Modi.

After the assassination of Late Mrs. Indira Gandhi, all the Prime Ministers
that India had in past three decades have been 'accidental PMs' except
the present one. Now the country is again faced with a big question
as to who would lead the country after Narendra Modi as all other leaders
seem to be a 'big zero' when it comes to the caliber of leading the

Kejriwal Failure ?
What is the report card of Arvind Kejriwal today ? Failure? All his
time is spent in railing against Modi. No work is being done except,
maybe, in education. Media campaigns take up most of his time. He would
be better advised not to resort to such tactics and instead, concentrate
on his work as Chief Minister of Delhi. As it is, Delhi is looking at
a dengue and chikungunya epidemic. No work has been done to curb mosquito
breeding despite the terrible toll in Delhi due to dengue last year.
No lessons have been learnt. Excuses, excuses and excuses, followed
by advertisement campaigns not to panic can be expected. Even now, if
fogging or other measures are resorted to, the proportion of the menace
might reduce and the aam admi od Delhi might get relief. Will the anonymously
named party listen to aam admi or would it instead keep thinking of
more power and more pelf ?

Politicians admire, in India?
Surprising answer is Lalu Prasad Yadav. The reason is simple. All politicians
like staying in power. Laluji has been in power for decades now. Secondly,
what better if you can stay in power without too much to show for it
in terms of governance? On this ground too, Laluji is way ahead of all,
for instance, his nemesis turned ally, Sh Nitish Kumar. Nitish Kumar
might have succeeded but it took him a lot of governing. Laluji got
by without doing much work.
All politicians love a ready made vote bank. Laluji has got one of
the strongest vote banks in India.
All politicians in India want to emulate Laluji-all play and no work-makes
Jack an intelligent boy.
And that is the bane of India.

The Chief Justice of India vented his grievance for delay in promotion
and delay in filling up of vacancies ! Its appreciable that the top
man in the judicial set up has expressed his concern for the mounting
stagnation in the service ! It would be great if a similarly placed
officer in the Civil Service can take up the cause of delay in JS empanelments
of Group A services especially in some services like the Indian Railways
JS empanelments of several services is way behind. It is also advisable
that complete transparency wrt the process of empanelment i.e 360 degree
review needs to be practised !

Unfortunate !
This channel has many contending that the rules of the game are such
that the IAS is a superior service. Unfortunately for these folk, they
are ignorant of history and are trying to perpetuate their ignorant
world view. It is true that historically, the ICS was a superior service.
Because they had a different exam. When the IAS was constituted after
independence, till the various services were recruited through different
exams or different number of papers in the same exam, this could be
a valid theory. So, this had validity till a new system of recruitment
was put in place in 1979. In 1979, the recruitment pattern changed.
All Civil Services were thereafter recruited through the same examination
through the same number of papers. Taking cognisance of this, the 4th
Pay Commission abolished the higher pay for the IAS and IFS in the junior
time scale. At that time it was argued that since the earlier entrants
had competed in 5 papers vis a vis the IRS and IPS, the change and parity
should be brought about gradually and subsequently in the higher grades,
so as not to affect these seniors. So it was left to subsequent Pay
Commissions to rectify the situation and place the services at par over
a period of time. Unfortunately, the IAS tried and succeded in retaining
its edge by hook and by crook, though in 1979 itself, there was parity
in selection and subsequent parity in pay and conditions was equally
envisaged.

Our girls performed very good and brought laurels with Bronze and silver.
Congrats to Shakshi and PV Sindhu and their parents and we all Indians
are proud of our Indian Olympians.
Regarding some views, that it was a poor performance, waist of money
and time, it is all baseless.
What we are doing for our athletes and players ? Nothing as compared
to other countries are doing to promote their sportsperson and athletes.
In my view, Ministry of Sports should allocate funds as to develop
Sports like a newly created District or State.
1. First of sports complexes be created at all districts in India and
all facilities for all the games or events. Selection of District level
champion or winners be made looking into their merit/performance and
not on the basis of seniority or favoritism.
2. Selected persons be sent to State level events where all such facilities
should be available and those selected at state level be sent to National
level.
3. At national level, such selected for each event be trained for ASIAD,
Olympic and other International events. They and their families should
be free from all financials meets and International level couch be provided
to train them for such events.
Ministry of Sports in
Government of India should come forward to think on the above suggestions
and see the result how Gold, Silver and Bronze, our players will bring.
I hope Sh. Vijay Goyal Ji, Minister of Sports, Govt. Of India will
read and take immediate action to tell his officials that prepare our
players etc. that next time they participate, they bring so much medals.

Action taken by Bar Council against Advocates
Information regarding the number of complaints against the advocates
under section 35 of the Advocates Act for the past 10 years, the
number of cases that were disposed of, the number of advocates
alleged to have committed misconduct or unethical conduct as provisions
of Advocates Act, 1961 etc was sought. The CIC directed the Bar
Council of Punjab & Haryana, Chandigarh to furnish the information
sought. The CIC further directed that the action taken under Section
35 by the Bar Council should be published under Section 4(1)(b)
of the RTI Act on their own without anybody asking for it. The
Commission also directed the First Appellate Authority of the
Bar Council of Punjab & Haryana, Chandigarh to show cause
why disciplinary action cannot be recommended against him for
not taking up the first appeal of the appellant. The CIC observed
that though the Bar Associations are different from Bar Councils,
they are also constituted under a law made by Parliament, i.e.,
the Advocates Act, 1961. They too have a duty to inform the people
about their activities.
Comments
The Bar Council is a statutory body constituted under Advocates
Act 1961, to protect ethical standards of Advocates and admonish
the members for misconduct. This order has implications for all
