About a dozen retired IAS officers discussed present state of affairs
in bureaucracy. An interesting conclusion - Before 1970 if there is
clash between a Minister and his Secretary the Minister used to go.
Between 1970 and 1990 in the same scenario Minister and Secretary both
had to go and after 1990 only Secretary is shown the door.
A new media team of BJP for next Lok Sabha election
A new media team under the guidance of PM Narendra Modi is being drafted
for the next Lok Sabha polls. The team will have highly professional

is a mystery. However, one can easily predict the name of new CBI Chief
of December 2018. One can easily guess the name.
Who will be new Ambassador to US ? (6)
Ultimately the new Ambassador to US will be the choice of Prime Minister
Narendra Modi. Modi has lots of following in US.
DGs name to be decided next week ?
MHA is likely to clear the names of DGs including CISF and NSG next
week. It is said that Chiefs would be picked- up from a panel of 6-7
IPS officers of of 1980 - 1983 batches.
Ramesh to be new Member of CBEC
S Ramesh will succeed B K Bansal this month end as Member of the Central
Board of Excise and Customs (CBEC) in . He is 1981 batch IRS (C&CE)
officer. Bansal is joining PMLA Tribunal in August.
Ms Mitra likely to be posted as Spl DG, BSF
Ms Rina Mitra is likely to be posted as Spl DG, BSF, against a vacant
post. She is a 1983 batch MP cadre IPS officer who is recently empanelled

Now big filtering of names in Judges appointment
Now there is a move to have big filtering of Judges to be appointed
for the High Courts in the country. A couple of official agencies will
be involved in the filtering.
Tenure of Sushil Lohani as Joint Secretary, Fertilizers extended
The tenure of Sushil Kumar Lohani as Joint Secretary, Department of
Fertilizers has been extended for a period of three months beyond November
15, 2016. He is a 1995 batch IAS officer of Orissa cadre.
Dilip Sharma relieved to join as DG, ECI
Dilip Sharma has been relieved to join as Director General (Election
Expenditure) in Election Commission of India. He is an IRS-IT officer.
Seven MES officers promoted to ADG grade
As many as seven officers of Military Engineers Service (MES) have been
promoted to the grade of ADG. The officers are: Sukhjinder Singh, R
N Kurmi, Yashwant Kumar, Dr O P S Rana, A K Singh, V K Rajan and R K
Pandey.

Hindupur Pradeep Rao, Additional Deputy Comptroller and Auditor General
(Eastern Region), has been appointed as Deputy Comptroller and Auditor
General (Commercial)-cum-Chairman Audit Board in this office. He is
a 1981 batch IA&AS officer.
Sanjay Mane to return to parent cadre
Sanjay V Mane, who was on central deputation as Chief Vigilance Officer,
Shipping Corporation of India Limited (SCI), is returing to the parent
Madhya Pradesh cadre. He is 1989 batch IPS officer of MP cadre.
Tenure of D S Chauhan as GM, FCI, Lucknow curtailed
The tenure of D S Chauhan as General Manager, Food Corporation of India
(FCI), Lucknow, has been curtailed after his selection as Deputy Inspector
General (DIG) in Sashastra Seema Bal (SSB). He is a 1997 batch IPS officer
of Telangana cadre.
Tripura gets four new IAS officers
Four candidates, who were provided Indian Administrative Service (IAS)
after clearing Civil Service Examination-2015, have been allotted Tripura
cadre. They are: Vishal Kumar, Siddharth Shiv Jaiswal, Sonakshi Singh
Tomar and Rohitashva Singh Tomar.

Gokhale appointed as part-time Director, Syndicate Bank
Jayant Purushottam Gokhale has been appointed as part-time non-official
Director on the Board of Director of Syndicate Bank for a period of
three years.
Change of cadre of Ms Nidhi only after consent from WB Govt
The proposal of Ms Nidhi wishing to change her cadre from West Bengal
to AGMUT cadre on the grounds of marriage to Devesh Kumar Mahla (IPS:2012)
will be considered only after 'no objection certificate' (NOC) from
the Government of West Bengal. She is a 2013 batch IAS officer of West
Bengal cadre.

