Sathiyavathy has to wait for two months
Newly appointed OSD in the ministry of Labour M Sathiyavathy will take charge of the Secretary in September when the present Secretary Shankar Agrawal retires on September 30 this year. She is an AGMUT cadre 1982 batch IAS officer.

MP Lokayukta team on mission to crackdown on corrupt officials

A team of competent officers in Madhya Pradesh Lokayukta has created terror among the wrongdoing and corrupt officers in the State with exposing corruption cases one after another in spates. Lokayukta Police, which took up it as a team on mission, is catching officials red-handed demanding and accepting bribes and or possessing huge assets disproportionate to the known sources of income. It goes after government officials ranging from clerks to senior level police officers and civil servants, uncovering stashes of ill-gotten wealth in the process. The team comprising of Ajay Kumar Sharma, DG Lok Ayukt Police, a 1989 batch IPS officer and is alert teammates, Ashok Awasthi ADG, 1990 batch IPS officer and Syed Mohd Afzal ADG, a 1990 batch IPS officer, has trapped 411 officials in 2015. As many as 197 cases were registered for undue advantage of position while 197 raids have been carried out with Yoge Prakran and 530 Challans. Besides, a total of 145 culprits have been awarded punishment to act as deterrent to others being in this endemic problem of corruption in the State.

Customer meet arranged for increasing steel use by SAIL, RINL (UPDATED)
For the Northern Region's customers, an interaction for increasing steel use in Haryana was organized in Jind, Haryana today, which was graced by Steel Minister Chaudhary Birender Singh. Haryana MLA Mrs Prem Lata Singh also attended the event. The customers meet based on boosting steel consumption was organized by Steel Authority of India Ltd. (SAIL) and Rashtriya Ispat Nigam Ltd. (RINL), the two major steel PSUs under the Ministry of Steel. This customer's meet was arranged at a time when India is amongst the few world markets where steel consumption has better prospects and steel demand is expected to grow on back of government's sustained spending on infrastructure, construction, housing, smart cities, Make in India etc. initiatives. The average per capita consumption of steel in India is below 60 kg and in rural India a mere 12 Kg, thus providing ample opportunity to boost steel consumption. While the steel market is globally challenging, the domestic industry must take innovative steps to enhance country's steel consumption and counter the effects of cheap imports by its cost effective and quality steel. Domestic industry should use design & product engineering for enhancing steel consumption by establishing steel's cost effectiveness, quality & durability as a material for construction in sectors like infrastructure, transportation and urban development. Haryana is a developed state with a good blend of agricultural as well industrial base in its economy. The state has major industrial zones for country's northern region with presence of several national and international manufacturing companies from sectors including automobile, heavy industries, engineering parts and equipments, paints, diary, agricultural equipments, housing materials, tube & pipes etc. Along with this, the state has a handsome and strong agriculture and food processing industry. In tandem with the vision of central government's progressive policies, Haryana government is also keen to develop many cities as smart cities and Faridabad and Karnal have already found its niche in the centre's 'Smart Cities Mission'. All these factors culminate to a strong opportunity for improved steel consumption in Haryana providing a conducive market for domestic producers. Addressing the customer's meet, Steel Minister said, "Haryana is an industrially as well as agriculturally developed state which is widening its scope of development for industries and this will present good opportunity for improved steel consumption." Expressing his confidence on the domestic steel industry including SAIL and RINL, he said, "the domestic steel industry should exhibit a sense of urgency in leveraging their R&D strength thus improving their cost efficiencies. The domestic steel producers should take all steps to promote use of steel at the earliest as time is of essence in the fast changing business scenario. SAIL and RINL should quickly stabilize their modernized facilities, maximize their performances and strengthen the domestic sector."

As this criteria did not exist so far its application is impossible for an increment falling due on Jan 2017 or even July 2017. Aforesaid SC rulings will also have to be kept in mind reg promotions. They can't be just brushed aside.

Motivated campaign by revenue officials?


This refers to you news item in Whispersinthecorridors.com dated 29th July, "IRS/IT officials up in arms". There is also a comment by someone in the "Forum" expressing doubts whether IAS can understand tax.By coincidence (design) there is a similar news item in Times of India.

Earlier too, in May 2016, similar news item appeared in your columns.

It is very clear that an insidiuous and motivated vicious campaign is being conducted by a coterie of corrupt officials in the department who are unhappy with the pressures from the Ministry to clean up the department and encourage honest officers to do their duty diligently.

