Why Minister is fed up?
From horses mouth- it is said one senior and powerful Minister of Modi
cabinet is fed up with slow and allegedly negative attitude of bureaucrats
of his ministry. In a recently held review meeting the Minister was
very upset that most of the field officers gave same report which they
are submitting during the last two meetings. It is said that on top
of this the Secretary of the ministry was not pulling up the concerning
officer for delay. It is said that frustrated minister remarked- nothing
could be done to this ministry.

Sunil Arora, a 1980 batch Rajasthan cadre IAS officer has been appointed
as Advisor in Prasar Bharti Board. His orders were issued on Thursday
evening. He retired as Secretary, I & B in April this year.
1984 batch IPS officers Additional Secretary promotion deferred
Latest information says 1984 batch IPS officers' promotion to Additional
Secretary (AS) has been deferred. Next meeting is expected to take place
in September. It is said that matter was deferred due a complaint received
against one officer. DoPT has asked MHA to send the report in this regard.
Narendra Kumar to be next Chairman?
Narendra Kumar, Member, CWC is likely to be next Chairman, Central Water
Commission (CWC). In all probability he will take over as Chairman,

S C Collegium to meet soon
The Supreme Court Collegium is expected to meet this month end to discuss
the revised draft sent by the Government for appointment of Judges.
The Government wants power to reject any name recommended by the Collegium
on the grounds of National Security and Public interest.
Officers should seek extension six months before the expiry of deputation
The officers, who are on inter cadre deputation, have been told to apply
for extension just six months before the expiry of deputation tenure.
The States Government should initiate the process of proposal accordingly,
the DoPT guided.
Inter cadre deputation of Chaourasia only after comments of Jharkhand
Govt
Shailesh Kumar Chourasia, who is seeking inter cadre deputation from
Manipur to Jharkhand, will get the same only after the comments of Jharkhand
Government as well as vigilance status. He is a 2007 batch IAS officer
of Manipur cadre.
Sunil Kumar Gupta likely to be appointed as CMD, HIL
Sunil Kumar Gupta, GGM, PDIL, is likely to be appointed as Chairman-cum-Managing
Director (CMD), Hindustan Insecticides Limited (HIL). The post, which
has been lying vacant for a long time, is being looked after by the
Director Marketing, S P Mohanty.
Revival plans for HEC, Ranchi
A Revival cum Modernization Plan was prepared for HEC by MECON Limited
envisaging a comprehensive overhaul of HEC's plants and facilities.
The Plan has been further augmented and additional schemes have been
included for a more comprehensive overhaul of the Plants and systems
of HEC. The total cost of modernization after including contingencies,
IDC and pre-operating expenses adds up to Rs. 956.48 crore. An MoU was
signed with CINITMASH of Russia for technology for Nuclear and Defence
items and with Rosatom, the State Atomic Energy Corporation.

this month. She is a 1984 batch Indian Information Service ( IIS)officer.
IAS officer transforms Naxal-infested region into a developing path
By dint of education and hard work, one can attain desired objectives.
A 2005 batch IAS officer, Om Prakash Chaudhary has proved this during
his posting as District Collector of Dantewada, a Maoist hotbed in the
tribal Bastar region of Chhattisgarh. This was a district where all
projects ran years behind schedule because skilled manpower from outside
were reluctant to come to the conflict-ridden region and the local youth
lacked the training. Facing this stark reality and understanding the
threat it posed to the future generations, Chaudhary took it upon himself
to do something that would transform the district forever. This is the
story of how this determined young officer educated and empowered the
people of a region that hardly knew life beyond left wing extremism.
He realised that the district didn't have enough doctors, engineers,
or even science teachers in its schools. He decided to bring the district-wide
science based intermediate level education under one roof at the Dantewada
Education City to improve the prospects of Dantewada's 400 science students.
To do this, he hand-picked the best teachers, renovated and painted
an existing campus, and named them J C Bose house, C V Raman house,
Kalpana house, and A P J house, after prominent Indian scientists and
mathematicians. Under his education initiative, Choo Lo Aasman, as this
project was named, students from different parts of Dantewada were brought
to district headquarters and given post classroom special tutorials
for entrance examinations by teachers from reputed private institutions
from Kota, the mecca of coaching classes. This prepared the students
(the overwhelming majority were tribals and lived below the poverty
line) for various professional courses like engineering, medical, polytechnic
and nursing. Global audit major KPMG had selected the Dantewada Education
City as one of the 100 most innovative urban infrastructure projects
in the world! Today, the Dantewada Education City at Jawanga has around
15 institutes, including an engineering college, an Industrial Training
Institute, a sports school, a tribal girls' school, as well as a residential
school for children who have lost their parents in Naxal violence. O
P Chaudhary also revived residential campuses called 'Pota cabins' that
had been set up by the district administration in 2009 for the children
of distant areas. Students of class one to eight were provided free
of cost food and lodging at these residential-educational campuses.
Upadhyay is now Principal Advisor in Madhya Pradesh
Madan Mohan Upadhyay has joined as Principal Advisor Atal Behari Vajpayee
institute of Good Governance in MP. He is former 1981 batch IAS officer
of Madhya Pradesh cadre.
Chattisgarh gets four new IAS officers
Four candidates, who were provided Indian Administrative Service (IAS)
after clearing Civil Service Examination-2015, have been allotted Chhattisgarh.

