JNPT fast tracks Phase II dredging of JNPT channel from 14mtrs to 15 mtrs (UPDATED)
JN Port, which is India's No.1 container terminal, has initiated the Phase-II dredging project of its existing 33.54 km long navigational channel from 14 mtrs to 15 mtrs at a cost of Rs. 2029/- crores. JN Port has already successfully completed the Phase -I dredging of deepening and widening the existing channel to 14 mtrs for accommodating vessels of +6000 TEUs in April 2014. Phase-II dredging will allow bigger container vessel of 12, 500 TEUs to be docked at JN Port. The project work will be completed within a period of 24 months after the completion of bidding process. The consultancy service for project management has been assigned to M/S TATA Consultancy Engineering Ltd. The key benefits of the project includes handling bigger size vessels up to draft of 15 meters by using tidal window , increase in future container traffic , reducing ocean freight cost per TEU , faster turnaround of larger vessels & optimum utilization of capacity.

Indian Olympics - A mess of high proportion

Indian Olympics bid started with send off by Prime Minister Modi. But despite best intentions of our beloved Prime Minister, the campaign is in shambles.

First, athletes need continuous nurturing for several years with world class facilities for Olympic level performance. It is missing as success of USA shows.If India needs transfer of technology from USA, what better than to transfer sports technology,

Second, athletes came to Rio de Janeiro a few days before opening ceremony. Unlike other teams, they could not adjust to weather conditions and different time zone. This impacted their performances leading to no medals.

Third, Indian sports are mired in politics. Indian Olympic Association and Sports Ministry are at constant loggerheads with each other. This led to no facilities for athletes at Olympics Games village. They can't watch other athletes performance, forget video analysis etc. Indian officials behave like clerks, without thinking of national interest.

Fourth, Indian Ambassador Sunil Lal made a major mess of the situation which was a recipe was disaster. He never met any athlete nor helped in making their facilities attuned to best performance. Thefts and robberies of Olympic athletes and coaches were widely reported. But he set up his office 2 hours away from Olympic village. This he did so that no Indians or athletes could reach that place. Why Indian Ambassador ignored Indian athletes or biggest world sports event is a mystery.

Fifth, Indian sports athletes are poorly paid and state does not recognize their excellence by way of financial support. The medal campaign is in disarray as countries like Hungary, Australia and China win medals after medals. No country can become major power without sporting excellence.

If after all this, any Indian athlete manages a medal, kudos to her and her spirit of excellence.

A Visitor

Direct all MPs to visit their constituencies

To our Respected PM -That All Member of Parliament and Rajya Sabha should be directed to visit their constituencies and particularly the villages and should hold meetings with the Residents/Panchayats/Area Representatives/NDA hard core workers/Local officers from Collectorates to Superintendent of Police to explain the good things which NDA government has started. Listen to their grievances and suggestions and direct the officials to look into the same and report back in a fixed stipulated time period. Similarly, all officers in the Central Govt. and State Govt. should be directed to visit the states, districts, Tehsil etc. and must implement the policies of their Government's respective departments, beneficial for the public. With this, the General Public will feel that there is somebody in the Govt. which take cares of their grievances/problems which Govt. have started sorting out the same.

Sardar Patel's response for reservations


With all these violent agitations for reservations, Sardar Patel's response on similar issue in the early days of freedom comes to mind.

The Sikh community met the Sardar with the demand that they should be granted reservations in government jobs in proportion to their population (these was when communal angles were more powerful than caste angles and when the religious identities were at the fore, just after partition).

The Sardar heard them and then responded that they might be given reservations in Civil government jobs in proportion to their population, but the same percentage would be applied to the Police and military jobs where they were far in excess of the percentage of their population!

Needless to add, the delegation retracted its demand! Unfortunately, this thing is continuing unbridled. The Yadavs want and have reservations in government jobs and education. But the percentage of their MPs and MLAs exceeds their percentage in population by far. The Meenas want and have reservations in government jobs and education. But the percentage of their IAS and IPS officers exceeds their percentage in population by far. Reservations, initially for SCs and STs for 10 years, now seems to be here for perpetuity. There is not even a creamy layer for them. Generations upon generations of them have availed of the benefit and will continue to do so, at the cost of the poorer of their own community.
For OBCs, again, reservations have been extended without a even time frame, for perpetuity, both in Government jobs and education!

