Member (Mechanical) Railway Board to retire
Member (Mechanical) Railway Board Hemant Kumar is superannuating in
November.
1978 batch last serving 2 IAS officers retired
in July
Two 1978 batch serving IAS officers retired last month. Aanand Vardhan
Sinha, a Bihar cadre IAS officer retired in July this year though his
DOB was August 1. Another officer of the same batch was from Chhattisgarh
cadre. T.Radhkrishnan also retired in July.

Second woman High Court Judge in Maharashtra
Justice Manjula Chellur will be sworn in as Chief Justice of the Maharashtra
High Court on August 23.The other woman to have served as the Chief
Justice of Bombay High Court before her was Justice Sujata Vasant Manohar
in 1994.

Reshuffle of IFS officers in J&K
As many as nine senior IFS officers have been transferred and posted
to different places in Jammu & Kashmir. Accordingly, Ravi Kesar
has been transferred and now posted as Chairman, State Pollution Control
Board on full time basis while Suresh Chug was made Chief Wild Life
Warden and Arun Kumar Tikoo is Director, Social Forestry. Similarly,
Suresh Gupta has been posted as Managing Director, State Forest Corporation;
Ashwani Gupta as CCF (FCA); Rajeev Tiwari as Director, Forest Protection
Force (FPF); B M Sharma as Director, State Forest Research Institute,
J&K; Farooq Geelani as CCF Central and Javid Panjoo was posted as

ONGC launches INR 100 cr start-up fund to ignite
new ideas
ONGC has launched a Rs 100 crore start-up fund on its Diamond Jubilee
year to foster, nurture and incubate new ideas related to oil and gas
sector. The initiative, christened as 'ONGC Start-up', is in line with
the Govt. of India's initiative 'Start-up India'. As part of this initiative,
ONGC will provide the entire support chain for start-ups including seed
capital, hand-holding, mentoring market linkage and follow-ups. The
aim of 'ONGC Start-up' is to increase the contribution of fresh implementable
ideas in the oil and gas sector. ONGC is setting up a dedicated website
to take this initiative forward. ONGC CMD Dinesh K Sarraf, said that
this initiative will promote entrepreneurship among the younger Indians
by creating an ecosystem that is conducive for growth of Start-ups in
the oil & gas sector, which has a huge potential for technology-enabled
ideas. He added that the Oil & Gas sector is contributing enormously
to the growth of economy. Currently, the sector faces various critical
challenges and new ideas are required to mitigate those challenges.
To encourage its own employees innovate, ONGC also awarded its three
young officers - Rajendra Bhambhu, Deepak Naik and Prajesh Chopra, for
their innovative ideas. Rajendra Bhambhu and Deepak Naik developed an
innovative Safety Device for rigs that facilitates setting up of emergency
brake to augment safety mechanism on drilling rigs. Prajesh Chopra innovated
a unique Dual SIM Cellular Router System that provides Data Connectivity
at Work-over Rigs. This system curtails the hassle of frequent dismantling
and reinstallation during rig transportation, thus saving time and money.

Railways heading for a radical overhaul ?
Railways seem to be in for a radical overhaul which is bound to raise
several problems than solve them. It seems every recommendation of a
committee appointed soon after this Government took over is being accepted
without discussing its pros and cons. One such recommendation is merger
of the eight Group A services into two Groups -Technical and Non-technical.
While All the four Engineering Services And Indian Railway Store Service
would be under Technical Service(I wonder why Store service is being
placed under this Group)the other four will be under the Non-Technical
head. These four as well as the Stores Service are part of the Civil
Services Exam. How the Recruitment and seniority etc. are going to be
determined for officers of these Services is a big question mark. The
rationale being given for this merger is to end the departmental approach
to Railway working. it is true that whosoever heads the Board the service
to which he belongs flourishes at the cost of others. Currently Indian
Store Service is the favourite with a large share of DRMs. May be because
the Chairman is from that service. Since he is still at the helm by
being reappointed Stores Service is being clubbed with the Technical
Group perhaps. This departmental approach is not going to end with this
merger. It will only shift to the two Groups with infighting in each
Group. The departmental bias can be prevented by the minister who heads
the entire entity instead of creating confusion and playing with the
careers of officers. I wish more focus is given to safety ,punctuality,
cleanliness, comfortable travel than on such radical changes suggested
by so-called theorists.

Action for not writing the APAR
The appellant sought information about the writing of APAR and
specifically sought to know about the applicable Rule for deterrent/punitive
action on the Reporting and Counter signing officer(s) if they
do not fill the APAR of officers working under them in time and
keep the APAR's pending for several years despite reminders from
the Headquarters. The CIC observed that it is the internal matter
of the organization to review and reform the personnel policy
for the welfare of the employees in a most efficient and transparent
manner. The dissatisfaction in the work force adversely impacts
the morale of the employees and consequent inefficiencies. The
CIC advice the Air India to review its grievance redressal mechanism
in personnel matters to ensure the transparency in accordance
with the spirit of the Act. The public authority was also directed
to provide the necessary information as sought by the appellant
within a period of 15 days.
Comments
The APAR is a record of the assessment of the work done by an
individual. When specific time limits have been prescribed for
the reporting and reviewing, there appears little reason for not
following the prescribed time limit. All officers must adhere
to the time schedule prescribed for the writing / review of the
APAR.
