DEBATE (1)

For God sake, no IAS Officer should be posted as either Governor or Deputy Governor of Reserve Bank of India. IAS is simply a generalised cadre and no specialty is attached to this service. It is only in the fitness of things that an economist or expert in Finance/Public Finance with Masters in Public Finance/ micro and macro economics from prestigious universities should be posted. The IAS has done incalculable harm in all fields, especially capital market and banking.

Radhikai

DEBATE (2)

Raghuram Rajan is an economist of top international repute. He is one of the best governors of RBI ever. That he is not genuflecting to the government of the day, but thinks of only the national interest is his greatest quality. The governor of the RBI has to be independent. He is a national asset and has served the country well. If he is willing, he should be given a second term, in the national interest.

Vijay Kumar

DEBATE (3)

Whosoever, he may be, he should know what is good house keeping. Intelligence and Experience in the subject is one thing and LOOSE TALKING belittling our country and 'washing our dirty linen in public' is another. The new RBI Governor should not be eccentric like the present one.

J K Sastry

Anant Kumar IPS of 1994 batch is empanelled as JS when this IAS of 1998 is. 4 years' seniority is a stunning discrimination between the All India Service officers.

Disaster in Post Office working ?

Post offices in India have been connected thru CBS software to be ready for banking operations. It looks that at least more than 90% post offices are facing problems and not able to deliver the expected results. The output has reduced in comparison to earlier work due to net problems, untrained staff to operate computers, connectivity and server problems, and biggest unwillingness of staff to learn new things. Govt. has to re-asses the things to start banking operation in post offices. Sub-post offices are worst affected as there is only two to three people to work and are unaware of the operation. Interest rates have been reduced and people may not go to post offices for any deposits. Govt. is all supportive of "Beti Bachao Beti Padhao" then why interest rate of Sukanya has been reduced. It gives impression that what Govt. says is different what it does. When thousands of crores subsidies are being given then why touch interest rate of Sukanya Scheme which is meant only for girls. It is submitted to restore the old interest rates in Sukanya for sake of "Beti Bachao Beti Padhao".

First hand experience

A few months back, the Modi regime had devised an innovative scheme of packing off its Secretary level officers to their first places of postings and enrich the government with their feedback on such trips. When George Fernandez was Defence Minister, he sent the ministry's officials to Siachen to see for themselves the way the soldiers were living there, so that while putting objections on the files meant for providing facilities to them, they were aware of the ground realities. Swachh Bharat scheme was started across the nation with the rider to each and every office that they would videograph the cleanliness drive in the offices, and send the CDs to the government. Now the Centre government has deputed various deputy secretary/director level officers to fan out , tell people about and study the implementation of Modi govt's various ambitious schemes. What has the government been doing with the in-depth and comprehensive Swaminathan report, which was promised to be implemented by this government ? There is no harm in getting the feedback on the ongoing schemes, but implementing the universally acknowledged reports like Swaminathan's will resuscitate the rural India ,which is on ventilators Modi may explain to the rural India why he wants to double the income of farmers in 2022 and not now. How will he do it only God knows or the giant in Aladin's lamp. In Punjab ,will the administration take the officers from govt of India to a village ,which has panchayat from the opposition party or is apolitical ? The schemes are by and large implemented here on the party lines and the others are not allowed to become beneficiaries, in spite of their penury. The recommendations of Halqa incharges are only recognized. Who will tell them that the education and health in the rural areas has gone in danger zone? And what use is the feedback when the development pattern is partisan and corporate driven? As it has been happening hitherto-fore the reports will be submitted and the these junkets will continue to churn out junk, which the government must weed out periodically to keep alive the Swachh Bharat campaign.

Missing log book

The appellant sought a copy of log book of an office vehicle. It was denied claiming that the log book was missing and hence the copy could not be provided. The CIC noticed that the driver had claimed about loss of log book after RTI application was filed and no action was taken against the driver for the loss of log book. The Commission noticed that the Manager, HR had not taken any major initiative or effort to trace the log book and conveniently facilitated the transfer of the driver, who had happily escaped from any liability for the loss of log book. Holding that such an act indicated such suspicion that office did not want to disclose the log book, the CIC issued a show cause to the PIO why maximum penalty should not imposed against him for raising illegal defence of a missing log book. The CIC awarded a compensation of Rs. 5000/- to the appellant for denying information.

Comments

Whenever a document is missing, action needs to be initiated immediately to trace it out. A public record should be kept properly and responsibility should be fixed for any mislaid records.
