Retirement age of Director AIMS to be raised to 70 ?
There are reports that the retirement age
of Director All India Institure of Medical Sciences (AIMS) New Delhi
is being raised to 70.
This year 52 High Court Judges appointed
According to official sources only this year 52 new High Court Judges
were appointed. During this period 110 additional Judges were also made
permanent.
Deepak Ranjan Gogoi selected as Director (O&M), BECIL
Deepak Ranjan Gogoi, GM, BECIL, has been selected for the post of Director
(Operation & Marketing), Broadcast Engineering Consultant India
Limited (BECIL) at a Public Enterprises Selection Board (PESB) meeting
held on August 24, 2016. As many as 12 persons were interviewed for
the same.

Virendra Singh to be Judge of MP High Court
Secretary Law, Madhya Pradesh Government Virendra Singh is being tipped
to be Judge of the Madhya Pradesh High Court.

Rashmi Kumar, presently posted in Northern Railway, has been debarred
from central deputation for a period of three years. He is from Civil
service.

S K Singh has been given the additional charge of the post of Chief
Vigilance Officer (CVO), Heavy Machine Tools Ltd. (HTML), Bangalore.
He is a 1991 batch IRS-IT officer.

Shobhit Jain, Jt. DGFT (DS level) has been posted to the Directorate
of Commerce. He is a 2001 batch IRS (C&CE) officer.
Suresh Arora empanelled as DG in GoI
Suresh Arora has been empanelled for holding Director General level
posts in Government of India. He is a 1982 batch IPS officer of Punjab
cadre.
T Vijaykumar empanelled for Secretary equivalent posts in GoI
T Vijaykumar has been empanelled for holding Secretary equivalent posts

Prasenjit Mukherjee, Deputy Comptroller and Auditor General (Commercial)-cum-Chairman
Audit Board, has been appointed as Deputy Comptroller and Auditor General.

Punjab gets four new IAS officers
Four candidates, who were provided Indian Administrative Service (IAS)
after clearing Civil Service Examination-2015, have been allotted Punjab
cadre. They are: Amarpreet Kaur Sandhu, Chander Mohan, Amit Kumar Panchal
and Aaditya Dachalwal.
Tripathi Anupam promoted as GM, SBI
Tripathi Anupam has been promoted to the grade of General Manager in
State Bank of India (SBI).

1985 batch IPS officer Ajit Prasad Raut has been promoted to the rank
of DG in Assam.
Minor reshuffle of IPS officers in Assam
(UPDATED)
Some IPS officers have been transferred and posted to different places
in Assam. Accordingly, Kuladhar Saikia has been posted as special DGP
law and order while Mukesh Agarwal was made additional director general
of police of law and order and Hiren Nath will be new Guwahati CP. Similarly,
S N Singh has been posted as special DGP, border; Anil Kumar Jha as
ADGP, CID. Besides, some SPs of Golghat, Sonitpur, Sibsagar, Nagaon,
and Kamrup (Rural) are also reported to have been transferred.

Rural Dev (UPDATED)
Dr Nagesh Singh has been transferred and posted as Chief Economic Adviser,
Rural Development. He is a 1982 batch IES officer.

As many as five SAG level officers of the Indian Economic Service (IES)
have been transferred and posted to different places. Accordingly, V
L V S S Subba Rao has been appointed as Economic Adviser, Higher Education
while Ms Vinita Aggarwal was posted as Economic Adviser, Skill Development
& Entrepreneurship. Similarly, Alok Chandra has been posted as Economic
Adviser, Railways while Ms Manisha Sensarma was appointed as Economic

Our obeisance to most beloved Prime Minister of India
We should all agree for indefatigable (person who never tires)nature
of our most beloved Modi saheb worthiest prime minister of Bharat.
PM is always nations father then why his most of son/daughters in the
form of Secretaries GoI are not contributing in the same way.
They should lead harmonious lives but instead they are not giving any
value addition and are generally involved playing golf and fulfilling
their passion of photography or writing books without making an effort
to add new zeal in nation building.
The officers are just like kings and king should only draw passion by
doing more and more towards its subjects as he always has more things
undone .
So if pleasure is Drawn By doing more and more work towards nation
like ,my seen God Modi ,is doing there is no perceived need for any
other passion .
Let us all stand and follow the footsteps of Nation's father Modi to
make our country número uno in the world ranking.

" Whither Good governance"
Inter-Services rivalry is getting increasingly accentuated, if, the
posts regularly appearing in Whispersinthecorridors.com ( Forum) are
any guide.
One is shocked at the manner in which the elite bureaucrats are managing
to stay put in Delhi, holding important positions in succession, despite
dubious credentials. Some get re-employed after superannuation - as
reward to their loyalty and for keeping the lips sealed.
The message to the bureaucracy and the public-at-large, is loud and
clear.
(i)The bureaucracy is not worth its salt, if, it is not manipulative,
pliable , subservient and street-smart to manage the political class
at the helm ;
(ii) While honesty incapacitates bureaucracy, merit and truthfulness
smile at it;
(iii) Mediocrity thrives in the face of VIP racism in politics. The
arrogance of the Sports minister at Rio Olympics and a central minister
permitting his body guard to thrash security guards, are the cases in
point;
(iv) No concrete steps taken to enhance the feel-good factor of the
common man; (v) The public-at-large had high expectations from the present
dispensation in areas like transparency, Services delivery mechanism,
accountability and punishment for non-compliance of prescribed norms;
( vi)The Police and civic authorities do not respond without bribery.
Complaints are not attended to, let alone acknowledged. These organizations
are mentioned for having the largest public interfaces. This is the
scenario in Delhi. Elsewhere, it is worse.
(vii) The brutal practices of UPA era, are returning with vengeance.
At least, so it seems.
Public is feeling cheated. Was this kind of Good governance, promised
to us by the NDA?

Theory of more marks is not sailable
Many officers opting for IRS and other services secured more marks than
those officers who opted for IAS, so even this theory of more marks
is not sailable for last 30 yrs atleast.

Action taken by Bar Council against Advocates
Information regarding the number of complaints against the advocates
under section 35 of the Advocates Act for the past 10 years, the
number of cases that were disposed of, the number of advocates
alleged to have committed misconduct or unethical conduct as provisions
of Advocates Act, 1961 etc was sought. The CIC directed the Bar
Council of Punjab & Haryana, Chandigarh to furnish the information
sought. The CIC further directed that the action taken under Section
35 by the Bar Council should be published under Section 4(1)(b)
of the RTI Act on their own without anybody asking for it. The
Commission also directed the First Appellate Authority of the
Bar Council of Punjab & Haryana, Chandigarh to show cause
why disciplinary action cannot be recommended against him for
not taking up the first appeal of the appellant. The CIC observed
that though the Bar Associations are different from Bar Councils,
they are also constituted under a law made by Parliament, i.e.,
the Advocates Act, 1961. They too have a duty to inform the people
about their activities.
Comments
The Bar Council is a statutory body constituted under Advocates
Act 1961, to protect ethical standards of Advocates and admonish
the members for misconduct. This order has implications for all
similar bodies which oversee the professional conduct.
