Service on aptitude rather than promotions
This has reference to opinions on why should one service dominate the rest on the basis of one exam. I agree. My reasons are: There are inductions in all services from class 2 also against state services promotion quota. They also get the same pay scales despite induction from PSC without qualifying UPSC. They are definitely worse than all the group A services of UOI. A large number of inductions are through reservations and they are lower down in rank to most candidates qualifying the UPSC. Therefore this bogey of merit is too far-fetched. Gov of India will gain tremendously if the inductions in different services are on a level playing field with same and similar career progression for all Group A services .If this is done candidates will chose their service on aptitude rather than likely promotions and the country will gain as also govt.

Why Cabinet Secretary from IAS only?

Needed military rule in sports

India needs to invest more in sports and other important programmes for registering a strong presence. The so called "marginalization" of officers in non-ATM posts, like sports, reveals our mindset. Between the Finance Secretary and the Sports Secretary which one is preferred? Obviously Finance tops the preference list. It has left too much space vacant for the most undeserving, politicians and officials and businessmen, to occupy that space. It is the sports oligarchy. The result is our very poor performance in sports. This needs to be drastically changed. It is time to nationalize sports. We need to take action on a war footing. Sports deserve military rule in nature and essence. There can be no compromises. Competition alone decides selections. All that goes as reputed military rigorous selection, tough training, strict discipline and precision must go into the management of our sports. If we can deal with the sports arena in the style of the military rule for a decade to start with, we can be sure of at least 10 Golds in the Olympics in 2024.

Action for not writing the APAR

The appellant sought information about the writing of APAR and specifically sought to know about the applicable Rule for deterrent/punitive action on the Reporting and Counter signing officer(s) if they do not fill the APAR of officers working under them in time and keep the APAR's pending for several years despite reminders from the Headquarters. The CIC observed that it is the internal matter of the organization to review and reform the personnel policy for the welfare of the employees in a most efficient and transparent manner. The dissatisfaction in the work force adversely impacts the morale of the employees and consequent inefficiencies. The CIC advice the Air India to review its grievance redressal mechanism in personnel matters to ensure the transparency in accordance with the spirit of the Act. The public authority was also directed to provide the necessary information as sought by the appellant within a period of 15 days.

Comments


The APAR is a record of the assessment of the work done by an individual. When specific time limits have been prescribed for the reporting and reviewing, there appears little reason for not following the prescribed time limit. All officers must adhere to the time schedule prescribed for the writing / review of the APAR.