NBCC, GSL ink MoA for construction of MCMV
(UPDATED)
NBCC, a Navratna CPSE under the Ministry of Urban Development (MoUD),
Govt. of India, has signed a Memorandum of Agreement (MoA) with Goa
Shipyard Ltd.(GSL), another CPSE, on August 8, 2016 for construction
of Office Building of Mine Counter Measure Vessels (MCMV), Vasco-Da-Gama,
Goa, at an approximate value of Rs.100 crore. The MoU has been signed
by Dr Anoop K Mittal, CMD, NBCC, on behalf of NBCC and Admiral Shekhar
Mital, NM (Retd.), CMD, on behalf of GSL. In addition, NBCC shall also
develop Master Plan for entire area comprising the existing Parking
Complex, Garden area, existing HR & Admin block including Medical
Dispensary, Time Offices and punching booths, Amenity Building, Administrative
Building, Transport Section, Power House West and Fire Station and such
other areas within the vicinity. Construction work at GSL by NBCC will
start in next 06 months time and will be completed in 18 months. MCMV
Project envisages construction of 12 MCMVs for Indian Navy at a budgetary
cost of Rs. 32000 Cr , as part of Make in India and import
substitute program of MoD. These state-of-the-art war vessels will be
built indigenously first time in the country by Goa Shipyard Ltd at
Goa. The ships are to be equipped with most advanced Anti Submarine
Weapons and Sensors by GSL.
V K Majotra passes away (UPDATED)
V.K. Majotra (IAS, MP, 1966) has passed away in Gurgaon . His wife
had predeceased him. He was Collector, Bhopal in 1979-80.

Mindset of IAS officers
To share with the readers one instance that reflects the mindset of
IAS officers. This relates to one of the review meetings chaired by
Hasmukh Adia, Revenue Secretary, in Mumbai. A very senior officer of
IRS pointed out shortage of officers at senior level as one of the constraints
in effective implementation of the IDS. Sri Adia remarked that people
who are otherwise entitled to two bed room houses, crib even if they
get 3 bed-room house if they start expecting a bungalow. What he meant
was that since IRS expects promotions in view of cadre restructuring,
which they were not entitled to, the service is dis-satisfied for not
getting promotions ! He asked the officers to forget about promotions.
Fantastic management style !!!!
Sri Adia may please see that even after re-structuring, IRS lags behind
the 'elite' service in promotions. The average salary of an IAS officer
is more than any other service. Even the discrimination is in respect
of officers who are on Central Deputation at any level. It may be checked
that this service has a separate queue for even club memberships leave
alone housing etc. Is there any logic of a deputy secretary rank officer
in IAS getting a D-I flat in IAS whereas senior Joint Secretary on Central
Deputation has to contend with lower accommodations ! The 'bunglows'
in new moti bagh are occupied by secretaries, all from IAS. Isn't it
an irony that none of the secretary level or equivalent officers are
entitled to these residences. Exploitation at its peak ! Its actually
a shame on the system.
What is appalling is the expression. He considers the revenue service
as entitled to a two bed room house! This is how he treats the service
that he is supposed to provide leadership. Can he be expected to be
a bridge between political boss and the service that has more than 3500
officers.
There is a lot of hue and cry about the IRS. If government or political
bosses are not satisfied with the performance please wind up the service
and arrange for another set of people to garner revenue. Let us not
embarrass the service or its officers.

Who is the next Cabinet Secretary likely to be?
Most likely candidate is Hasmukh Adhia, the most brilliant officer of
the 1981 batch of the IAS, belonging to the Gujarat cadre. Brilliant,
sincere, hard working, a topper in the Public Policy course at IIM Ahmedabad
(to which course civil servants are sponsored by the Government), he
holds a Ph D in Yoga, a true karmyogi, he also has the advantage of
proximity.

PMO has several mediocres
The PMO at subordinate level and middle management level have staff/officers,
who are mostly mediocre and most of them flatters. People get good APAR
reports based on their flattery skills. PMO should first conduct a written
examination and interview while appointing staff/officials in their
office. An official could be capable enough to go through and pursue,
all the grievances being received in PMO. Some CSS officials are very
competent, hardworking and intelligent. They can easily manage work
at middle level and improve the image of PMO.

incorrect. Today, Kapil Mishra, Tourism Minister of Delhi NCT has tweeted
with picture attending the function.

Ms Arti Khosla is not aware that Indian Railway Stores Service Officers
are also inducted in the Railways through the Indian Engineering Service
Exam and not through the Civil Services Exam. All the Indian Store Service
Officers are qualified Engineers unlike all other Allied Railway Services
like IRAS, IRPS, IRTS etc. are possessing non-technical qualifications.
Well most of them aspired to become IAS but landed in Railway Service.
No doubt very neglegible percentage of them are also qualified Engineers.
So it is perfectly step in the right direction to merge all technical
cadre including the IRSS and all others in non-technical group to begin
with. Inter-departmental rivalry will be the thing of the past when
all the services of the Railways are integrated into a single Railway
Service.

Action for not writing the APAR
The appellant sought information about the writing of APAR and
specifically sought to know about the applicable Rule for deterrent/punitive
action on the Reporting and Counter signing officer(s) if they
do not fill the APAR of officers working under them in time and
keep the APAR's pending for several years despite reminders from
the Headquarters. The CIC observed that it is the internal matter
of the organization to review and reform the personnel policy
for the welfare of the employees in a most efficient and transparent
manner. The dissatisfaction in the work force adversely impacts
the morale of the employees and consequent inefficiencies. The
CIC advice the Air India to review its grievance redressal mechanism
in personnel matters to ensure the transparency in accordance
with the spirit of the Act. The public authority was also directed
to provide the necessary information as sought by the appellant
within a period of 15 days.
Comments
The APAR is a record of the assessment of the work done by an
individual. When specific time limits have been prescribed for
the reporting and reviewing, there appears little reason for not
following the prescribed time limit. All officers must adhere
to the time schedule prescribed for the writing / review of the
APAR.
