Why AAP govt takes panga with LG?
Relations between AAP govt and LG, Delhi have never been cordial. Latest point of tension between the two is over the appointment of DG, prison. It is said that his orders were issued without the consent of LG. It is said that in a meeting LG had expressed displeasure over the whole episode. RBI is the Banking Regulator . Should it ,and Shri Raghuram Rajan not be held responsible for the mess in the banking sector? The fact that proper due diligence was not being done when lending to large corporates and maybe receipt of kickbacks to politicians and bank officials has been talked about for years now. RBI could not have been unaware of such practises as the Regulator.

"Treat bureaucrats with dignity"

Delhi CM Kejriwal's stern warning to Delhi's bureaucracy : "Officers must follow govt orders or, else go to Centre or resign " (TOI ' April 20,2016 ), is disturbing , betraying his authoritarian mindset. Contrast this with PM Modi's pep talk to central government bureaucrats on the Civil Services Day ( April 21,2016) and awards for outstanding works. Sample CM Kejriwal. He could have exhorted the bureaucrats on similar lines, instead of issuing a veiled threat to them from a public platform. Reprehensible, unwarranted and unbecoming of a politico holding the high office of Chief Minister.
The CEO, no doubt, is entitled to have its team of trusted ( Read as pliable ) bureaucrats for implementing its policies. All States of the Union of India and UTs face this problem. They do not often succeed in getting officers of their choice from Central government. But, issues are sorted out through discussions keeping in view the transfer policies and other considerations. Consultative mechanism rather than confrontationist approach is the mantra to overcome differences of opinions and arrive at a consensus. The issues are not Delhi-specific.
A humane approach always works. But, this is alien to Kejriwal's genre. As a control freak, egoistic, endowed with 'holier than thou' attitude with cravings for cheap publicity, he has harmed Delhi's interests at the cost of tax payers' money. Bureaucrats' selections are merit-based unlike the political class. They are supposed to be politically neutral. Kejriwal's lousy outburst against Delhi bureaucrats (even out of desperation) is not acceptable in a civilized society. He has made a joke of himself.

CBDT changes

This refers to the report in Whispers about impending changes in CBDT.
Looking to the experience so far, CBDT does not have competent officers who can break new ground in ensuring efficient working at the same time being tax payer friendly. Their performance in catching large evaders is simply miserable.
Finance Ministry needs to change the entire higher echelons of CBDT and appoint dynamic yet practical persons.

Salary slip of a government employee

The Appellant sought a copy of the salary certificate of her husband which was denied by the PIO. She alleged that she was mistreated and turned out of the house of her husband, who sent her legal notices for mutual divorce later on. She further submitted that a case concerning the maintenance due to her is pending in a Family Court and she needed the information in the above context. She also prayed for imposition of penalty on the PIO for denying the information and payment of a suitable compensation to her in view of the fact that in the absence of the information sought by her, she has not been able to get an appropriate amount of maintenance from her husband.
The CIC observed that the salary slip would contain not only the information concerning the gross salary being received by an officer, but also the various deductions being made which is his personal information. The CIC directed to provide the information concerning the gross monthly remuneration received by the officer.

Comments

The case provides the fine distinction between public and personal information. Readers may recall that under section 4(1)(b)(x) of the RTI Act, the gross remuneration paid to an employee is to be disclosed proactively by the public authority.
