A one day workshop for AAI management held

Why the dominance of the IAS is being questioned ?
A question has arisen on your channel as to why the dominance of the
IAS is being questioned by others recruited through the same examination
in the same pay scale?
The answer is simple. Why was British rule questioned? Because it was
an unfair dominance. There were many arguments the British gave for
their rule: The British unified India, prior to them, there was no India,
there were many rulers, they built the notion of the Indian empire.
They took over from Mughal rule, they were racially superior, Indian
were inferior etc. Similar arguments were given to suppress the dalits,
though children of the same God. Dalits were discriminated against for
centuries. How long can this colonial, casteist model of the IAS dominating
over brother officers recruited through the same examination in the
same year in the same pay scale continue ? Recruited through the same
examination in the same pay scale, yet discriminated against. Why ?
If discrimination is due to the difference in rank obtained in the examination,
let pay, perks, promotions, empanelment be decided by rank obtained
in the examination, why should one service dominate the rest to the
extent of excluding everyone of any other service ? Let rank 2 be paid
less than rank 1, rank 3 be paid less than rank 2 etc. And let batch
seniority be maintained. Why should 2000 batch be superior to 1999 batch?
As it is, what is happening is that rank 4 (opted IPS) is held inferior
to rank 200 who is 2 batches junior to him!(who got rank 200 and got
IAS in a subsequent examination two years later and who was not even
selected at any rank the year rank 4 was selected and obtained rank
4). Why ?

Few GoI officials have shallow understanding of their job
There are quite a few officers in government of India who have but a
shallow understanding of their job, but love to go to town about it!
These folk should understand that only being media savvy with a lot
of hubris thrown in, without having an in depth understanding of issues,
leads nowhere. Most posts at the centre require depth and understanding,
unlike the state governments, where only wielding the stick might be
enough.

Law and order is the prime duty of the state and cannot be allowed to
wither away. It is hoped that other politicians like Nitish Kumar, Lalu
Prasad, Mulayam Singh, Akhilesh Yadav, Mamta Banerjee etc will follow
suit and restore law and order in the states they rule.

Revisit entire recruitment process
Of course it is time we revisited the entire recruitment process-one
exam decides the fate of a candidate for the rest of his/er life. There
is no test to ensure continuous growth. Those who get the top most ranks
stop evolving-they graduate to the most challenging posts without any
eligibility check of mental aptitude or attitude. There may be far more
qualified candidates for a post-carry out a transparent fair test and
see for yourselves-this country has no dearth of capable and deserving
candidates. Begin by selecting the DoP&T Secy from open market!

Action for not writing the APAR
The appellant sought information about the writing of APAR and
specifically sought to know about the applicable Rule for deterrent/punitive
action on the Reporting and Counter signing officer(s) if they
do not fill the APAR of officers working under them in time and
keep the APAR's pending for several years despite reminders from
the Headquarters. The CIC observed that it is the internal matter
of the organization to review and reform the personnel policy
for the welfare of the employees in a most efficient and transparent
manner. The dissatisfaction in the work force adversely impacts
the morale of the employees and consequent inefficiencies. The
CIC advice the Air India to review its grievance redressal mechanism
in personnel matters to ensure the transparency in accordance
with the spirit of the Act. The public authority was also directed
to provide the necessary information as sought by the appellant
within a period of 15 days.
Comments
The APAR is a record of the assessment of the work done by an
individual. When specific time limits have been prescribed for
the reporting and reviewing, there appears little reason for not
following the prescribed time limit. All officers must adhere
to the time schedule prescribed for the writing / review of the
APAR.
