Why IAS officers want transfer from Delhi
govt?
All is not well with the Delhi govt. Bureaucrats are not happy with
the work culture of the Delhi Government. Chetan Singhi, a 1988 batch
IAS officer and PS, PWD & Industries, Delhi Govt is on leave since
January this year. Amar Nath, Secretary, Health, Delhi Govt has extended
his leave. He is on leave since February. He has reportedly approached
the MHA for central deputation. Both are AGMUT cadre IAS officers. Sanghi
has also sought his transfer to the centre.

Gets wiser on foreign policy
The recent visit of the JIT to spell out role of Pakistanis elements
in the dastardly attack on Pathankot Airport, very lucidly and unambiguously
brings out the shift in the foreign policy, taking it back to the days
of Vajpayee and Manmohan Singh. The regime seems to have seen through
the perils of pompous talks, vain-glorious sloganeering, and flexing
not very strong muscles to browbeat its sovereign neighbours. The shift
has broken the myth of fear and danger of ISI, as its member was present
at Pathankot without bringing any harm. The government also needs to
act with same maturity while dealing with centuries old friends like
Nepal. The NIA team will now go to Pakistan to find out the truth about
Pathankot adventure of the so called Pak fringe elements. But why Dina
Nagar episode has been wrapped in covers is still a mystery. Do we know
everything about it ? The answer is in the negative, if the reporting
about the rejection of request of NIA by the Punjab government, to it
enquiring into the matter ,is true. Why should NIA abdicate its authority
in favour of Punjab Government, when the shocking episode has explicit
international ramifications, is a sad commentary on the working of NIA
.The government needs to show same maturity at home front too to contain
fringe elements, who keep the government busy in petty politicking and
street quarrels ,If the nation is to move forward

Pakistan. Recall Sharm-el-Sheikh fiasco. The mention of Balochistan
in the Joint Statement of the then PMs-- Dr Manmohan Singh and Yusuf
Raza Gilani -- at Sharm El Sheikh in 2009, had created a huge furore
in India and the same was interpreted as India's surrender to Pakistan.
A serious blunder and utter foolhardiness on part of UPA government,
it was. I have checked records. The BJP , as part of the Opposition,
had in 2009, stoutly condemned UPA's stand. It is now BJP's turn to
correct the perspective. Let India extend full support to the liberation
of Balochistan. This would be a matching response to Pak's explicit
support to the Hurriyat leaders.
The US, though sympathetic to Baloch cause, continues to extend financial
assistance to Pakistan to counter the growing Chinese primacy in the
region- through construction of Chinese assisted Gwadar port and the
Makran highway project. But, this should not deter us.
The Balochistan Liberation Army, Lashkar-e-Balochistan and the Baloch
Liberation United Front are the militant groups, ready to wage a full-scale
war against Pakistan army. There is a long pending grievance against
the Pakistan central government which is systematically suppressing
development in Baluchistan to keep the poor Balochis under its thumb.
Against this background, the country has the right to know : What will
be India's stand, in case, the Balochi separatists, on the analogy of
Bangla Desh war, declare themselves independent from the clutches of
Pakistan. Will India stand by Balochistan - militarily and diplomatically
? If yes, let India be ready for taking pro-active steps.

Copies of documents held after the completion of retention
period
The appellant filed the RTI application seeking attested copies
of external examination question papers of B. Arch. for a certain
period, some answer sheets etc. The Respondent informed that according
to rules of the University, the students are supposed to apply
for copies of answer sheets, within 15 days from the date of declaration
of the result. As per the University's retention policy, answer
sheets are retained for three months, from the date of declaration
of result. But, if the student fails to apply within the prescribed
period of 15 days, the answer sheets cannot be given to the student,
though the same are held by the public authority upto three months.
The CIC ruled that the above retention policy of the University
is not a correct practice. If they have retained the answer sheets,
even after the prescribed retention period for any reason, they
cannot deny if it is not destroyed as on the date of RTI application
Comments
No public authority can impose additional restrictions over and
above those prescribed under Section 8 of the RTI Act to deny
any information to the applicant. A Public Authority is expected
to make its own record retention policy and provide information
to any RTI applicant as per the same as long as the records are
not weeded out. If the records have been retained even after the
prescribed retention period, copies of the same cannot be denied
if it is not destroyed as on the date of RTI application. Further,
a Public Authority is required to hold the records, if an RTI
application is pending before the authorities.
