Chat with my Neighbour ..

My neighbour a retired Banker drops in for a Cuppa ...

Neigbour: Wow Modi gets Saudi Arabia's highest civilian award ..

Me: Yup real honour ...

N: Seems the Saudis are looking beyond their Oily days... and fact that Modi is here for the long haul. UAE's example is there for them to see...

M: And then Saudis have a yen for construction..... India is their best bet for manpower or Contracts. China is competitive in Contracts but then their secondary objective is info gathering ... which makes any Nation... especially secretive Saudis uneasy.

N: You know Saudis as a policy do not allow Foreigners to give speeches on Saudi soil ... except maybe at Official Banquets... but they made an exception for Modi ...Modi's track record ... wherever he has addressed Indians he has always said... you make India proud ..make it more proud of you.

M: I think very soon a Saudi Bank will setup shop here and I expect Saudi investments.....

N: I hear the Kind of Saudi Arabia has accepted Modi's invite to visit India ..

M: Won't be in near future so Government will have time to requisition one of the Swanky Hotels in the Capital to install a Gold WC and Basin in the Master Toilet of its best Suite ... ceramic ones are a no no for Saudi Royalty ...

N: Just saw Mehbooba Mufti being sworn in ..got me wondering what was her meeting with Sonia all about...

M: Sonia must have tried to be the party pooper... she judged BJP like Congress .... for power Congress would have compromised though later it could have ditched ... she thought her meeting Mehbooba would make BJP panic and give in to Mehbooba's demands ..but this is BJP after a certain point they stonewalled Mehbooba .. hope both the Ladies have learnt a lesson..

N: Do you know 15 Central Excise and Customs personnel have been sacked. .

M: Can they do this .... aren't Government jobs ...jobs for life ...

N: Of course they can .. Rule 56 J of Fundamental Rules .... was last used in 1985 ... Officials known to be laggards.. corrupt ... habitual harassing mindset have been sacked...

M: Other Departments could also do the same .... its the Modi Mantra ...perform honestly or make way for others to do the needful. ..

N: So RBI will reduce interest rates tomorrow.... 25 basis points ... inflation is picking up... so there is an outside chance RBI Guv would maintain status quo ...

M: I think knowing Jaitley's fixation with 6 his aim is to being down rates to 6.66% ..

N: And in the elections the way he's going after savings and making savings lesser and lesser attractive the Middle Class would hit BJP for a six....

Interesting reading on Balochistan

It is interesting to read readers comments on Balochistan , and how NDA govt led by BJP should act. The Defence Budget this year at 1.72 of the GDP is a clear statement of the vision of the leadership for war. This budget allocation is at the same level as that in 1962! Yes in that year!! That is the current reality? Yes.

DATE WITH RTI

Copies of documents held after the completion of retention period

The appellant filed the RTI application seeking attested copies of external examination question papers of B. Arch. for a certain period, some answer sheets etc. The Respondent informed that according to rules of the University, the students are supposed to apply for copies of answer sheets, within 15 days from the date of declaration of the result. As per the University's retention policy, answer sheets are retained for three months, from the date of declaration of result. But, if the student fails to apply within the prescribed period of 15 days, the answer sheets cannot be given to the student, though the same are held by the public authority upto three months. The CIC ruled that the above retention policy of the University is not a correct practice. If they have retained the answer sheets, even after the prescribed retention period for any reason, they cannot deny if it is not destroyed as on the date of RTI application

Comments

No public authority can impose additional restrictions over and above those prescribed under Section 8 of the RTI Act to deny any information to the applicant. A Public Authority is expected to make its own record retention policy and provide information to any RTI applicant as per the same as long as the records are not weeded out. If the records have been retained even after the prescribed retention period, copies of the same cannot be denied if it is not destroyed as on the date of RTI application. Further, a Public Authority is required to hold the records, if an RTI application is pending before the authorities.
