Who will be new Ambassador to US? (2) Sujata Mehta
Who will succeed Arun Singh as Indian Ambassador to US next month? It

Former ICS officer Kazi passes away
Aftab Ghulam Nabi (AGN) Kazi (born 1919) who belonged to the last batch
of the ICS passed away in Islamabad on August 9, 2016. N K Mukharji,
former Cabinet Secretary, GoI was the topper in that batch. Kazi would
have been 97 years old in November, 2016. He started his innings in
the ICS in Bihar & Orissa and went on to occupy key positions in
Pakistan, including Secretary General (Finance & Economic Coordination)
and Deputy Chairman, Planning Commission. His career of nearly half
a century made him the longest serving civil servant in the history
of Pakistan.
Umesh Kumar likely to be appointed as Secretary in GoI
Umesh Kumar, who was empanelled for holding Secretary or Secretary equivalent
posts in July, is expected to be appointed as Secretary in Government
of India. He is a 1983 batch IAS officer of Rajasthan cadre.
Kashish Mittal appointed as PS to M J Akbar
Kashish Mittal has been appointed as Private Secretary to M J Akbar,
Minister of State for External Affairs. He is a 2011 batch IAS officer
of AGMUT cadre.
Mukesh Meena appointed as Director, ECI
Mukesh Meena has been appointed as Director in the Election Commission
of India for a period of five years. He is a 1997 batch ITS officer.
BEML CVO Mrs Kavita Kestur to return to parent cadre?
Mrs Kavita Kestur, who is serving as Chief Vigilance Officer at Joint
Secretary level, in Bharat Earth Movers Limited (BEML), is expected
to return to her parent cadre in the month of September this year. She
is a 1985 batch IA&AS officer.
MOIL CMD, Kundargi retiring in August
G P Kundargi, Chairman-cum-Managing Director, MOIL Limited, is retiring
on August 31, 2016. Mukund P Chaudhary, Director (Finance) MOIL, is
expected to succeed him in September.

S K Gorai, GGM, TCIL, is yet to take over the charge as Director (Finance),

circle. Similarly, Jaleshwar Kanhar has been assigned an additional

Sukh Dev Raj, CPMG, Haryana circle, has been assigned an additional

As many as eight IPS officers have been given new postings in Uttar
Pradesh. Accordingly, Pramod Kumar Tiwari has been appointed as DG,
Rules & Manual while Manoj Tiwari was posted as SSP, Saharanpur
and Abdul Hamid is SSP, Jhansi. Similarly, Mohd Imran was appointed

ITDC surges high on profit in Q1, 2016-17
India Tourism Development Corporation (ITDC), the public sector undertaking
under the aegis of the Ministry of Tourism, posted a remarkable performance
for first quarter of the current financial year 2016-17. The total turnover
in quarter ending June 2016 increased to Rs.110.5 cr as compared to
Rs. Rs.105.96 cr in the corresponding quarter last year. The company
registered Net Profit Before Tax (PBT) at Rs. 13.78 cr as compared to
Rs. 2.77 cr in the corresponding quarter last financial year i.e. 2015-16,
an increase of a significant 397% from last year. These details were
announced in the Board of Directors' meeting of the company held on
12th August, 2016 at the Group's flagship hotel, The Ashok, New Delhi.
Buoyed by the profits in last financial year 2015-16, ITDC has posted
good performance for this year as well.

Reserve Bank of India (RBI) on 27 July, 2016 has penalized 13 banks
for violating regulatory directions / instructions / guidelines among
other things on Know Your Customer (KYC) norms give in table. RBI has
also imposed a monetary penalty of Rs. 10 Million on UCO Bank for contravention
of instructions relating to opening of current account and providing
bill discounting facilities to account holders without having any borrowing
facility with the bank resulting in siphoning of funds.

BJP ruling States corrupt
BJP rules states are the corrupt states doubtless. But why Modiji is
keeping quite. The mode of Modiji is similar to the mode of Soniaji
when the congress ruled states had highest corruption. Are Modiji and
Soniaji on the same plank when listening to the corruption misdeeds
of their own party. In the case, Modiji may also move to Oblivion as
Soniaji with allegations bound to head.

Shallow arguments
IAS is a superior service by any account or standard. That is why, people
who don't get into IAS are given chances to rewrite and improve the
rank to get into IAS. Some persons for reasons best known to them opt
for IPS or other lower services although they would have got IAS by
virtue of their high rank. It is asking why a top rank holder of IIT
opted for a civil engineering and going for a newly opened IIT college.
When one takes such a decision, they are aware of the opportunities
they are bound to lose."At the entry level, IAS officers may not
be a class apart from other services' officers for it is a matter of
a few subjective marks. But government expenditure on training and grooming
IAS officers brings out a visible difference in two years. From the
initial experience of the field job as an SDM or DM and then other CEO
like functions, IAS officers' jobs are not constrained by narrow specialists'
concerns as they hop into varied job profiles. These other services
play a vital role in areas like tax collection, audit, diplomacy , forest
and wildlife management, and contribute in their own ways to the nation.
But the demand for parity with IAS ignores the contribution and the
challenges, both at professional and personal levels, of IAS officers.
While the status enjoyed by IAS is envied, terrorist threats to it is

Demands against genuine need
It has become a fashion in our country, to demand things, which people
normally don't deserve. Thus it is with IAS V/S other service also!
Why is this issue being raised again and again now, after so many years!
The fact is that the rules of a game are laid down before the game is
played, not while the game is in progress. The IAS /IFS have been designed
to be the top service. If the idea is that all services are to be made
equal, let it be declared before hand, so that from the year after such
declaration, people will be free to choose the service, especially those
where they can be located in Delhi always. There is no system of exam
where a first class becomes third class and vice versa, so let there
first be a decision, then let people opt. Also spare a thought for those
who lose a year or two to get into IAS, instead of joining other service.
We should first deserve then desire! Unfortunately we look for short
cut to success.

Action for not writing the APAR
The appellant sought information about the writing of APAR and
specifically sought to know about the applicable Rule for deterrent/punitive
action on the Reporting and Counter signing officer(s) if they
do not fill the APAR of officers working under them in time and
keep the APAR's pending for several years despite reminders from
the Headquarters. The CIC observed that it is the internal matter
of the organization to review and reform the personnel policy
for the welfare of the employees in a most efficient and transparent
manner. The dissatisfaction in the work force adversely impacts
the morale of the employees and consequent inefficiencies. The
CIC advice the Air India to review its grievance redressal mechanism
in personnel matters to ensure the transparency in accordance
with the spirit of the Act. The public authority was also directed
to provide the necessary information as sought by the appellant
within a period of 15 days.
Comments
The APAR is a record of the assessment of the work done by an
individual. When specific time limits have been prescribed for
the reporting and reviewing, there appears little reason for not
following the prescribed time limit. All officers must adhere
to the time schedule prescribed for the writing / review of the
APAR.
