Why IAS dominated system deprives bureaucrats from other services ?

When we can make NSA from IPS which was earlier baby of the IFS, why the IAS dominated system deprive other services bureaucrats to become Secretaries to GOI and serve the nation. I am sure by this way GoI will break the monopoly of the IAS bureaucracy. What happened in Bulandshahar, UP or Gurugaon blockade. Do we think that only IPS officers are to be blamed ? This needs to be looked into deeply. Surely, we will get very reasonable answer.

Constitution hasn't earmarked/graded services on the basis of CSE rank

False supremacy of British slavery tax collector service IAS-Torrent of letters by Mr. NK Nair (WIC 8.8.16): The author is completely under the wrong impression that Govt/Constitution has earmarked/graded services on the basis of CSE rank. It is not so. The Constitution treats all 37 Group-A services EQUAL; only their nature of duties vary. It is nowhere written that rank no. 1 will get a particular service only. In fact, it is the preference opted by candidates based on which various services are allotted.

Let me make it clear that deputation posts in Govt of India are NOT cadre post of any service, including IAS. The posts under Central staffing Scheme (CSS), commonly known as central deputation, are ex-cadre posts and thus open to all the 37 organised Group-A services without any discrimination/preference to any one service for all posts of Dy Secy, Director, JS, AS, Secretary, Cabinet Secretary. In fact, IAS has exploited and made some specific unwritten rules so that only they get senior posts of JS to Cabsec. You may notice that in the recommending agency DOPT, ias has grabbed all crucial posts of Secretary, Establishment Officer and Director/Dy.Secy (Senior Management) to promote officers of their service only. In fact DOPT is Human Resource Policy making deptt of all 37 services. DOPT should NOT have been made cadre controlling authority (CCA) of ias or any other service so that it could work in an unbiased manner for all services. in fact, the CCA for IAS should be shifted to Home Ministry (MHA). MHA is already a CCA for IAS of UT cadre. Why can't a Doctor or Engineer or Law Officer or Revenue Officer become a Cabinet Secretary ?

If working in State Govts/District is necessary then, non-IAS officers may be posted on deputation in State govt/Districts against seats vacated by IAS who occupy posts in Govt of India on central deputation.

I would like to bring to notice of all readers that British introduced ICS in India to torture Indians and forcibly collect Taxes for Queen of England, while these ICS Tax Collectors enjoyed life at the cost of oppression of Indians. This torturous British legacy should have ended immediately after the exit of British from India on 15.8.1947, 70 years ago, but the ICS who enjoyed patronage under British rule wanted the service to continue to enjoy its perks and thus after BREXIT from India, IAS was born for some greedy people. And it continued to oppress other domain experts and dragging the country behind for their selfish comforts of India's Slavery period.

Readers will be surprised to know there is nothing like British Administrative Service in England. They have a common Civil service called Her Majesty's Home Civil Service, also known as Her Majesty's Civil Service or the Home Civil Service. Officers from all streams are inducted into this service. There is also provision of 'LATERAL ENTRY' of officers at higher levels of Civil service.

So is a Slavery period state govt service IAS really relevant in Bharat after 70 years of independence? Why should domain experts not take over the reins of Govt at all levels, including Cabinet Secretary.

Let us raise our voice to Honorable PM Modi Ji who respects talent in an unbiased manner.

Success with humility !


The greatest success of Finance Minister is to have the Constitution Amendment Bill passed for rollout of GST. Success is always associated with humility not with ego. As per PM it is end of Tax Terrorism. This has been achieved by cooperation, close coordination and persuasion of all. Good results are achieved thru love, cooperation and pardon. GST success story should not be masked by alleged negative story of direct tax collection. There has been good work by income tax department in processing ITRs and issuing refunds. Any short fall in budget can be met by appropriation of incentives to Corporates, support to loss making PSUs, Bank's NPA etc. Additional revenue will be available by auction of spectrum and disinvestment in loss making PSUs. There is Herculean task ahead for Department of Revenue to complete for rolling out GST. We already have tax friendly, investor friendly and growth oriented environment which will be free from fear, threat and tax terrorism. There will be better tax compliance. All this will translate into GDP growth of 8%+ in coming years. We have to work with love and cooperation to get the successful implementation of GST. No retrograde implementation. All the best for successful implementation of GST and free from tax terrorism.

Who says FC cannot become CRB ?


A news item in WIC today says that Financial Commissioner cannot become Chairman of the Railway Board since he is not a Board Member. Who says so ? He is very much a Board Member. Actually, he is among the very first posts of Members when the Board was reconstituted with the separation of Railway Finances from General finances and has been more powerful than the Chairman being independent in giving financial advice and by virtue of its being an ex-cadre post which could be held by an officer of other services like IAAS or even the IAS. Over a period however the prestige of the post was lowered with the erosion of independent character of the Indian Railway Accounts Service- a cadre under the control of Financial Commissioner as also by making it a cadre post after Fifth Pay Commission.

Action for not writing the APAR

The appellant sought information about the writing of APAR and specifically sought to know about the applicable Rule for deterrent/punitive action on the Reporting and Counter signing officer(s) if they do not fill the APAR of officers working under them in time and keep the APAR's pending for several years despite reminders from the Headquarters. The CIC observed that it is the internal matter of the organization to review and reform the personnel policy for the welfare of the employees in a most efficient and transparent manner. The dissatisfaction in the work force adversely impacts the morale of the employees and consequent inefficiencies. The CIC advice the Air India to review its grievance redressal mechanism in personnel matters to ensure the transparency in accordance with the spirit of the Act. The public authority was also directed to provide the necessary information as sought by the appellant within a period of 15 days.

The APAR is a record of the assessment of the work done by an individual. When specific time limits have been prescribed for the reporting and reviewing, there appears little reason for not following the prescribed time limit. All officers must adhere to the time schedule prescribed for the writing / review of the APAR.
