Railways is adopting a new strategy by introducing special trains with more facility and more fare. Tejas and Humsafar trains are being introduced with 15 -25 percent more fare and extra facilities. After recently introduced Mahamana Exp and Gatiman Exp more trains are in the pipe lines.

Rlys' Coastal Shipping Policy

Indian Railway is getting very good response by introducing Coastal Shipping Policy for the first time. Now freight movement has become fast from ports.

Is Kashmir slipping away from India?


Yes if we do not recognize and act on the very serious mischief being played there by the rogues in ISI. It seems these elements from the intelligence agency of Pakistan are provoking the locals who have already been alienated from India by our wrong handling as well as false propaganda by the paid agents of Pakistan-Hurriyat among those. The latest episode which caused the death of 5 young people in Handwara and Kupwara is one such incident. The two local boys teased the girl and the rumour was spread that an army Jawan molested her which led to large scale protests and violence. When the girl has testified before the CJM that no army man has molested her, Hurriyat and their ilk come out with the excuse that the same has been done under duress. The fact of the matter is that Pakistan army wants our army to be discredited so that they should be forced to leave the place to make it easier for them to move in. People of Kashmir are falling into their trap. They do not realize that if ever they become part of Pakistani state their condition is going to be worse. The kind of special privileges they enjoy today and the special status given to the state would not be available to them. Kashmir will then be occupied by the militants of Taliban variety from whom it would not be possible to save their girls. It is time that we also adopt some Machiavellian methods and expose the handiwork of ISI agents not only the valley but elsewhere also in our Universities where they are encouraging young students, maybe by paying them to stage anti-India protests. What happened in JNU on Feb.9 is a pointer towards a genuine concern that some outsiders have entered there to help ISI in their anti-India propaganda. It is time for our intelligence agencies to wake up and identify such mischief-makers and expose these nefarious games of ISI.

Salary slip of a government employee

The Appellant sought a copy of the salary certificate of her husband which was denied by the PIO. She alleged that she was mistreated and turned out of the house of her husband, who sent her legal notices for mutual divorce later on. She further submitted that a case concerning the maintenance due to her is pending in a Family Court and she needed the information in the above context. She also prayed for imposition of penalty on the PIO for denying the information and payment of a suitable compensation to her in view of the fact that in the absence of the information sought by her, she has not been able to get an appropriate amount of maintenance from her husband.
The CIC observed that the salary slip would contain not only the information concerning the gross salary being received by an officer, but also the various deductions being made which is his personal information. The CIC directed to provide the information concerning the gross monthly remuneration received by the officer.

Comments

The case provides the fine distinction between public and personal information. Readers may recall that under section 4(1)(b)(x) of the RTI Act, the gross remuneration paid to an employee is to be disclosed proactively by the public authority.
