As many as 10 officers belonging to 1983
batch of Indian Police Service of various cadres have reportedly been
empanelled for holding Director General level posts in Government of
India. They are: Neelamani N Raju of Karnataka; Rishi Shukla and Rina
Mitra of Madhya Pradesh; Rajiv Rai Bhatnagar and OP Singh of Uttar Pradesh;
R Prachanda of West Bengal; Ashok Patnaik of Gujarat; S P Singh of Rajasthan;
S K Sinha of Bihar and Girdhari Naik of Chhattisgarh cadre.

The additional charge period of Enforcement Director to Karnal Singh,
Special Director, Central Region, ED, has been extended for a period

IAS to protest against appointment of IPS in Telengana
The IAS Officers' Association is now against the appointment of 1991
batch IPS officer C.V. Anand to the cadre post of Commissioner, Civil
Supplies in Telengana.The association has reportedly given representation
against the appointment citing the rule position in the All India Service
cadre service . The Association is going to submit representation to
the Chief Minister.

Helplessness of a top retired bureaucrat
There are reports that a former Coal secretary govt of India has refused
to defend himself iin CBI court as he did not have the money .It is,indeed
,heart-rending and pathetic to know that a retired secretary to government
of India has expressed his inability and helplessness to defend himself
in a case against him, in the court of law, owing to lack of financial
resources to do so.It is a universal truth that the justice is very
expensive and thus, unaffordable for many in India.But looking at the
stature of the dignitary being from the premier service and retiring
from the highest possible post ,ordinary citizen will not believe that
he did not have the sufficient financial resources to defend himself
in the court of law.It is also a truth that many officers are still
available ,who have remained scrupulously honest and straightforward
throughout their careers and just live honourably from hand to mouth.
Mr HC Gupta appears to be one amongst this adorable breed.Otherwise,
dealing with coal involving 100 of crores of rupees could have incited
any ordinary mortal's greed .Rather such persons should be provided
the best legal aid by the courts, even if they are accused.Bonafide
mistakes are part of the government's system and must be ignored.The
initiative of the Uttar Pradesh IAS association to provide moral,financial
and legal help to Mr Gupta is prima-facie laudable,provided the move
remains powerfully sustained till the verdict of the case.Concern for
a serving colleague by the associations has been witnessed earlier many
a times but standing behind a retired colleague appears to be a new
but appreciable phenomenon.The case beckons the associations at national
level to espouse this rightful cause.

" PM's invocation of Balochistan and POK in I- day speech ".
No more candy floss diplomacy in handling Pakistan. PM Modi's invocation
of Baluchistan, POK and Gilgit-Baltistan in his I-day speech does not
auger well for Pakistan. Its further balkanisation seems inevitable.
Modi's declaration of moral and political support to Baluchistan must
include military support to bolster up its freedom movement. It was
an independent country before partition, illegally annexed by Pakistan.
Let India get ready to launch a surgical strike to demolish terror
infrastructure in POK, Gilgit-Baltistan and restore the original geo-political
map of Jammu and Kashmir. Some frustrated Congress leaders are condemning
PM Modi. They must learn to keep their mouths shut. Why did they never
condemn continuous cross-border terror attacks on India and Andrabi's
brazen call to Hafiz Saeed for help in the face of anti-National activities
by Hurriyat leaders. All seem to be on pay-rolls of the ISI ?

Why not Cabinet secretary from other than IAS ?
More Secretaries from other Group A services, why not Cabinet secretary
from other than IAS. Genuine concerns but no one wants to discuss even
the parity issue. There is no reason why should there be so much disparity
between IAS and other services coming through the same exam. Marks which
determine the placement in the IAS or other services(leave aside reservations)are
only a matter of chance, the subjects one has opted for in the exam.
Anyway let there be parity atleast in the empanelment to the post of
Joint Secretaries. While IAS 1999 batch has been empanelled ,there are
1990 batch officers from some services still waiting. Railways appear
to be far behind other Group A services also in this respect. We must
bring about parity at least among the Group A services. This Government
had come with a promise to end to some extent the hold of the IAS but
alas nothing has happened to cheer the services up except for Central
Secretariat services who have been given more posts of joint secretaries
than they had in the past. Good for them.

Action for not writing the APAR
The appellant sought information about the writing of APAR and
specifically sought to know about the applicable Rule for deterrent/punitive
action on the Reporting and Counter signing officer(s) if they
do not fill the APAR of officers working under them in time and
keep the APAR's pending for several years despite reminders from
the Headquarters. The CIC observed that it is the internal matter
of the organization to review and reform the personnel policy
for the welfare of the employees in a most efficient and transparent
manner. The dissatisfaction in the work force adversely impacts
the morale of the employees and consequent inefficiencies. The
CIC advice the Air India to review its grievance redressal mechanism
in personnel matters to ensure the transparency in accordance
with the spirit of the Act. The public authority was also directed
to provide the necessary information as sought by the appellant
within a period of 15 days.
Comments
The APAR is a record of the assessment of the work done by an
individual. When specific time limits have been prescribed for
the reporting and reviewing, there appears little reason for not
following the prescribed time limit. All officers must adhere
to the time schedule prescribed for the writing / review of the
APAR.
