M: Chalo take it to be 7 minutes... which translates to 70 minutes if your are travelling from Delhi to Kolkata ...and if you take the actual saving of 17 minutes then 150 minutes saving from Delhi to Kolkata ...and then do keep in mind the facilities on the New Train.

Political poaching-SYL Canal

Inter-state water and SYL canal issue has been intermittently at the centre- stage of Punjab and Haryana relations for more than half a century and still it may continue to breed soar slogan shouting throats and swords wielding frontmen. .Sutlej -Yamuna link canal issue first seriously affected the Punjab psyche in 1982,when earth was broken by Indira Gandhi, to lay its foundation stone. People must know that the present day political poachers were the major contributors to its coming into existence. Incumbent Cm now was the CM then in 1978 to acquire land, Amarinder Singh was MP in 1982 and attended the foundation laying function. However as an aftermath of Rajiv-Longowal Agreement,Barnala government was formed in Punjab after friendly electoral battle with Congress.This government put the construction at fast track..Amarinder singh was minister for agriculture and Sucha singh Chhotepur was also a minister in that government.These people enjoyed power by compromising the interests of the state and now they were acting as if they were their saviors.The order of the Supreme Court on January 15,2002,shook the state government from its deep slumber and complacence as it had been ordered by the apex court to complete the work within stipulated period and in case it did not comply the Central government would do it.Then the state government filed suit and Review petitions in the Supreme Court and also passed Termination of Agreements Act 2004 to say goodbye to its legal obligation to construct the canal.Now the Supreme court will decide the Presidential reference against the Punjab legislation i.e. Termination of Agreements Act.The Centre government has now pleaded neutral stand on the issue.It should have taken a legal stand instead.It should have studied the agreements brought aboutt under political duress without following the law.The latest action of the state government to legislate de-notification of the land acquired for the canal is a meaningful action,but it could have been done 9 years earlier.In this case Punjab looks forward for justice without relying on the forced agreements under political compulsions.

DATE WITH RTI

Copies of documents held after the completion of retention period

The appellant filed the RTI application seeking attested copies of external examination question papers of B. Arch. for a certain period, some answer sheets etc. The Respondent informed that according to rules of the University, the students are supposed to apply for copies of answer sheets, within 15 days from the date of declaration of the result. As per the University's retention policy, answer sheets are retained for three months, from the date of declaration of result. But, if the student fails to apply within the prescribed period of 15 days, the answer sheets cannot be given to the student, though the same are held by the public authority upto three months. The CIC ruled that the above retention policy of the University is not a correct practice. If they have retained the answer sheets, even after the prescribed retention period for any reason, they cannot deny if it is not destroyed as on the date of RTI application

Comments

No public authority can impose additional restrictions over and above those prescribed under Section 8 of the RTI Act to deny any information to the applicant. A Public Authority is expected to make its own record retention policy and provide information to any RTI applicant as per the same as long as the records are not weeded out. If the records have been retained even after the prescribed retention period, copies of the same cannot be denied if it is not destroyed as on the date of RTI application. Further, a Public Authority is required to hold the records, if an RTI application is pending before the authorities.
