DEBATE (1)

Raghuram Rajan must be given another term or elevated to Finance Minister. He is the only capable person around. Kindly do not make any IAS officers RBI Governor. That will be a disaster. Already many institutions have been destroyed by them for their self aggrandizement.

Vikram Singh

DEBATE (2)

None other than an economist of known credentials. We are presently having one of the best Governors in last so many years. Second choice can be a banker. Certainly not any politician or bureaucrat.

Put gross pay of all officers on-line

Why can't the government put the gross pay of all the officers on-line ? It is already fixed for every rank and there is nothing to hide. This will save numerous RTI Applications and unnecessary appeals. I don't think anybody who can implement it would care to read this order.

Salary slip of a government employee

The Appellant sought a copy of the salary certificate of her husband which was denied by the PIO. She alleged that she was mistreated and turned out of the house of her husband, who sent her legal notices for mutual divorce later on. She further submitted that a case concerning the maintenance due to her is pending in a Family Court and she needed the information in the above context. She also prayed for imposition of penalty on the PIO for denying the information and payment of a suitable compensation to her in view of the fact that in the absence of the information sought by her, she has not been able to get an appropriate amount of maintenance from her husband.
The CIC observed that the salary slip would contain not only the information concerning the gross salary being received by an officer, but also the various deductions being made which is his personal information. The CIC directed to provide the information concerning the gross monthly remuneration received by the officer.

Comments

The case provides the fine distinction between public and personal information. Readers may recall that under section 4(1)(b)(x) of the RTI Act, the gross remuneration paid to an employee is to be disclosed proactively by the public authority.