Vishwanath elected on Board of Directors of CAPAM
C. Vishwanath, Secretary, Dept of Administrative Reforms & Public
Grievances (DARPG) , has been elected on Board of Directors of Commonwealth
Association for Public Administration and Management (CAPAM) at its
meeting held in Malaysia. He is an AP cadre 1981 batch IAS officer.
IPS Changes in Maharashtra
K Vyankatesham has been appointed as the Nagpur police commissioner.
Nagpur Police Commissioner SP Yadav , has been moved to Mumbai in DG's
office as additional DG (law and order). Nashik commissioner S Jagannathan
has been appointed ADG Training . Ravindra Singhal, IG (training) will
be the new Nashik CP . Yashaswi Yadav has been made Additional CP (administration)
in Thane in place of Makarand Ranade, who will be new Additional CP
(Crime), Thane.
Tonse Vinay M promoted as GM, SBI
Tonse Vinay M has been promoted to the grade of General Manager in State
Bank of India (SBI).
Majumdar is now Member of HERC
Former Chairman and Managing Director of Indian Renewable Energy Development
Agency Limited (IREDA) Debashish Majumdar has been appointed Member
of the Haryana Regulatory Commission (HERC).
CGM of SBT taransferred
Chief General Manager (CGM) of the State Bank of Travankore S. Adikesavan
has been transferred to Hyderabad.
S K Singh is also CVO, HTML, Bangalore (UPDATED)
S K Singh has been given the additional charge of the post of Chief
Vigilance Officer (CVO), Heavy Machine Tools Ltd. (HTML), Bangalore.

G Ravichandran, GM, AAI, who had taken over the charge as Director (Finance),
State Trading Corporation of India Limited (STC) in January this year
and resigned from the same within six months, has been relieved of to
return to his parent organization: Airport Authority of India (AAI).

Height of injustice in JS empanelment
I fail to understand how the same DOP&T becomes as fast as light
when it comes to the JS empanelment for the IAS while it functions as
a snail for others? its surprising that no political boss whosoever
has been able to see this agony of other services many of who might
have performed far better than the IAS in the UPSC written examination
and landed in other services only due to one or two marks less in the
interviews .its disgusting to see one service shamelessly thriving at
the cost of all others.

Total black out
There is the Department of Pensions & Pensioners' Welfare in the
Ministry of Personnel headed by none other than the the Prime Minister
for more than 12 years or may be even more. The Pensioners outnumber
the regular employees on the Pay Role of the Govt. of India. There is
total black out of any news regarding the events / news items of any
interest to these Pensioners who are not aware of the existence of such
a Department being headed by Secretary regularly. Even the constitution
of the Anomaly Committee in the wake of the VII C.P.C. has not been
made public so as the ordinary Pensioners of the Govt. of India may
ever approach in case he/she is not given his/her dues.
As such, the Department of Pension & Pensioners' Welfare has been
sitting duck on the benefit accruing to the Retired I.R.S. officers
in view of Cadre Restructuring of I.R.S. which was done in pursuance
to the specific Recommendations of VI C.P.C. which should have been
implemented with effect from 1st January, 2006 as in case of all other
Recommendations of the VI C.P.C. without any fail. The Cadre Restructuring
was indeed made but only half implemented to the effect that erstwhile
senior officers were retrospectively "demoted" in view of
their grades being awarded to their subordinates and also upgradation
of pay scales of the C.Cs.I.T. being upgraded to H.A.G.+ while those
having retired between January, 2006 to April 2013 not being allowed
even revision of their pension as per new pay scales. In fact if the
Cadre Restructuring was implemented in time or even with effect from
January, 2006, many of them would have retired in Apex Scale of Rs.
80,000/ which has been denied to the officers retiring prior to the
said event or even subsequently in view of the D.P.Cs. not being conducted
timely due to the inefficiency of the Department of Revenue right from
the good old age when the sole objective of the successive Revenue Secretaries
were to run down the Department of Income Tax which per se happens to
be the most civil and disciplined Service Cadre in the Govt. of India.
Let the Prime Minister and The Finance Minister know it well that it
is this Department alone which holds custody of the entire "Kachcha
Chiththa" of the big politicians and the bureaucrats apart from
the big business houses which may unleash Revolution by the people against
the Ruling Elites who are all naked in their "Hammams" i.e.
Bathrooms. The I.R.S. officers don't resort to such tactics only to
uphold equilibrium of the established social, political and administrative
Order of the Day.
I.R.S. is not at all politicised so far in terms of Ruling and / or
Opposition Parties thanks to their professional expertise and traditional
Neutrality of the Civil Service of which I.A.S. and I.P.S. are totally
devoid of in view of their constant exposure to the politicians in their
Original field Cadres wherein they have to shake hands in the same gloves.
I.R.S. by and large has remained aloof but efforts are always made to
make it bend to the wishes of those in power. This could be done only
through Revenue Secretary who is always in habit of toeing the lines
of the Politicians particularly with the Cabinet Secretaryship being
offered as the Carrot to him. I.R.S. as a service does understand the
machinations and compulsions of the Most UnCivil Service who are Arrogants
and Servile too true to their nomenclatures. Let them understand these
facts objectively or else be ready for catastrophic explosion by I.R.S.
as the Cadre.

