of 29 banks that had concurred to provide UPI service to their customers. We are confident that several banks will join UPI this year and the number will multiply further. Our focus is in line with RBI's vision of migrating towards a 'less-cash' and more digital society. NPCI has always been at the forefront to innovate and introduce new products and services at par with global standards," said A P Hota, MD & CEO, NPCI. Nandan Nilekani, Advisor to NPCI explained a few UPI use cases and addressed the forum to showcase 'How UPI shall change the landscape of Payments in the country'. At the event, winners of UPI Hackathon were also felicitated. It was a platform provided for start-up/developer community to accelerate innovation in payments arena in association with Indian Software Product Industry Round Table (iSPIRT). Vsoft Nerds, CPay, Fundu, Ultra Cash, Enablers emerged as top five winners of UPI Hackathon.

"PoK's re-unification with Mother India"


Pak's JIT post- India visit has the audacity of accusing India of staging the Pathankot attack. China invoked Veto to block banning of Masood Azhar as a global terrorist. Ruling out reciprocity, Pakistan's high commissioner has unilaterally declared suspension of peace talks with India. NIT, Srinagar is on boil. The scenario should compel India to re-visit its Pak policy.
Pakistan in its magnificent obsession with K- word , has a "Ministry for Kashmir affairs ".India responds by creating a composite division called : "PAI division "[Pakistan, Afghanistan & Iran) to handle three neighbours. Skewed priorities are out of sync with ground realities. POK is the hub of terror infra-structure from where terrorists sneak into J&K 24x7. India's foreign policy should be Kashmir-centric or, better still, PoK-centric due to following reasons.
( i) In order to control simmering discontentment in PoK, Pakistan has raised the constitutional status of PoK (Gilgit-Baltistan) as its fifth province (a part gifted to China).
(ii) Replace PAI division by "PoK Division" , will send strong signals to Pakistan about our shifting focus implying that the LOC is no longer considered sacrosanct by India in the changed security scenario ?
( iii) Let us recall that 24 seats had been kept in vacant by India in J&K Assembly to represent people of PoK after its liberation from Pakistan and merger with J&K. There is a need to take pro-active steps by encashing on PoK internal crisis and implement India's commitment to expanding J&K assembly. The tortured people of PoK support merger with India.
( iv) India should also consider reserving five or six vacancies to represent people of free PoK in Indian Parliament. This could be possible by adding a new Article, 370-A into the Constitution for "Providing additional five seats in the House of the People (Lok Sabha ) for the territory of State of Jammu and Kashmir partially under illegal occupation of Pakistan and keep these vacant until the occupied territory is reunited with its mother State of Jammu and Kashmir".
An aggressive foreign policy and use of military power would act as a bulwark against China-Pakistan's unholy alliance. No use remaining a docile neighbour and continue to suffer stoically at the hands of a rogue neighbour.

DATE WITH RTI

Copies of documents held after the completion of retention period

The appellant filed the RTI application seeking attested copies of external examination question papers of B. Arch. for a certain period, some answer sheets etc. The Respondent informed that according to rules of the University, the students are supposed to apply for copies of answer sheets, within 15 days from the date of declaration of the result. As per the University's retention policy, answer sheets are retained for three months, from the date of declaration of result. But, if the student fails to apply within the prescribed period of 15 days, the answer sheets cannot be given to the student, though the same are held by the public authority upto three months. The CIC ruled that the above retention policy of the University is not a correct practice. If they have retained the answer sheets, even after the prescribed retention period for any reason, they cannot deny if it is not destroyed as on the date of RTI application

Comments

No public authority can impose additional restrictions over and above those prescribed under Section 8 of the RTI Act to deny any information to the applicant. A Public Authority is expected to make its own record retention policy and provide information to any RTI applicant as per the same as long as the records are not weeded out. If the records have been retained even after the prescribed retention period, copies of the same cannot be denied if it is not destroyed as on the date of RTI application. Further, a Public Authority is required to hold the records, if an RTI application is pending before the authorities.
