Far reaching decision by cabinet
Public sector Oil companies will have flexibility to purchase crude
oil directly. They can purchase crude oil at the competitive market
price. Earlier they were to take cabinet approval about the price before

King of Good Times .... he could end up as King of Bad Decisions or
Clawback King ...that's if he is able to reach a settlement .... Good
Times however are over ...

.
New Navy Chief yet to be named
Govt is yet to announce the name of new Chief of Navy. Present Chief
R. K. Dhowan is schedule to retire in May. Normally govt announces new
Chief of Naval Staff 60 days before the retirement of sitting Chief.

It's now official -Santosh Rastogi, DIG, CBI has been repatriated to

The Government of India is reported to have withheld two appointments

against the vacancy since August 2015 while D Gangopadhyay is waiting
for the orders for the appointment as Director (Tech), BCCL. A vacancy

Is Finance Minister listening?
There is big harassment to Sr. Citizens in submitting 15H Forms. Very
old/old people went to submit Form 15H based on existing Forms on 2nd
April 2016 so TDS is not deducted from the interest on FDs but they
were sent back and asked to submit revised forms which will be available
after three four days. Why such steps are being taken at eleventh hour.
What is mind set of CBDT Chairman or Income tax department that they
are more concerned with Sr. Citizens. Now in many banks and post offices
Sr. Citizens are finding very difficult to deal with the situation.
People have opinion, this is only to divert the attention of public
from big cases and bringing back black money stashed out side India.
Why FM or PM is not asking CBDT Chairman what is the rise in numbers
of people earning more than 1 crore. Let the yearly performance be judged
by the increase in percentage of HNI (whose taxable income is more than
1 crore). The figure as per ITRs 2014-15 shows little above 48000 when
this figure is estimated to be more than 48 lakhs. Why HNI is not being
identified? Simply because concentrate more on interest earnings of
Sr. Citizens and wasting man power, energy and time. FM please take
immediate steps to stop the harassment of Sr. Citizens and let them
submit the forms which were prescribed earlier. If it is to be changed
give sufficient time to the people to organise the information. Every
time change is made at last moment. Govt. should announce at least all
the changes at the time of budget and implement in coming years. Finance
Minister is requested to direct CBDT Chairman for issuing revised circular
for acceptance of existing 15H Forms also without any further harassment
to Sr. Citizens. Sr. Citizens survives only on pensions/interest as
they are not live with their children. Please do not increase miseries
and sufferings of Sr. Citizens. If Govt.is so concerned about the tax
on FDs, regulate the interest rates accordingly so that whether they
pay tax or no tax there is no revenue loss to Govt. Al the man power
used in this work is saved. All the best to consider the above requests.

Water more important than cricket
Cricket remains mired in one controversy or the other. When thousands
of farmers have committed suicides and the malady is going on more prominently
currently, BCCI is interested in earning money out of IPL matches. One
of the worst affected states i.e. Maharashtra ,where drought has taken
toll of its 70% area, IPL has scheduled 20 matches, and lacs litres
of water will be wasted on preparing pitches for the matches, when not
a drop is available for drinking and sustaining precious human lives.
As usual, the Supreme Court has intervened, when the state authorities
failed to take notice of this brazenly inhuman act of the politically
heavy BCCI. Instead of spending money on the social sector for augmentation
of water-supply schemes etc ,this opulent organisation wants to earn
out of the misery of the millions of the poor people. They should be
stopped not only now but in future also to desist from scheduling matches
in such distressed areas. Executive must not forget its constitutional
duty of saving human lives and intervening instead of leaving such tasks
to the Supreme court.

Copies of documents held after the completion of retention
period
The appellant filed the RTI application seeking attested copies
of external examination question papers of B. Arch. for a certain
period, some answer sheets etc. The Respondent informed that according
to rules of the University, the students are supposed to apply
for copies of answer sheets, within 15 days from the date of declaration
of the result. As per the University's retention policy, answer
sheets are retained for three months, from the date of declaration
of result. But, if the student fails to apply within the prescribed
period of 15 days, the answer sheets cannot be given to the student,
though the same are held by the public authority upto three months.
The CIC ruled that the above retention policy of the University
is not a correct practice. If they have retained the answer sheets,
even after the prescribed retention period for any reason, they
cannot deny if it is not destroyed as on the date of RTI application
Comments
No public authority can impose additional restrictions over and
above those prescribed under Section 8 of the RTI Act to deny
any information to the applicant. A Public Authority is expected
to make its own record retention policy and provide information
to any RTI applicant as per the same as long as the records are
not weeded out. If the records have been retained even after the
prescribed retention period, copies of the same cannot be denied
if it is not destroyed as on the date of RTI application. Further,
a Public Authority is required to hold the records, if an RTI
application is pending before the authorities.
