Minister of Steel and Mines, Narendra Singh Tomar co-chaired a session on Ship Building, Ship Breaking and Ship Repair at the Maritime India Summit, 2016 held in Mumbai. Speaking on the occasion, Tomar said, "Shipping industry is an important component of Indian economy. The Make in India program announced by Prime Minister has put the manufacturing sector including shipping industry in focus and has accelerated progress in this sector." He added that the Shipping and highways ministry was put in charge of an able and visionary leader, Nitin Gadkari. Lauding the vision and efforts of the Shipping Ministry under the leadership of Gadkari he said, "He has initiated long-term plans for the shipping industry and development of waterways. The conference is the culmination of these efforts." Tomar said that waterways are important as these are cost effective, safe, faster, Environment friendly etc. Speaking about the symbiotic relationship between shipping and steel sector he said that Steel Industry and shipping Industry are complimentary to each other. Steel will be an important contributor to Indian shipping industry's growth. He further commented that transport cost is an important component of cost of manufacturing and it has direct impact on the profit of the companies. Waterways utilization needs to be enhanced and revamped. Citing examples from other countries Tomar said, "Countries like Korea, Japan & China understood the importance of linkage of steel Industry and shipping industry that has resulted in growth of both industries in these countries. A steel plant needs to transport raw material from distant places as well as transportation of finished goods to different parts of country. Our plants at Durgapur, Burnpur and Rourkela will benefit by development of inland waterways." Tomar expressed confidence that the discussion at the conference will come out with suitable and appropriate recommendations which will be beneficial to the overall growth of the nation. Tomar visited the stall of public sector giant Steel Authority of India Limited and appreciated its contribution to the nation's progress.

BEML enters dredging business (UPDATED)
With an objective of strengthening the "Make in India" initiative by Government, BEML Limited, a Defence Public Sector, has signed a Memorandum of Understanding (MoU) with Dredging Corporation of India Ltd for indigenous design, development and manufacture of spares for dredgers. The above MoU was signed by P Dwarakanath, CMD, BEML and Rajesh Tripathi, CMD, DCI Ltd. in the presence of Nitin Gadkari, Minister for Road Transport and Highways and Shipping and Rajive Kumar, Secretary, Ministry of Shipping. This MoU is for supply of various type of spares for the existing Dredgers and also supply of Backhoe Excavators for new Dredgers. Spares include heavy fabricated and machined components and hydraulic aggregates. By leveraging the infrastructure and technology base developed for Mining & Construction Machinery, BEML has entered into Dredging Business.

Submission of Lok Pal for 2014-16 by bureaucrats has been made a Jokpal by extending deadlines again and again and now nobody takes it seriously. It is said that High mighty bureaucrats have ensured that it never materialises. DOPT has been seen as a laughing stock. Why you do it when you don't want it, are they responsible to someone or DOPT is making fool of everybody. In this whole scenario governance and political masters have been made a laughing stock. Another example of DOPT callousness is implementation of RTP. It has exempted PMO, Cab. Sectt etc from the RTP and the staff continues till retirement. When PMO has changed almost all the staff and they have given an indication that no one is indispensable is there any logic to continue to exempt Cab. Sectt and other organisations from RTP. DOPT culture is most ineffective, prejudiced and never thought of changing the world. Cadre structuring keep on lingering for years together. Is this the way most prestigious organ of the Govt works. May God give some strength to DOPT to stand on their own and show some spine to cultivate work culture.

De-stress the litigants My Lords



While My Lords go into the recess and withdraw into the sylvan environs of the National Judicial Academy in Bhopal, they must insulate themselves for these few days from all newspapers, TV, mobile and other infectious communication mechanism and spare a few moments only to find out the way to de-stress the suffering litigants. Approximately 3 crore cases are pending even as the Ld Judges and Advocates work hard to adjudicate the small (petty) disputes of the ignorant litigants. Cases pending not because of lesser number of Judges, but because of unusually heavy files. Pray devise a mechanism to reduce the size of the file. Presently they are too bulky because of the style and manner of drafting the petitions, which run into hundreds of pages when the point of dispute can be reduced to 200 words. The system encourages the Learned to speak lies after lies under the bold words "Satyamev Jayate". Nobody respects the Truth. The court demands affidavits, a futile exercise. The plaint itself can be a sworn statement instead. The personal appearance of the parties can be reduced to minimum by using video conferencing facility. It will save precious paper, man hours of the judiciary, materials, money, transport discomfort, general harassment and lead to better administration of justice in India. Currently it is more delivery of law rather than justice. Cases of poor citizens praying for justice remain pending for several years whereas those who engage highly paid lawyers get early decisions.

Salary slip of a government employee

The Appellant sought a copy of the salary certificate of her husband which was denied by the PIO. She alleged that she was mistreated and turned out of the house of her husband, who sent her legal notices for mutual divorce later on. She further submitted that a case concerning the maintenance due to her is pending in a Family Court and she needed the information in the above context. She also prayed for imposition of penalty on the PIO for denying the information and payment of a suitable compensation to her in view of the fact that in the absence of the information sought by her, she has not been able to get an appropriate amount of maintenance from her husband.
The CIC observed that the salary slip would contain not only the information concerning the gross salary being received by an officer, but also the various deductions being made which is his personal information. The CIC directed to provide the information concerning the gross monthly remuneration received by the officer.

Comments

The case provides the fine distinction between public and personal information. Readers may recall that under section 4(1)(b)(x) of the RTI Act, the gross remuneration paid to an employee is to be disclosed proactively by the public authority.
