NBCC signs MoU with NSL (UPDATED)
NBCC (India) Limited and NBCC Services Limited (A Wholly Owned Subsidiary of NBCC) have signed MoU for the FY 2016-17. As per the MoU signed on August 4, 2016 between Anoop Kumar Mittal, CMD, NBCC and Mrs A Sabeena, CEO, NSL, the target for Revenue generation from operations by NSL has been fixed at Rs 100 crore, while profit has been targeted at Rs 7.55 crore. The MoU has also set targets on an increased Order Book, Business Development, System Improvement, Capacity Utilization, Technology Upgradation, Production Efficiency, etc. The MoU signing between NBCC and NSL holds major significance, as clients will now experience end-to-end service, starting from construction services by NBCC to maintenance works by NSL. This significant agreement will further pave the way for overall performance of the Organization.

"The prodigal CVC"
The Central Vigilance Commission (CVC ) has reportedly forwarded a curious proposal to DOP&T for sending its 40 Group A officers along with 208 full time CVOs and 500 part time CVOs serving in central ministries and PSUs. The proposal is to send them for overseas training as part of 'capacity building exercise '. DOP&T has dutifully sought the opinions of administrative ministries. A typical post office approach. India has a high corruption index in international ranking. It has a highly skilled professional agency like the CBI to investigate corruption cases and take these to logical conclusion. The following suggestions may be considered as alternative to 'foreign jaunts' by bureaucrats. These will eliminate waste of public funds on to-and- fro passage, boarding, lodging etc along with the invisible cost of being away from the headquarter. (i) Send all CVC group 'A' officers and CVOs on short duration courses to CBI for honing their skills; (ii) Take help of senior retired IPS officers of CBI and DGs of States police forces on usual payment basis. There is no dearth of experienced officers in India familiar with bureaucratic corruption; (iii) Officers of different organized services join CVC on deputation and get repatriated to their parent cadres on completion of tenures to resume their core duties. They are not re-posted as CVOs. Foreign training is a waste for them; (iv) As per CVC's annual report, there are 40 Group A officers in position there as against the sanctioned strength of 54.The CVC should not crib about the shortage. Instead, it is expected to reveal the pendencies within its own office as well as with the CVOs. Cases move at snail's pace due to ineffective monitoring mechanism . The public is already outraged with the foreign tours undertaken by MLAs of States' assemblies. All at tax-payers' cost. PM Modi is urged to take the call in public interest.

Will Rail Mantri listen ?

I, first time went to Europe in 1974 and traveled in trains. I found the toilets and railway platforms very clean. Similarly, the trains and its toilets, too.

How this all was:
1. Rail employees were busy in cleaning the toilets and platforms at the stations and in trains too they were doing the same. In trains the attendants and TT were very careful. They used to lock the toilets in the trains as soon the trains reaches the Inward Rail Signals. A person if inside the toilet can come out but can not enter to use the toilet. Therefore, when the train is at the rail station, no person is using the toilet and therefore no shit on the rails at the platform/station. As soon the trains moves from the station and reaches the outer signal, all the toilets locks are opened.
1. I suggest the Safai Karamchari posted at the stations to clean the tracks be posted either on the trains and rest be told to clean the platforms at the stations to keep them clean. Railway should start imposing fines for throwing any garbage on the platforms or on the tracks.
2. In India the catering staff of the caterer throws all the garbage from the running trains on the tracks from the space between bogies/coaches or will open the gates of the coaches and will throw the same outside which scatters outside. Such caterers be clearly and strictly told to refrain from such activity.
3. Railway should start this activity to keep the platform/coaches free of all shit and garbage.
4. In two coaches there are usually 8 toilets and for this one Safai Karamchari is enough to take care and to keep them clean and further railway should depute the TT in the trains too keep watch for this.
5. Railway should declare best clean train award to the In-charge of the train which should be awarded on yearly basis.

Further Railway should put barricades and entry gates on the stations for entering the platform and the person with valid ticket should be allowed to enter as is being followed at the Airports.

I am very confident if such activity once started will give good results to keep our Railway and its platforms and tracks free of garbage and shit and our platforms will be free from stinking ones.

Hope our Railway Minister will look into my above suggestion and implement the same, immediately. I had written many letters to the Railway Ministry in this matter but till date nothing could take place. With regards

Get your facts cleared

Indian Railways is the Railways in the whole world, which earns profit. Indian Railway officers are the best as they carry 2 crore passengers on daily basis. No other Railway of the world carry so much passenger on daily basis. In so far as the freight operation is concerned also it is best in the world if we keep into consideration the constraints. The problem of the Railways is political. You are not allowed to increase passenger fare and at the same time increase freight rates to cross subsidize the passenger fare. DVC was earlier run by a Railway Official M.C. Luther in a profiting condition. With the arrival of Railway Official in Air India, things have started taking a turn. This Railway official had earlier turned around the ITDC. In infrastructure sector the IRTS officers of the Railways are the best.

Indians' poor performance at Rio !

I am responding to news on Indians' poor performance at Rio. I wish people who are commenting really know the facts. It is wrong to give opinion on matters with sheer speculation. Our government sent all athletes to all chosen destinations for training and for acclimatization. So it is a case of superior skill that is producing champions. Let us accept truth. Let us not denounce our efforts. We need to build skill. So let us start early to produce sportspersons. Look at initiating Physical Literacy from nursery classes as Andhra Pradesh is speaking about.

DATE WITH RTI

Action for not writing the APAR

The appellant sought information about the writing of APAR and specifically sought to know about the applicable Rule for deterrent/punitive action on the Reporting and Counter signing officer(s) if they do not fill the APAR of officers working under them in time and keep the APAR's pending for several years despite reminders from the Headquarters. The CIC observed that it is the internal matter of the organization to review and reform the personnel policy for the welfare of the employees in a most efficient and transparent manner. The dissatisfaction in the work force adversely impacts the morale of the employees and consequent inefficiencies. The CIC advice the Air India to review its grievance redressal mechanism in personnel matters to ensure the transparency in accordance with the spirit of the Act. The public authority was also directed to provide the necessary information as sought by the appellant within a period of 15 days.

Comments


The APAR is a record of the assessment of the work done by an individual. When specific time limits have been prescribed for the reporting and reviewing, there appears little reason for not following the prescribed time limit. All officers must adhere to the time schedule prescribed for the writing / review of the APAR.
