High drama in Delhi Police?
DG Tihar Jail, J K Sharma, has stepped down from the post one day after
his appointment saying his appointment by AAP Government did not have
approval of the LG of Delhi. He is 1982 batch IPS officer of UT cadre.
Despite holiday, it is said that Sharma took over charge of his new
responsibility and in the late evening he stepped down from the post
of DG, Prison. Now the ball is in the court of LG of Delhi Najib Jung.

He has still 5 months to go. This debonair, courageous, highly proficient
and competent in his profession, who has lent great honour and dignity
to this post by his candid remarks, even at the cost of risking his
career deserves another term. Only other place he deserves is to relieve
Arun Jaitley, who should find out some other job .

As an economist, Raghuram Rajan has contributed the best in the capacity
of RBI Governor. Even before he came as CEA to Govt. of India, I have
an intuition that Rajan will become Governor of RBI one day. At least
no civil servant or politician should not be RBI Governor. An academician
with strong will power to say NO to political bosses may be made Governor
if Rajan is not given another term. But I plead he should be given another
term to move the wheels of growth and economic reforms.

Rut in the banking system due to unholy nexus
The rut in the banking system is due to unholy nexus between certain
bank officials and corporates given absence of reasonable deterrent
to bank officials for their misdemeanors. What were the banks doing
when the corporates were encumbering their promoters quota diluting
their stake whereas there is a covenant in every sanction that promoters
cannot dilute their holdings without sanction of lending banks. What
is the penalty? Withholding of two increments, pension cut of Rs 4000
for 2 yrs. The penalty is minimal given the large funds put at stake.
History reveals that a CMD in whose case CBI was denied permission to
prosecute was made CMD of a leading public sector finance co. by then
Govt, a GM of a bank was promoted as ED in whose case CBI had sought
permission to prosecute.

Bank loan defaulters name ?
RBI has told Supreme Court not to make the defaulters name public. How
RBI can ask SC when we have RTI Act. Is it not against the RTI Act and
information should be available in public domain as being the tax payers
money. How Banks are writing off loan after some period ? Should this
money not to be recovered from Bank employees who were responsible for
sanction of loan. In fact the complete list of defaulters who have taken
loan from 1 crore and above to be published or to be put up in respective
bank web-sites to have complete transparency in working. RBI should
be strict enough in this regard and ask banks to keep the list ready
instead of asking SC not to make the names public. It is submitted RBI
to make the names of defaulters public in the National Interest so defaulters
take steps to return the loan taken from banks.

Salary slip of a government employee
The Appellant sought a copy of the salary certificate of her husband
which was denied by the PIO. She alleged that she was mistreated
and turned out of the house of her husband, who sent her legal
notices for mutual divorce later on. She further submitted that
a case concerning the maintenance due to her is pending in a Family
Court and she needed the information in the above context. She
also prayed for imposition of penalty on the PIO for denying the
information and payment of a suitable compensation to her in view
of the fact that in the absence of the information sought by her,
she has not been able to get an appropriate amount of maintenance
from her husband.
The CIC observed that the salary slip would contain not only the
information concerning the gross salary being received by an officer,
but also the various deductions being made which is his personal
information. The CIC directed to provide the information concerning
the gross monthly remuneration received by the officer.
Comments
The case provides the fine distinction
between public and personal information. Readers may recall that
under section 4(1)(b)(x) of the RTI Act, the gross remuneration
paid to an employee is to be disclosed proactively by the public
authority.
