I think mess created in 68 years by IAS is enough evidence of bad delivery and and poor performance. In view of this professional only be appointed as RBI Governor who could create new organizations, small factories, start ups etc especially for employment of 25-35 age group a large number of whom are unemployed and into crime too for that reason.

"Who should be the next RBI Governor ?"


In order to locate a suitable successor to present RBI Governor, let us peruse the profiles of previous incumbents. Check RBI website: out of total 23 Governors,12 were former civil servants (ICS, IAS ) while the rest represented fields of economics, banking, finance etc. So, the easiest way to become a RBI Governor is to get into the IAS. But, that's not easy either.

Raghuram Rajan was the first in past 10 years to have broken the monopoly of civil servants. His strength : Meritorious but with independent mindset. His weakness: Proximity with the Congress -led UPA regime. He kicked off a crisis by his " Andhon mey kanaa Raja " gaffe starting the raging controversy on RBI's autonomy getting compromised. His perceived proximity to P Chidambaram has a negative impact on extension of tenure. Political dispensations are invariably uncomfortable with people from outside the system, more so, if they are not considered pliable. Consider the flipside. Retired civil servants, as insiders, are not always trustworthy. Once ensconced as RBI Governor, some could hit back at the empire with vengeance.
The present practice of appointing RBI Governor, is not transparent. PM in consultation with FM, approves the appointment. This is an arbitrary exercise based on pick and choose. Reasons for rejecting names are never made public. There must be checks and balances to eliminate interference by bureaucrats due to inherent tendency to push their own tribe to top jobs.
All things considered, the Search Committee mechanism would be the best option to follow for short listing the three candidates representing sectors like Professional banker, finance, economics, law, public administration etc-- all on basis of interviews. Reasons for shortlisting must be recorded by the search committee. The PM in consultation with FM, could select one out of the shortlist of three.

Government's successive failures!


Success and failures are part of life but Govt. has miserably failed in last 67 years about widening tax net of people earning more than Rs.50 lakhs per annum. Govt approached so far has been bottom up approach and all time, energy and man power is wasted in chasing small tax payers. Let us change the strategy and follow up top down approach to categorise in brackets earning more than 50 lakhs, earning between 25-50 lakhs, earning between 10-25 lakhs. Let CBDT and Finance Ministry to work out the single point agenda to find out the people earning more than 50 lakhs in addition to 1.5 lakhs who have filed their returns. How to identify the people by preparing data having luxury cars, bungalows, undertaken foreign travels, bought jewelries, costly items, stayed in five star super deluxe hotels etc. and then do data mining. Cover other categories of income later. Govt. has to formulate the methodology before proceeding. The figure of the people earning more than 50 lakhs is estimated some where between 50 lakhs to 1 crore. Govt. seems to be completely blank how to proceed? Whatever is followed it ends with only small tax payers whose income is less than 10 lakhs. It is by nature or designed so, is not clear. Let Finance Minister put his intelligence and direct the Ministry in identifying the people earning more than 50 lakhs. CBDT is having requisite experience and knowledge about the tax payers as they are well aware about the people during his official engagement but do not take the action as required. Challenge for the Govt. to do something in identifying people whose taxable income is more than 50 lakhs apart from who have filed their ITRs. Do not waste energy in finding out who has purchased MF for Rs. 50000, deposited cash 2 lakhs in S/B account and so on. It should be clear enough the target more than 50 lakhs.

Let all Secretaries retire on due dates and thereafter none should be given any post. After retirement lobby runs for such engagement, which is not good for the country.

Exuding revulsion


One watched Arvind Kejriwal rant against civil servants on Civil Service Day with dismay. With his holy halo and imaginary crusader penchant, he is exuding revulsion. He is losing a golden opportunity to become a statesman by providing leadership and developing systems to solve problems. This quarrel with the tools of governance - lets face it, without bureaucracy nothing useful can be done - is making him a joker. it is a wonder that he is not yet swatted like a pest. When is he going to mature and ripen or is he going to perish like a premature ripened raw mango ?

DATE WITH RTI

Missing log book

The appellant sought a copy of log book of an office vehicle. It was denied claiming that the log book was missing and hence the copy could not be provided. The CIC noticed that the driver had claimed about loss of log book after RTI application was filed and no action was taken against the driver for the loss of log book. The Commission noticed that the Manager, HR had not taken any major initiative or effort to trace the log book and conveniently facilitated the transfer of the driver, who had happily escaped from any liability for the loss of log book. Holding that such an act indicated such suspicion that office did not want to disclose the log book, the CIC issued a show cause to the PIO why maximum penalty should not imposed against him for raising illegal defence of a missing log book. The CIC awarded a compensation of Rs. 5000/- to the appellant for denying information.

Whenever a document is missing, action needs to be initiated immediately to trace it out. A public record should be kept properly and responsibility should be fixed for any mislaid records.
