Major retirement of IAS officers in 2016
As many as 332 officers belonging to Indian Administrative Service of
various cadres and batches are retiring in 2016.
1981/1982 batches in consideration for Ambassador to US ?
Prime Minister Modi in recent visit to Washington DC for Nuclear Security
Summit discussed the names of officers in consideration after retirement
of Arun K Singh in August 2016. Reliable sources report that PM Modi
considered names of officers of 1981-1982 batches for appointment to
the critical post. While India's High Commissioner to Sri Lanka Y. K
Sinha is a front runner for the top diplomatic assignment, PM Modi is
giving serious thought to officers who have an experience in working
in United States. He was reportedly extremely happy about outcomes of
his visit to West Coast in September 2015.
1979 batch IPOS likely to miss the bus for Secretary Posts
Shekhar Kumar Sinha, a 1979 batch IPOS who is retiring in July this
year may miss the bus for the post of Secretary Posts. Presently he
is a Member in Postal Service Board and senior most officer after the
Secretary. If he is appointed he will be Secretary for three months.
Gujarat Chief Secretary to get extension ?
Gujarat Chief Secretary Ganga Ram Aloria is expected to get three months
extension in service in July. He is 1981 batch IAS officer of Gujarat

today ? (UPDATED)
A major IAS reshuffle is expected to take place in Madhya Pradesh today.
About three dozen IAS officers including one dozen Collectors are expected
to figure in the transfer list.

PS to CM was given an additional charge of New Raipur Development Authority

HAL's turnover surges to all time high at
Rs. 16524 cr
(UPDATED)
HAL's turnover has surged to Rs 16524 crores for the Financial Year
2015-16. "It is all time high with PBT standing at Rs 3210 crores
for the year", says T Suvarna Raju, CMD, HAL. All 12 Su-30 MKI
aircraft produced during the year were from raw material phase while
production of 17 Hawk aircraft is the highest ever achieved in a year",
he adds. The production highlights of the year 2015-16 include 60 new
aircraft and helicopters, overhauling of 229 aircraft and helicopters,
94 new engines, 446 engines overhauled and supply of 143 aerospace structures.
On 'Make in India' front 2021 items were indigenized which will result
in FE savings of Rs 126 crores annually. More than 300 imported systems
and sub-systems have been hosted on HAL's website (Make in India section)
to enable private industries to take up indigenization. HAL has made
a contribution of Rs 4284 crores to the Government as buyback of 25%
of the share capital and free reserves apart from paying a dividend
of Rs 510 crores for FY 2015-16. The Company's export stood at Rs 401
crores for the year. The Company had achieved a turnover of Rs 15622
crores for FY 2014-15 and PBT of Rs. 3173 crores. The past year was
extremely good for the Company with several milestones coinciding with
the Platinum Jubilee year of the Company. These include starting of
core engine run of 25 kN engine, launching of new Design and Development
of 1200 kW turboshaft engine, autonomous flight testing and maiden flight
of mini UAV and laying of the foundation stone for HAL's new Helicopter
manufacturing facility at Tumakuru in Karnataka, said Raju.

Views of SBI Chairperson on RBI monetary policy

Mrs Arundhati Bhattacharya, Chairperson, SBI, has expressed her views
on the RBI monetary policy. She said, "the RBI decision to cut
repo rates by 25 basis points was as per market expectations even as
the liquidity management measures were a pleasant gift to the market.
The decision to keep liquidity deficit at neutral mode and also narrowing
the LAF corridor will result in a predictable and stable liquidity regime
going forward facilitating better transmission across financial markets.
On the whole, the policy is fairly supportive of the evolving macro
scenario."
NVVN pays dividend to NTPC (UPDATED)
NTPC 's wholly owned subsidiary NTPC Vidyut Vyapar Nigam ( NVVN) has
paid an interim dividend of Rs 20 cr equivalent to 100% percent of equity
of NTPC for the financial year 2015-16. The cheque for the amount was
given by N K Sharma, CEO, NVVN to Gurdeep Singh, CMD, NTPC in the presence
of senior officials of both the companies. NVVN has paid cumulative
dividend of Rs 107.63 cr to NTPC since inception.

Copies of documents held after the completion of retention
period
The appellant filed the RTI application seeking attested copies
of external examination question papers of B. Arch. for a certain
period, some answer sheets etc. The Respondent informed that according
to rules of the University, the students are supposed to apply
for copies of answer sheets, within 15 days from the date of declaration
of the result. As per the University's retention policy, answer
sheets are retained for three months, from the date of declaration
of result. But, if the student fails to apply within the prescribed
period of 15 days, the answer sheets cannot be given to the student,
though the same are held by the public authority upto three months.
The CIC ruled that the above retention policy of the University
is not a correct practice. If they have retained the answer sheets,
even after the prescribed retention period for any reason, they
cannot deny if it is not destroyed as on the date of RTI application
Comments
No public authority can impose additional restrictions over and
above those prescribed under Section 8 of the RTI Act to deny
any information to the applicant. A Public Authority is expected
to make its own record retention policy and provide information
to any RTI applicant as per the same as long as the records are
not weeded out. If the records have been retained even after the
prescribed retention period, copies of the same cannot be denied
if it is not destroyed as on the date of RTI application. Further,
a Public Authority is required to hold the records, if an RTI
application is pending before the authorities.