The tax dept. is potentially the most vulnerable area because of the enormous powers enjoyed by tax officials who wield it to extract bribes.

The government deserves kudos and full support of the public at large and serious newssites such as yours in its efforts because the country needs resources from tax payers to meet its social objectives.

It is ridiculous to doubt whether an IAS understands enough about tax. Officials are highly experienced, intelligent enough to understand the system and the experts in the dept can easily guide them if necessary.

Once again, fully support the govt. in its sincere effort to rid the department of corrupt and incompetent officials who have established strong roots over the period and are a law unto themselves.

IT officers up in the arms

It generated mixed feelings of remorse and and regret that the constituents of one department are up in the arms with the DOR as if the hitherto mother and son relations have been jolted to infer that either the mother has become too callous or the son has either become patient of profanity. In the current situation when our worthy prime minister is leaving no stone unturned to make turnaround of nation towards positivity, where is the scope left to create the diversion between the mother department and the exutants. While it is affable to think that the department of Revenue particularly the head should be acting in the perspicacious manner with full understanding that the income tax/customs and central excise system is so complex ,labyrinthine and so woven with webs within webs and should draw the outlines of policies so transparent so that the micro interference is avoided to the great extent because it creates irritants in the minds of tax officers. Simultaneously the tax officers should also act in a very veracious manner with the Revenue Deptt and with public and adopt a culture of doing the duties like gentle sucking of necter by butter fly and not in barbaric manner observed on many occasions . Indian bureaucracy is matured enough not to give cognizance whether CBDT /CBEC Boards are omnipotent for the growth of its officers as in our system any subsidiary or department dealing directly with public is definitely overseen by one Deptt of Govt of India

Strange !

Amusing! (wic 27.7.16). Very strange to read article of Amitabh Agrawal. Does only 'slavery period' service suppressing ICS-turned- IAS has 'BAPAUTI' to be empanelled/appointed for JS ,AS, Secretary/Cabsec posts. It might have been relevant 70 years ago, at the time of Independence in 1947, when there was no other organised Group-A service. Now we have 37 such Group A organised services form diverse fields of law, medical, engineering, trade, corporate affairs, media and so on. There is no dearth of talent pool of professionals/domain-experts now. Now monopolistic and automatic 'batch system' empanelment of IAS should go and willing officers of all organised Gp-A services, having prescribed minimum length of service should be thoroughly interviewed by a Board comprising of Domain experts from various services of Govt of India and also from PRIVATE sector, including two PSYCHOLOGISTS for empanelment/posting as JS, AS, Secy, Cabsec. Allotment of Ministry should also be decided by these domain experts and not by the clerks/section officer, as is happening at DS/Director level. PM Modi is listening for RADICAL bureaucratic reforms to have a diverse and vast talent pool of professionals/domain experts. After 70 years of Independence with 37 organised Group-A services, do we really need IAS at all ?


Bharat, London ATMs must dispense genuine currency notes only

Citizens have no remedy for fake Indian currency notes (FICN) being dispensed by the bank ATMs. They have no means to judge if the note is fake. It is only when shopping that they experience the shock and humiliation in the market place. The average citizen does not print these notes. If they get into circulation, it is due to dereliction of duty of the officers responsible to check such crimes. If they are dispensed by the banks, they are responsible for putting into circulation of FICNs because they are experts and also possess the necessary means to detect fake from genuine. If the ATM cash filling companies indulge in this Gorakhdhandha, they need to be hauled up. If it is the accountant making payments of wages or other services, whether in an envelop or without it and inserting FICN in between to the unsuspecting recipient, s/he should be booked for the crime. But why should the innocent citizen suffer the cheats and lose money? Is our governance so weak that we can't stop it? Why not prescribe harsher penalties for such crimes?The citizen must be provided relief on complaint to the designated authority like the nearest police station or the Bank concerned whose ATM has dispensed the fake note.

Details of the DPC Proceedings

The appellant sought information concerning the service matters of a bank employee claiming that there are certain doubts regarding her qualification, age and appointment as an Assistant in the Bank. The appellant argued that what he had asked for was not information concerning the personal matters of the employee concerned, but her service matters. The CIC ruled that the ACR grading and the marks contained in the DPC proceedings can be disclosed only to the concerned employee

In the case of the Union Public Service Commission vs. Gourhari Kamila, the Supreme Court had quashed an order of the CIC directing the public authority to disclose information regarding the experience, together with the certificates of experience, of the candidates who were called for interview in the course of a recruitment process.