Naturally the other communities like the Patidars and Jats are desperate to gain some kind of reservations, somewhere. Meanwhile, quality and merit continue to suffer. Doctors, Engineers, professionals are not the best there could be, but are based on quotas. All kinds of logic is given to retain these self serving quotas- population, backwardness (everyone now claims backward status, because it helps), the prevalence of the caste system...anything to retain the privileges by birth given in independent India!

Citizens Should Approach Parliament's Ethics Committee


The ordinary citizens in the country suffer all kinds of brutalities in silence largely because of the apathy of the system- police indifference, costly justice, poor health care and education. In effect the gross crime in the country can be reduced by 90% or more ONLY IF the Leadership in the country decides unanimously to cripple it. The Leadership has proved only yesterday (3rd August 2016) that it is not only capable but also competent to take well considered decisions in every complex matter of public interest. Their unanimity can reduce crime almost instantly. Can gang rapes or murders take place if the Leadership attacks the perpetrators instantly as one voice? The public at large may not be aware of a very powerful institution called the Ethics Committee of Parliament to whom grievances of the public can be submitted by public spirited individuals (just like the PIL). Individuals harassed by the system can also approach them for inexpensive redress. A word of caution: be absolutely honest. Students of political Science & Law need to help the poor citizens.

Honest, committed and inspiring leadership required in Railways


If an IA & AS officer can bring about a visible and commendable change in DVC, why can't the Government think of doing so with the Railways as well. The work force was the same, the managers were the same, the business model was the same but what made the difference was an honest, committed and inspiring leadership free from preconceived notions. Its high time that the Indian Railways is also allowed to be run in a similar fashion. The insiders in the Railways have proven to be uninspiring and therefore incapable of taking the Railways to greater heights. All that happens under the "HOME GROWN' leadership is a few percentage point change in the Operating Ratio (a misplaced obsession) by some accounting jugglery. This is not to belittle the managerial competence of the IR personnel (IR has decidedly some of the best talents), it is just that they have not been able to perform to their potential inside their own territory, while have proved their worth wherever they have gone-whether in the Government or PSUs or Private Sector. Examples of such 'Success Stories' galore and would form a Treatise on Management Practices if one were to compile the same.It is still not too late in the day to have a fresh and holistic look at the issue. The argument often advanced that IR is too technical an organisation to be managed by outsiders is at a charitable best "laughable".I am sure, if proper and adequate promotional avenues are identified for the IR personnel at the highest level (which they deserve) there would be no heart burns in the IR fraternity and the country would be the ultimate beneficiary. It is an "Experiment" worth being experimented with.

Refixation of pension


Seventh Pay Commission had prescribed two alternative formula for refixation of pension. For the first option a committee has been appointed to examine and report on whether option1 can be implemented. Sample cases show that option1 gives more benefit to pensioners than option2 under which pension is refixed at 2.57 times of current basic pension. In fact the factor under option1 works out to figures much higher than 2.57 There is therefore a strong case for enhancing the factor of 2.57 The aforesaid factor of 2.57 does not give much benefit to pensioners.

My batch-mate U.K.Bansal did not die in Lucknow but in Delhi, Max Saket Hospital. He was suffering from Brain Cancer. He resigned as Member, CAT, Allahabad only for this reason. He was cremated in the Electric Crematorium, Lodhi Road, New delhi.

Action for not writing the APAR

The appellant sought information about the writing of APAR and specifically sought to know about the applicable Rule for deterrent/punitive action on the Reporting and Counter signing officer(s) if they do not fill the APAR of officers working under them in time and keep the APAR's pending for several years despite reminders from the Headquarters. The CIC observed that it is the internal matter of the organization to review and reform the personnel policy for the welfare of the employees in a most efficient and transparent manner. The dissatisfaction in the work force adversely impacts the morale of the employees and consequent inefficiencies. The CIC advice the Air India to review its grievance redressal mechanism in personnel matters to ensure the transparency in accordance with the spirit of the Act. The public authority was also directed to provide the necessary information as sought by the appellant within a period of 15 days.

Comments


The APAR is a record of the assessment of the work done by an individual. When specific time limits have been prescribed for the reporting and reviewing, there appears little reason for not following the prescribed time limit. All officers must adhere to the time schedule prescribed for the writing / review of the APAR.