Country would have been a developed country by now
If IAS officers spent their time thinking of the country, the country
would have become a developed country by now. All their time is wasted
in thinking as to how to keep the IPS and IRS down.

Revival of HEC Ranchi
Govt should engage other consultant for revival of HEC. Mecon does not
have professionalism. Live example is ISP Burnpur of SAIL. The finishing
products are not in market demand. If it would have been automotive
steel, SAIL would have reaped benefit. Even the case of Bhilai Steel
Plant Modernization. Public and tax payers money was wasted, because
of political decision and corruption. Govt should investigate through
CBI.

Gross discrimination
It seems the IPS officers are more than 4 years behind IAS in the matter
of such promotions. The gross discrimination waxes eloquent.

Why no MRP on Lawyers' Fees ?
There is no published schedule of lawyer fees, though doctors' fees
is known. A prayer for justice can be very prohibitive and beyond the
means of an ordinary citizen. It is one reason for pending 3 crore cases.
Lawyers take money without issuing any receipt or paying service tax;
chamber practice by retired judges (Kathju in BCCI case and others)
gets them millions in cash; depending on the crime value (like Bofors/Agusta/Bihar
fodder case) they get heavy payments in the form of Rajya Sabha seats,
besides other gratification in kind as is known in one case and the
scams currently before the court in coal, 2G etc. So even if the citizen
has enough to lead a luxurious life after retirement with his/her legal
remuneration and assets, paying the lawyer is out of question. What
is the remedy? Court kachahari se bhagwan bachayee!

Action taken by Bar Council against Advocates
Information regarding the number of complaints against the advocates
under section 35 of the Advocates Act for the past 10 years, the
number of cases that were disposed of, the number of advocates
alleged to have committed misconduct or unethical conduct as provisions
of Advocates Act, 1961 etc was sought. The CIC directed the Bar
Council of Punjab & Haryana, Chandigarh to furnish the information
sought. The CIC further directed that the action taken under Section
35 by the Bar Council should be published under Section 4(1)(b)
of the RTI Act on their own without anybody asking for it. The
Commission also directed the First Appellate Authority of the
Bar Council of Punjab & Haryana, Chandigarh to show cause
why disciplinary action cannot be recommended against him for
not taking up the first appeal of the appellant. The CIC observed
that though the Bar Associations are different from Bar Councils,
they are also constituted under a law made by Parliament, i.e.,
the Advocates Act, 1961. They too have a duty to inform the people
about their activities.
Comments
The Bar Council is a statutory body constituted under Advocates
Act 1961, to protect ethical standards of Advocates and admonish
the members for misconduct. This order has implications for all
similar bodies which oversee the professional conduct.
