Panchayat Day to be celebrated out of Delhi
For the first time, National Panchayat Day is being celebrated out of national capital Delhi. It will be observed in Tatanagar (Jharkhand) on April 24, this year. India has 2.58 lakh panchayats. Programmes of various nature will start from April 14.

DPC for promotion in Delhi Police held

The much awaited DPC, in its meeting has reportedly cleared promotions of 1985 batch Delhi Police IPS officers for DG and 1989 batch for Special DG. Five 1989 batch IPS officers Sandeep Goel, Sanjay Bainiwal, Ranvir Singh Krishnia, Mukesh Kumar Meena and Sunil Kumar Gautam are believed to have been cleared for Special DG.


Will Negi be a dark horse for DGP of HP ?

Airports Authority of India gets applaud for ranking of four of its airports amongst top five airports in the world.

Airports Authority of India (AAI) tasked for providing state-of-the-art passenger facilities and air navigation services at all the airports in the country celebrated its 21st Annual Day on 1st April, 2016 at Siri Fort Auditorium, New Delhi. Mahesh Sharma, Union Minister of State for Civil Aviation was the Chief Guest and RN Choubey, Secretary (Civil Aviation) was the Guest of Honour in the function.

Before the start of the cultural programme, the AAI achievers in their respective fields were felicitated for their commendable contribution, key awardees being Airport Director, Jaipur, Lucknow, Goa, Trivandrum and Srinagar for the best ASQ Rating by Airports Council International for their airports. The awards were given by the Minister in the presence of other dignitaries.

Speaking on the occasion of AAI's 21st Annual Day celebrations, Minister of State Dr. Mahesh Sharma, asserted that seeing the phenomenal growth over the last two years, the Indian Aviation sector is set to improve its global ranking from No. 9 to No. 3 by 2020. He also congratulated the entire AAI family for the commendable achievements in the recent past in the field of development of airports infrastructure, air-navigation services, corporate social responsibilities, etc.

On this occasion, Secretary (CA) RN Choubey, reaffirmed his confidence on the services provided by AAI towards the goal set by Government of India in the field of civil aviation. He congratulated the entire AAI family for AAI's achievements during the past one year and also acknowledged the august gathering that AAI's persistent efforts to improve the services and passenger facilities at its airports have placed AAI amongst the best service provider in the world.

Speaking on the occasion Chairman, AAI Sudhir Raheja reeled out the number of achievements made and accolades earned by AAI during the year and also informed about the developments of Airport infrastructure in the country and stated that AAI takes pride to inform that under the aegis of Ministry of Civil Aviation two key airport development projects namely Chandigarh and Tirupati airport were dedicated to the nation by Prime Minister of India. In addition airport development projects at Kadapa and Khajuraho were dedicated to the nation by Union Minister of Civil Aviation P. Ashok Gajapathi Raju during the year gone-bye. He further affirmed that AAI has also drawn a roadmap for generation of non-traffic revenue, marketing strategy, making available the airport infrastructure in every nook and corner of the country, training and re-training the human resources, making them capable to take up the challenges, undertaking the CSR responsibilities and above all promotion of Regional Connectivity scheme, a important feature of MoCA's Civil Aviation Policy 2015.

Annual Day programme concluded with fun-filled musical evening "Swar Sandya" presented by renowned artists Rekha Bhardwaj and Sugandha Mishra and the audience were spell bound with their presentation.

Regarding implementation of the Report of the 7th CPC.
This refers to the specific recommendation under Highlights No.12 of the 7th CPC regarding pay parity among central government employees (CSSS, CSS) Headquarters and employees working in Non-secretariat organizations i.e. field.
In this connection, the representatives of Central Government employees are raising a point regarding down grading of their Grade Pay to their counterparts working in field offices i.e. Non-secretariat organizations, which also covers the central autonomous bodies. Needless to mention that the recruitment rules/process, other service bye-laws and nature of duties of both categories of employees are the same.
It would have been better if they should have demanded for similar pay-scales for common categories as per recommendations of the 7th CPC. Needless to mention that 6th CPC also made same recommendation which was accepted by the Central Government but later changed which was totally against the spirit of recommendations of the 6th CPC duly approved by the Cabinet.
My submission is that since employees working in non-secretariat organizations which also includes employees of central autonomous bodies are not represented in Delhi, therefore, officers of the Finance Ministry and DoPT who are part of the Empowered Committee constituted by the Prime Minister of India may please address this issue and do the justice.

With due respect, when are you going to post the promotion list of Class IV to Class III. Do some constructive job doing than postings and transfers in the Central Secretariat Service. I know pretty sure that the Class III and Class IV won't pass on any secret information to your columns.

DATE WITH RTI

Copies of documents held after the completion of retention period

The appellant filed the RTI application seeking attested copies of external examination question papers of B. Arch. for a certain period, some answer sheets etc. The Respondent informed that according to rules of the University, the students are supposed to apply for copies of answer sheets, within 15 days from the date of declaration of the result. As per the University's retention policy, answer sheets are retained for three months, from the date of declaration of result. But, if the student fails to apply within the prescribed period of 15 days, the answer sheets cannot be given to the student, though the same are held by the public authority upto three months. The CIC ruled that the above retention policy of the University is not a correct practice. If they have retained the answer sheets, even after the prescribed retention period for any reason, they cannot deny if it is not destroyed as on the date of RTI application

Comments

No public authority can impose additional restrictions over and above those prescribed under Section 8 of the RTI Act to deny any information to the applicant. A Public Authority is expected to make its own record retention policy and provide information to any RTI applicant as per the same as long as the records are not weeded out. If the records have been retained even after the prescribed retention period, copies of the same cannot be denied if it is not destroyed as on the date of RTI application. Further, a Public Authority is required to hold the records, if an RTI application is pending before the authorities.
